CITY HALL – UPSTAIRS CITY COUNCIL CONFERENCE ROOM MINUTES I. ROLL CALL/CALL TO ORDER Chairman Ted Notz called the meeting to order at 5:30 P.M. Alderman Richard Walther was in attendance. Alderman Nancy Novit was not in attendance. Staff attending the meeting included Corey Wierema, Superintendent of Public Works; Matt Brugioni, Superintendent of Public Works, and Jim Lockefeer, Assistant Director of Public Works. II. NEW BUSINESS / ACTION ITEMS 1. APPROVAL OF THE JUNE 2, 2025, PUBLIC WORKS COMMITTEE MEETING MINUTES Alderman Walther moved to approve the June 2, 2025, Public Works Committee meeting minutes. Chairman Notz seconded the motion, which carried unanimously. 2. REVIEW AND RECOMMEND APPROVAL TO CITY COUNCIL APPROVAL OF A BID FOR SPRUCE & SHERIDAN LIFT STATION CONTROL PANEL REPLACEMENT PROJECT – JIM LOCKEFEER Assistant Director Lockefeer reviewed the below presentation slide on the topic. The Committee and City staff discussed the project schedule and the difference between the pricing received from the two bidders. Alderman Walther moved to Recommend City Council award of bid to Wunderlich Malec for the Spruce & Sheridan Panel Replacement Project in the 2 Amount of $54,800, to Include a 5% Contingency in the amount of $2,740 for a Total Cost of $57,540. Chairman Notz seconded the motion, which carried unanimously. 3. REVIEW AND RECOMMEND APPROVAL TO CITY COUNCIL APPROVAL OF AN IDOT LOCAL AGENCY FUNDING AGREEMENT FOR THE LAKE-WOODBINE PROJECT – BYRON KUTZ Superintendent Kutz reviewed the below presentation slides on the topic. The Committee and City staff discussed project timing, the presentation to City Council, the current project estimate versus the estimate that was submitted to IDOT, the IDOT bid process, and IDOT bid acceptance. Alderman Walther moved to recommend to City Council approval of a Resolution for a Joint Funding Agreement for federally funded construction with the State of Illinois Department of Transportation for construction of the Lake Woodbine Bridge Project, Section Number 12-00094-00-BR, for a local match estimated at $1,212,952, and authorize the City Manager to execute required agreements and additional paperwork as required by IDOT related to work on this project. Chairman Notz seconded the motion, which carried unanimously. III. CIP PROJECT SUMMARY CHART The Committee and City staff discussed the below presentation slides. 3 4 5 IV.
