• Lake Forest has a strong sense of history and heritage
along with a proven record of success.
• Engagement by community members in many areas
continues to be high.
• Financial stewardship remains a foundation for public
policy planning and good government.
• More young families have moved into the community.
• The Central Business District continues to be vibrant.
• Public assets which may require immediate reinvestment
include Police Department offices, the Recreation Center
and stormwater infrastructure.
• Multi-modal transportation options continue to be in
demand.
• The community is experiencing a rise in demand for a
variety of recreational opportunities for people of all ages.
• Investing in the City’s workforce continues to be a high
priority.
• Great strides continue to be made with the mix of housing
options available to prospective buyers. 25% of housing
stock has “turned over” since 2020.
• The role of the City to address various issues such as

GOALS AND OBJECTIVES
Setting Goals
Essentially, the setting of Goals serves to manage the gap between the present and desired
future (i.e., the Vision) by defining where the city and community wants to be and establishing
the steps needed for the desired outcome.
Goals usually address both short and long-term issues. They are directly tied to the vision
statement and do not include a great deal of specificity. Specific performance measures will
appear at the level of the objectives that support each of the goals. Goals, then, are
generalized statements of where Lake Forest wants to be at some point in the future.
The number of goals cannot be predicted. Strategic plans may concentrate on four or five
goals, or they may list dozens of areas that will component parts of the focus for Lake Forest
during the next several years.
Each of the goal statements in the strategic plan will be followed by one or more objectives.
There is no set number of objectives that are appropriate for each goal. Some goal statements
may have relatively few objectives attached to them, while some goal statements could have
10 or more objectives.
