1. Consideration of the FY2009 Treasurer’s Report
Pursuant to Illinois State Statute, a Treasurer’s Report must be filed with the
City Clerk, the County Clerk, and published within a Lake Forest newspaper
within six months after the end of each fiscal year. The report will be published
in the October 29, 2009 edition of the Lake Forester.
Recommended Action: Acknowledge receipt of the FY2009 Treasurer’s
Report, which is attached beginning on page 3.

NEW BUSINESS
1. Authorization to Enter into a Joint Agreement with IDOT Associated with the
Resurfacing of Green Bay Road
The project to resurface Green Bay Road from Westleigh Road to Alden Lane has been
scheduled by the Illinois Department of Transportation (IDOT) for a March 5, 2010 bid letting,
with construction anticipated to start in May and to be completed in August. The project is a
joint effort between IDOT, who is funding 70% of the project costs and The City of Lake Forest
who is responsible for the remaining 30% of the project costs. IDOT’s share of the funding is
coming from Federal Stimulus Funds that are being distributed in Lake County through the
Lake County Council of Mayors. The City of Lake Forest pursued these funds this past year
and will be receiving $545,498 in funds with the remaining balance of $233,785 the
responsibility of the City. At this time it will be necessary to enter into an Agreement with IDOT
outlining the funding responsibilities for the construction phase of the project. A map of the
project is attached beginning on page 17.
Recommended Action: It is recommended that The City of Lake Forest enter into a Joint
Agreement with IDOT which will document the funding responsibilities for Phase III
Construction of the project to resurface Green Bay Road from Westleigh Road to Alden
Lane at 70% IDOT and 30% The City of Lake Forest.
