1. Approval of the Minutes of the October 7, 2003 Regular City Council Meeting: The minutes are attached starting on page 6.

ORDINANCES
1. Consideration of an Ordinance Amending Schedule II (Stop Signs), 8:15 p.m.
Chapter 40, of the City Code of Lake Forest, 1971, as Amended creating
an all way stop at Conway Farms Drive and Tallgrass Lane (First Reading
and Final Approval)

The Traffic Safety Coordinating Committee (TSCC) is recommending installing stop signs to create an all-stop intersection at Conway Farms Drive and Tallgrass Lane. This intersection
is currently a one-way stop for Tallgrass Lane and is posted “through traffic (Conway Farms Drive) does not stop”. The recommendation is to install stop signs on west bound Tallgrass
Lane and east and northbound Conway Farms Drive. This would create a three-way all-stop intersection. The TSCC reviewed the intersection and found it met the warrants provided for
in the Manual on Uniform Traffic Control Devices for multi-way stops. The three-way stop is appropriate because: 1) the intersection sees high peak-time traffic serving the Conway Farms
development which is conflicting with Tallgrass traffic, 2) the intersection has a grade school bus stop on the southwest corner of Conway Farms Drive which is creating a conflict between
free flow vehicles heading northwest on Conway Farms Drive and pedestrians, and 3) the continued development of the Tallgrass Lane area will increase both pedestrian and vehicle volumes.
TSCC members have received multiple telephone calls from residents on Tallgrass requesting the stop sign along with a request from District 67. The ordinance and location aerials are
provided beginning on page 10. In anticipation of Council authorization, the City Engineer has exercised his authority to install the signs as soon as possible as the intersection presents
an immediate danger. The signs will be removed if the ordinance is not approved.
Recommended action: Waive first reading and grant final approval to an ordinance amending Schedule II of Chapter 40 allowing for the installation of a Stop Signs on Tallgrass Lane and
Conway Farms Drive.

Approval of a Joint Agreement and a Funding Resolution with 8:25 p.m.
the Illinois Department of Transportation for the Phase One
Engineering Study Relating to the Widening of Route 60 Bridge
Over I-94

Former Mayor Howard Kerr and current Alderman Mohr worked through the Route 60 Task Force to develop regional solutions to congestion on the Route 60/I94 Bridge. Through their efforts
the Route 60 bridge widening has been championed by Congressman Mark Kirk. The widening project is estimated at $15-20 million and requires a local match of $900,000 for the engineering
study as described below:

The Council on January 16, 2003 approved two related agreements: 1) an intergovernmental agreement between Lake Forest, Vernon Hills, Mettawa and Lake County, and 2) a cost share agreement
between Lake Forest and the Conway Park Owner’s Association and TAP and Abbott. The Council is now being asked to approve an agreement with IDOT and a Funding Resolution. The Agreement
authorizes IDOT to begin the engineering work and the Resolution states the terms of payment for the study. The City is acting as the funding agency/intermediary for the project. The
City has collected $600,000 for this project to date with the remainder of the funds being callable per agreement. The City will accommodate its share in the appropriate fiscal year
within its Capital Budget.
The engineering study will begin upon execution of the agreements and will take approximately 36 months. The funding of the bridge is still unconfirmed at this time, as the federal
transportation bill has yet to be finalized by Congress. Congressman Kirk however, has expressed his commitment to the project and staff believes that funding is a relative certainty.

Recommended Action: Motion To Approve The Agreement With IDOT For the Phase One Engineering Study Relating to the Route 60 Bridge at I94.

2. Award of Contract for the Purchase of a New Copier for Municipal Services 8:45 p.m.

The City has received 8 proposals from 3 separate vendors (see list below) for the purchase of a copier machine for the Municipal Services Building. The current copier, which is an
Océ machine, averages approximately 500,000 copies per year, and has been with the City for approximately nine years.
Municipal Services staff tested out different copiers for a minimum of thirty days apiece, and determined that the Océ 3165 best fulfilled their needs to operate efficiently and effectively.
Whereas the current copier is no longer an efficient machine since it is frequently being serviced for a variety of issues related to its age and high usage.
The proposal from Océ met all of the required specifications from the City’s request for proposal, and Océ also came in at the lowest price compared to the other competitors.
The funds for this copier purchase have been budgeted by the Finance Department.
Recommended Action:
Award of contract to Océ for $18,500 for the purchase of a new copier for Municipal Services.
