Consideration of a Cemetery Commission Investment Policy At their June 18 meeting, the Cemetery Commission appointed William Blair & Company as their new investment advisor. With the assistance of William Blair, the commission developed some suggested changes to their attached investment policy. The most significant change is increasing the equity percentage from the current 60% of the portfolio to a targeted 50% domestic equities and 20% international equities. A copy of the proposed policy is attached beginning on page 8. Recommended Action: Approve the Cemetery Commission’s Investment Policy. B. Public Works Committee Report 7:50 p.m. PRESENTED BY PUBLIC WORKS COMMITTEE CHAIRMAN ALD. LOOBY 1. Consideration of Resolutions Accepting Participation in the Emergency and Non-Emergency Mutual Aid in Public Works Program through the Northwest Municipal Conference On July 21, the Public Works Committee met and agreed to recommend to the City Council adopting a Public Works Mutual Aid Program offered by the Northwest Municipal Conference. This program allows The City of Lake Forest to enter into an Emergency and a Non-Emergency Agreement. The premise behind both agreements allows NWMC members the option of sending equipment and manpower to other communities in distress as a temporary relief. As background information, the municipality providing the service is responsible for all fuel, wages, and operational costs incurred at the victim community. Likewise, The City of Lake Forest can ask other members for assistance in both times of emergency and non-emergency. Most calls for assistance result from massive wind storms and flooding. The City of Lake Forest can choose to opt out of a call at any time and out of the agreement with a 90 day notice, without repercussion. Signing these agreements will allow The City of Lake Forest to call upon other communities for assistance in manpower, equipment, disaster relief. A copy of the resolutions is attached beginning on page 13. Recommended Action: Approve the resolutions as presented. OPPORTUNITY FOR PUBLIC TO ADDRESS THE CITY COUNCIL ON NON-AGENDA ITEMS CONSENT AGENDA 7:55 p.m. 1. Approval of the Minutes of the July 7, and July 21, 2008 Regular Council Meetings A copy of the minutes is attached beginning on page24. 2. Approval of Authorized Invoices and Payrolls During the month of July the following amounts were disbursed from the Cashier’s Account: GENERAL FUND WATER TOTALS INVOICES $592,787.67 $61,187.43 $653,975.10 PAYROLL $1,163,955.87 $127,491.85 $1,291,447.72 TOTALS $1,756,743.54 $188,679.28 $1,945,422.82 The motion is for the approval of Authorized Invoices and Payrolls for July 2008. 3. Authorization of Treasurer’s Warrants to Meet Expenses of August, 2008 The motion is to authorize the Mayor and City Clerk to sign such warrants as may be necessary to meet the August 2008 audited accounts. 4. Award of Contract for North Beach Access Road Reconstruction Project Bids for the North Beach Access (NBA) Road Reconstruction Project were received and opened on July 24, 2008. The reconstruction of the NBA road will entail improving the cross-section of the pavement and the drainage system. In addition, minor curb work will also take place on the parking lot, near the south end of the NBA road. The engineering design was undertaken by Clark Dietz, Inc. The following is a summary of the bids received: BIDDER BID AMOUNT ALamp Concrete Contractors, Inc. $460,000.00 Alliance Contractors, Inc. $518,021.41 Landmark Contractors, Inc. $619,599.85 Lorig Construction Company $741,939.00 Engineer’s Estimate $576,273.00 The low bidder, ALamp Concrete Contractors, Inc (ALamp) has no experience working in Lake Forest. The municipalities of Deerfield, Glenview, Libertyville, Lincolnshire, and Vernon Hills have used this contractor in the past. City staff checked the references on projects of similar size and scope and found their performance satisfactory. If awarded, the project would commence in early September with a tentative completion date scheduled for end of November. The NBA Rd will be closed during construction. This project is being funded through the Capital Fund, Storm Sewer Bond Fund and Park & Public Land Fund. The recommended action is to award a contract for the North Beach Access Road Reconstruction Project to ALamp Concrete Contractors, Inc. in the amount of $460,000.00 to include authorization to expend, if necessary, an additional amount not to exceed 5% of the contract award for unforeseen change orders that may occur during the administration of this project. Recommended Action: Approval of the Consent Agenda as presented. ORDINANCES 8:00 p.m. 1. Consideration of a Report and Recommendation from the Historic Preservation Commission to Designate 344 Wisconsin Avenue as a Local Historic Landmark (First Reading and, if desired by the City Council, Final Approval) PRESENTED BY SENIOR PLANNER PETER COUTANT (847-604-5655) On July 23, 2008, the Historic Preservation Commission held a public hearing to consider the Local Landmark nomination of the residence at 344 Wisconsin Avenue. Nominations must meet at least one of the ten criteria from the Historic Preservation Ordinance to qualify as a Local Landmark. The nominating report provided by the petitioner accurately and completely discusses the historic and architectural context and significance for the residence, beginning with its construction in 1902. Based on this information and physical inspection of the site, the residence qualifies for designation under criteria 6 and 7 of the ordinance. Criteria 6: The residence at 344 E. Wisconsin Avenue exemplifies the pattern of neighborhood development characterized by small lots and modest size homes that occurred during the early history of Lake Forest. These neighborhoods were occupied by individuals and families holding business, social, or civic positions supporting the early City and evolving estate community. Criteria 7: The residence at 344 E. Wisconsin Avenue is identified with persons who significantly contributed to the distinct cultural and social development of the City of Lake Forest. The Historic Preservation Commission voted unanimously to recommend approval of 344 Wisconsin Avenue as a Local Landmark. There were no objections from surrounding property owners to this request. The ordinance amending the Historic Preservation Ordinance accordingly and the nominating report are included in the packet beginning on page 41. Recommendation: Waive first reading and grant final approval of an amendment to Chapter 51, Historic Preservation, of the Lake Forest City Code designating 344 Wisconsin Avenue as a Local Landmark. 2. Consideration of a Report and Recommendation from the Historic 8:10 p.m. Preservation Commission to Designate 721 North Mayflower Road as a Local Historic Landmark (First Reading and, if desired by the City Council, Final Approval) PRESENTED BY SENIOR PLANNER PETER COUTANT (847-604-5655) On July 23, 2008, the Historic Preservation Commission held a public hearing to consider the Local Landmark nomination of the residence at 721 North Mayflower Road. Nominations must meet at least one of the ten criteria from the Historic Preservation Ordinance to qualify as a Local Landmark. The nominating report provided by the petitioner accurately and completely discusses the historic and architectural context and significance for the residence, beginning with its construction in 1954. Based on this information and physical inspection of the site, the residence qualifies for designation under criteria 1, 2 and 7 of the ordinance. Criteria 1: The residence at 721 North Mayflower Road is an architecturally significant example of the Colonial Revival style and is distinguished by overall quality of design, detail, materials, or craftsmanship. Criteria 2: The residence at 721 North Mayflower Road is identified as the work of Stanley D. Anderson and Associates, an architectural firm whose work is significant in the history or development of the District, the City of Lake Forest and the State of Illinois. Criteria 7: The residence at 721 North Mayflower Road is identified with persons who resided in the house who significantly contributed to the historic, cultural and architectural development of the City of Lake Forest and the State of Illinois. The Historic Preservation Commission voted unanimously to recommend approval of 721 North Mayflower Road as a Local Landmark. There were no objections from surrounding property owners to this request. The ordinance amending the Historic Preservation Ordinance accordingly and the nominating report are included in the packet beginning on page 71. Recommendation: Waive first reading and grant final approval of an amendment to Chapter 51, Historic Preservation, of the Lake Forest City Code designating 721 North Mayflower Road as a Local Landmark. 3. Consideration of a Report and Recommendation from the Historic 8:20 p.m. Preservation Commission to Designate 1150 Westleigh Road as a Local Historic Landmark (First Reading and, if desired by the City Council, Final Approval) PRESENTED BY SENIOR PLANNER PETER COUTANT (847-604-5655) On July 23, 2008, the Historic Preservation Commission held a public hearing to consider the Local Landmark nomination of the residence at 1150 Westleigh Road. Nominations must meet at least one of the ten criteria from the Historic Preservation Ordinance to qualify as a Local Landmark. The nominating report provided by the petitioner accurately and completely discusses the historic and architectural context and significance for the residence, beginning with its construction in 1907. Based on this information and physical inspection of the site, the residence qualifies for designation under criteria 5 and 7 of the ordinance. Criteria 5: Its unique location or distinctive physical appearance or presence represents an established and familiar visual feature or the neighborhood, community and the City of Lake Forest. Criteria 7: The Walden Estate Implements Shed is identified with Cyrus McCormick, Jr., a person who significantly contributed to the historic, cultural and architectural development of the City of Lake Forest, the State of Illinois and the United States. The Historic Preservation Commission voted unanimously to recommend approval of 1150 Westleigh Road as a Local Landmark. There were no objections from surrounding property owners to this request. The ordinance amending the Historic Preservation Ordinance accordingly and the nominating report are included in the packet beginning on page 96. Recommendation: Waive first reading and grant final approval of an amendment to Chapter 51, Historic Preservation, of the Lake Forest City Code designating 1150 Westleigh Road as a Local Landmark. 4. Consideration of an Ordinance Amending the City Code to Allow for 8:30 p.m. an Increase in Taxi Cab Rates (First Reading, and if desired by the City Council, Final Approval) PRESENTED BY DEPUTY CITY CLERK BETH MARQUEZ (847-615-4269) Recently, the City has received requests from the three local taxi cab companies to have the authority to raise its rates due to rising fuel costs. The City Council has the authority to regulate the rates within the City limits on vehicles for hire, and there has not been a rate increase by the City Council since February 5, 2001. Attached beginning on page 117 is an ordinance that would raise the rates for the taxi cabs as follows: Existing Rates Proposed Rates Meter Drop $1.75 $2.00 First Mile $3.35 $4.00 Additional Mile $1.80 $2.00 Waiting Time Per Hour $21.00 $24.00 Recommended Action: Waive first reading, and if desired by the City Council, grant final approval to an ordinance amending Chapter 43 of the City Code to allow vehicles for hire to raise their rates as presented.
