MINUTES
I. Call to Order: The Chairman called the Board of Fire and Police Commissioners to order at 6:00
p.m., with the following members present: Chairman Davis, Commissioner Kernahan,
Commissioner Nikitas,
Also Present: Director of Human Resources Kalmar, Police Chief Walldorf, Deputy Police Chief
Copeland, Fire Chief Siebert, Deputy Fire Chief Cronin
II. Approval of Minutes: Motion by Nikitas, second by Kernahan, to approve the minutes of the
August 15, 2015 regular and executive sessions. Motion carried unanimously.
III. Review of Proposed Revisions to the Rules of the Board:
The revised document was reviewed to insure all of the changes discussed with the City
Attorney were acceptable to the Board. It was determined that the attorney’s proposed changes
to Chapter III, Part A, Section 6 – Examination Elements and Scoring, would not be approved at
this time. These recommendations will be discussed at a later meeting, along with other
potential changes that were briefly discussed. The Board also approved the concept of allowing
the Police and Fire Chiefs the ability to terminate an employee who, for medical reasons, is
unable to perform the essential functions of the position, with or without an accommodation,
by providing notice to the Board, but without filing “charges” for the termination. They
requested that the City Attorney prepare the appropriate language to make this change. Motion
by Davis, seconded by Kernahan, to approve the Rules and Regulations with changes as
discussed. Motion carried unanimously.
IV. Adjournment: Motion by Kernahan, second by Nikitas, to adjourn at 7:45 p.m. Motion carried
unanimously.
Respectfully submitted,
DeSha D. Kalmar, Secretary
Board of Fire and Police Commissioners
