American Legion and Friends of Lake Forest Parks & Recreation Foundation

PURPOSE AND ACTION REQUESTED: Staff requests City Council consideration of waiving the
fidelity bond requirement in connection with a proposed raffle from the McKinlock Post No.
264, American Legion of Lake Forest Hospital.
BACKGROUND: In January 2020 the City Council approved an Ordinance Amending Chapter
110, titled “Licenses and Miscellaneous” related to Raffles, to align these sections with recent
State of Illinois Legislation. Section 110.0149, J, allows the raffle manager designated by the
organization to seek a waiver of the bond requirement from the City Council.
At this time the McKinlock Post No. 264 American Legion and Friends of Lake Forest Parks &
Recreation Foundation are requesting a waiver of the bond requirement and has submitted a
request. A copy of the requests can be found beginning on page 6.
BUDGET/FISCAL IMPACT: N/A
COUNCIL ACTION: Consideration of a Request to Waive the Fidelity Bond Requirement in

Dear Mayor Pandaleon,
The Friends of Lake Forest Park and Recreation Foundation is asking for the City
Council’s consideration of a waiver for the requirements of the fidelity bond, with
regards to our raffle for tree lighting license application. The raffle for tree
lighting grants the winner and their immediate family the ability to light the town
center tree on November 25, 2022. This is a priceless value, but we are capping
off the number of tickets available at 250.
