MONDAY, JULY 20, 2026 – 5:30 P.M.
CITY HALL – UPSTAIRS CITY COUNCIL CONFERENCE ROOM
MINUTES
I. ROLL CALL/CALL TO ORDER
Chairman Walther called the meeting to order at 5:30 P.M. Aldermen Nancy
Novit and Alice Levert were in attendance.
Staff attending the meeting included Michael Thomas, Director of Public Works;
Corey Wierema, Superintendent of Public Works; Matt Brugioni, Superintendent
of Public Works; Ryan Kearney, City Engineer and Jim Lockefeer, Assistant
Director of Public Works.
II. NEW BUSINESS / ACTION ITEMS
1. APPROVAL OF THE MAY 4, 2026, PUBLIC WORKS COMMITTEE MEETING MINUTES
Alderman Novit moved to approve the May 4, 2026, Public Works Committee
meeting minutes. Alderman Levert seconded the motion, which carried
unanimously.
2. REVIEW AND RECOMMEND APPROVAL TO CITY COUNCIL APPROVAL OF A BID FOR
THE FIRE STATION TWO REPLACEMENT GENERATOR PROJECT – COREY WIEREMA
Superintendent Wierema reviewed the below presentation slide on the topic.
The Committee and City staff discussed the bids received, existing generator site
conditions, and restoration efforts.

Alderman Levert moved to recommend City Council award of bid to Midwest
Power for the Fire Station II Generator Replacement Project in the amount of
$74,265, to include a 10% contingency in the amount of $7,427 for a total cost of
$81,692. Alderman Novitt seconded the motion, which carried unanimously.
3. REVIEW AND RECOMMEND APPROVAL TO CITY COUNCIL AN ORDINANCE AND
RESOLUTION RELATED TO CITY STAFF SWALCO DELEGATES – JIM LOCKEFEER
Assistant Director Lockefeer reviewed the below presentation slide on the topic.
The Committee and City staff discussed SWALCO costs the City incurs and
SWALCO board meeting topics.
Alderman Novit moved to recommend City Council approval of the Ordinance
that amends the existing Intergovernmental Agreement and a Resolution that
both support and identify additional City staff as Alternate SWALCO Directors.
Alderman Levert seconded the motion, which carried unanimously.

Alderman Levert moved to adjourn the meeting of the Public Works Committee
at 6:08 P.M. Alderman Novit seconded the motion, which carried unanimously.

•Contractor is working on the bridge roadway approaches and railing
•Project is anticipated to be completed end of September
•Staff coordinating ribbon cutting ceremony with Communications Department

•Work has been on hold since June due to north
embankment water issue
•Project update shared at the July 20 City Council meeting;
ratification of geotechnical engineering services approved
•Staff received the geotechnical report and is currently working
with the geotechnical firm and bridge structural engineer to
determine the appropriate next steps

completed prior to final paving
