Recognition of Recipients of the 2003 Lake Forest Preservation Foundation Awards.
PRESENTED BY LINDA SHIELDS, PRESIDENT OF THE LAKE FOREST PRESERVATION FOUNDATION
The Lake Forest Preservation Foundation awarded the annual Preservation Awards to twelve property owners for their efforts in preserving the character of Lake Forest. The awards are
given in the areas of restoration, adaptive reuse, infill, renovation, landscape, and heritage awards. A Resolution of Appreciation and a list of the award winners are attached starting
on page 3.

Council Committee Reports
A. Finance Committee Report – Chairman Alderman Michael Rummel
Approval of the Comprehensive Fiscal Plan for FY2004: The Finance Committee has reviewed the various components of the Comprehensive Fiscal Plan for FY2004 (May 1, 2003 - April 30,
2004) at several public meetings during the past six months. The Chairman will review the proposed Comprehensive Fiscal Plan for final approval this evening. The budget book was distributed
to the City Council with the Finance Committee agenda for final review and discussion at their meeting prior to the City Council meeting this evening.
Recommended Action: Approval of Comprehensive Fiscal Plan for Fiscal Year 2004.
Approval of FY2004 Personnel Policies, Practices and Official Pay Plan: The Fiscal Year 2003 Personnel Policies, Practices and Official Pay Plan are included in the budget document
that was distributed last week. The Plan was distributed to the City Council with the Finance Committee agenda for final review and discussion at their meeting prior to the City Council
meeting this evening.
Recommended Action: Approval of the FY2004 Personnel Policies, Practices and Official Pay Plan.
Consideration of an Ordinance Providing For the Issuance of $2,000,000 General Obligation Bonds, Series 2003C, And $2,350,000 General Obligation Bonds, Series 2003D, Of The City of
Lake Forest, Illinois, (First Reading and Final Approval)

This ordinance authorizes the issuance of $2,000,000 General Obligation Bonds, Series 2003C, and $2,350,000 General Obligation Bonds, Series 2003D, of The City of Lake Forest, Illinois.
The City Council authorized the issuance of $30,000,000 Waterworks and Sewerage System Revenue Bonds on May 16, 2002, $26,000,000 principal amount of General Obligation Bonds, Series
2002A have been issued. Series 2003C authorizes an additional $2,000,000 against the $30,000,000.
The City Council authorized the issuance of $10,000,000 General Obligation Alternate Bonds on March 20, 2003 for the purpose of financing the improvement of the storm water conveyance
system of the City. Series 2003D authorizes $2,350,000 against the $10,000,000. A draft ordinance is attached starting on page 8 and a preliminary official statement is attached separately.
The bid opening is May 5, 2003 at 11:00 A.M. The final ordinance will be provided at Monday’s meeting.
Recommended Action: Waive first reading and grant final approval to the ordinance authorizing the issuance of $2,000,000 General Obligation Bonds, Series 2003C, and $2,350,000 General
Obligation Bonds, Series 2003D, of The City of Lake Forest, Illinois.
B. Planning and Preservation Committee – Chairman Alderman Reynolds

Approval of the Minutes of the April 17, 2003 Regular City Council Meeting: The minutes are attached starting on page 49.
Recommended Action: Approval of the Consent Agenda items as presented.
NEW BUSINESS 8:45 p.m.
Authorization to Award a Contract for Demolition Services at West Park
PRESENTED BY CHRIS MARTIN, ASSISTANT CITY MANAGER (615-4281)
The Parks section received two proposals for demolition services at West Park. The recommend contractor is Traditional Concrete. This contractor provided acceptable demolition services
at 134 E. Laurel and has consistently provided the most competitive pricing. It is recommended that the bidding process be waived to provide for timely demolition, and that the City
award the contract for demolition of the West Park structures and asphalt areas in an amount of $14,433. Dollars will be allocated from the West Park capital budget and council contingency
for this item. An aerial photo is attached on page 58 and the proposals are detailed below:
