Consideration of an Ordinance Amending Chapter 40, Article 8, “Traffic”, Of The City Code of Lake Forest, 1971, And Amending Schedules 1 – 32 (First Reading and if Desired by the Council

Chapter 40 Article 8 and schedules 1-32 of the Municipal Code regulate parking and traffic in Lake Forest. Over the years there have been numerous revisions, amendments, and changes
to the parking section and schedules resulting in duplication, some omissions, and a loss of clarity. To remedy this, representatives of the Police, Finance, OCM and Streets departments
participated in a review of the entire section and all 32 schedules. A majority of the changes relate to formatting, but there are also a number of substantive changes that have been
requested by residents and various City departments. The changes to the section are listed below, with the substantive changes noted in the ordinance.
Format Changes
Sub headings for easy reference.
Tables for quick reference to permit types, fees, and permitted parking lots.
Revised nomenclature for clarity.
Revised schedule numbering to eliminate duplication.
New Regulations and Substantive Changes
Storage defined as leaving a vehicle for period exceeding 72 hours.
Numerous adjustments made to reflect current hang tag system, fees and lot designations.
Definition for 3-hour parking added.
Interference with Parking Officer section added.
Elawa Farm and Grove Cultural Campus added as City Facilities.
School zones added on Forest Hill near Cherokee School.
West Park: standard 3-hour parking limit for both lots added. Currently the southerly parking lot is 2-hour parking. Staff and residents have observed use of these lots by commuters
and high school students for all-day parking.
Laurel Avenue 90-Minute parking added to schedule for new development.
Deletions of regulations no longer required such as remote parking.

Consideration of an Ordinance Amending Schedule 22 (No Right Turns Permitted on Red Signal), Chapter 40, of the City Code of Lake Forest, 1971, as Amended Pertaining to Route 41 at Westleigh
Road and Route 41 at Old Elm Road (First Reading and if Desired by the Council Final Approval) 8:35 p.m.

At the request of the City Council, several residents, and State Senator Susan Garrett, the Traffic Safety Coordinating Committee (TSCC) reviewed accident data for Old Elm and Westleigh
Roads at Route 41 to determine how right turns on red lights should be regulated.
Right turns on red are currently prohibited on Westleigh Road for vehicles traveling westbound to northbound Route 41 but permitted for eastbound vehicles traveling to southbound Route
41. Right turns on red are permitted at Old Elm and Route 41 for both east and westbound vehicles.
A review of three years of accident data suggests that prohibiting right turns on red at westbound Westleigh to northbound Route 41 is unnecessary. The comparable data from the Old
Elm intersection, with similar traffic volumes and sight lines, revealed that no injury accidents could be attributed to permitting right turn on red. Furthermore, no accidents have
resulted by permitting right on red from eastbound Westleigh to southbound Route 41. Therefore, it is recommended that the right turn prohibition on Westleigh Road be removed. The
TSCC also noted that a new right turn lane will be added to westbound Westleigh this fall.
Regarding Old Elm, the TSCC discovered that permitting right on red at eastbound Old Elm to southbound Route 41 has resulted in numerous near misses and “considerable anxiety” for drivers.
This conflict emanates from vehicles that u-turn from northbound to southbound Route 41, as is permitted on the left turn signal. These vehicles enter the southbound outside lane at
the same moment as vehicles turning right on red, and do so with little warning as they appear to be turning left. There are a significant number of vehicles that make this maneuver,
therefore, it is recommended that right turns on red be prohibited from eastbound Old Elm to southbound Route 41.
Recommended action: Waive first reading, and grant final approval to an ordinance amending Schedule 22 of Chapter 40 prohibiting right turns on red signals at eastbound Old Elm to southbound
Route 41, and permitting right turns on red signals from westbound Westleigh Road to northbound Route 41.
Consideration of an Ordinance Amending Schedule 2 (Stop Signs), Chapter 40, of the City Code of Lake Forest, 1971, as Amended, Creating an all-way stop at Oak Knoll Drive and Estate
Lane East (First Reading and if Desired by the Council Final Approval) 8:45 p.m.

The TSCC is recommending installing stop signs on east and westbound Estate Lane East to create an all-stop intersection at Oak Knoll Drive. This intersection is currently a two-way
stop for Oak Knoll Drive. The TSCC received telephone calls and email from residents requesting the stop signs.
The TSCC reviewed the intersection and found it met the warrants provided for in the Manual on Uniform Traffic Control Devices for multi-way stops. The all-way stop is appropriate because:
1) the intersection sees high peak-time traffic serving a new subdivision, 2) the intersection sees cut through volumes from Old Mill to Old Elm, and 3) the intersection presents sight
line problems with vehicles approaching from the north Therefore, the intersection meets the multi-way stop warrants for pedestrian/vehicle conflict and operational characteristics.
An ordinance and location map are provided beginning on page 27.
Recommended action: Waive first reading and grant final approval to an ordinance amending Schedule 2 of Chapter 40 allowing for the installation of Stop Signs on Estate Lane East at
Oak Knoll Drive.
4. Consideration on an Ordinance Establishing a Special Service Area for the Installation of a Sanitary Sewer and Potable Water System along Saunders Road (SSA #29) (First Reading Only) 8:50
p.m.

A petition endorsed by a majority of the neighbors has been submitted requesting that the City Council establish a Special Service Area (SSA) to finance the installation of a sanitary
sewer and potable water system.
At its meeting on March 18, 2004 the City Council held a public hearing and began a sixty (60) day objection period. One objection was filed with the City, and the ordinance that is
attached beginning on page 29, establishes the Special Service Area.
A petition has also been received for a voluntary annexation into the City from one of the properties located within the proposed SSA, and will be before the Plan Commission on July
14. All properties must be officially annexed along with the establishment of the SSA on July 15.
Recommended Action: Grant first reading of the ordinance establishing Special Service Area #29 and direct the Plan Commission to review any Saunders Rd. SSA related annexation agreements.
5. Consideration of an Ordinance Amending Chapter 47 of the City Code Relating to Curfew for Minors (Final Approval) 9:00 p.m.

This ordinance was granted first reading approval at the June 7 City Council meeting. The City Attorney has prepared an ordinance amending Chapter 47 of the City Code, relating to
curfew for minors. Minor changes have been made to the ordinance since it was granted first reading as suggested by members of the Police Department. Attached beginning on page 38
is a copy of the ordinance amending the Code to include exceptions to the curfew as required by state law. This ordinance is consistent with other neighboring communities that have
already adopted similar ordinances.
Recommended Action: Grant final approval to an ordinance amending Chapter 47 of the City Code relating to curfew for minors.
NEW BUSINESS
ComEd - Annual Report 9:05 p.m.
PRESENTED BY COMED EXTERNAL AFFAIRS MANAGER SHAH QUAIYOOM
The City’s franchise agreement requires that ComEd provide an Annual Report. This report includes information on outages, tree trimming, upgrades and projects throughout the City.
There were 172 outages in Lake Forest in 2003, identical to 2002. The 2003 report reveals that the number of City of Lake Forest outages in 2003 outpaced the average for ComEd’s service
area by 53%. Lake Forest also outpaced that average in outage duration by 40%. Furthermore, the Lake Forest system saw an increase in underground failures in 2003 from 24 to 30.
Several circuits within Lake Forest continue to fail at a substantial rate. That said, the outage trend appears to be improving for the first 4 months of 2004 with only 30 outages,
potentially translating into 90 outages at year’s end.
ComEd will also report on the work to date in the Ashlawn Drive area which has been suffering from low voltage. Following a reoccurrence on June 7th ComEd reports that a new transformer
was installed on June 8th, approximately 6 months after it was scheduled. Mr. Shah Quaiyoom, External Affairs Manager, will present the Council with the annual report and will be available
to field questions regarding ComEd service in the Community. Attached as a separate packet is a copy of annual report.
Recommended Action: Accept annual report from ComEd, request detailed program to reduce frequency and duration of outages.
