2. PUBLIC HEARING ON PROPOSED RENEWAL OF CABLE TELEVISION FRANCHISE AGREEMENT
The City amended its first cable TV franchise in 1988 to U.S. Cable of Lake County. The original term of the franchise was 15 years and has been extended by mutual agreement of both
parties.
At the March 16, 2006 Committee of the Whole meeting, Attorney Barb Adams of Holland and Knight provided the City Council with an executive briefing on the history of the franchise;
modifications in the Federal Cable Act; the required renewal process; and highlight some of the central policy issues that will need to be addressed in the renewal process.
The proposed franchise agreement has been in negotiation between The City and Comcast and addresses a variety of issues, including, without limitation, the use of public rights-of-way,
the provision of public, educational, and governmental access channels, the payment of franchise fees, programming services, and customer service requirements. This hearing provides
the public with an opportunity to comment before the agreement is presented for final action by the City Council.
After the close of the hearing, the City Council will direct such further activities as may be appropriate, and will consider final action on the agreement at a future meeting.
