The Parks Section of the Parks & Recreation Department is preparing to relocate its park maintenance operation from West Park to Municipal Services (Laurel and Western) on or about April
1st. Attached to the packet starting on page 6 is a memorandum outlining the plan with respect to retention of existing West park structures, demolition of existing structures, and
site restoration.

1. Consideration of an Ordinance Amending Chapter 9 of the City Code to Establish a Charge for Connection to the Sanitary Sewer System (First Reading)
A fee that is commonplace in several communities and should be considered for adoption in Lake Forest is a sanitary sewer connection fee. This is a fee that would be assessed whenever
a new sanitary sewer service is connected to the public sanitary sewer system. Revenues generated by this fee would be used toward upgrading the public sanitary sewer system.
City staff has researched sewer connection fees assessed by other communities which are summarized in the attached table. The fees being recommended are “in line” with those being assessed
by other communities. The recommended fees are structured to reflect the various intensities of use from new single family residential ($750) to multi-family or non-residential ($150/PE
with $1,500 minimum). A copy of the proposed ordinance is attached beginning on page 9.
Recommended Action: Grant first reading to an ordinance amending Chapter 9 of the City Code establishing Sanitary Sewer Connection Fees as follows:

2. Consideration of an Ordinance Establishing a Program to Support Overhead Plumbing Conversions in Flood-Prone Areas (First Reading)
One of the goals established by the Sewer Improvement Committee was to eliminate sanitary sewerage backups into basements caused by surcharges in the sanitary sewer system. One system
that has proved successful in preventing this type of flooding is an “Overhead Sewer System”. The City Council recently adopted an ordinance mandating that Overhead Sewer Systems be
installed on new developments or significant redevelopments.
As an incentive to convert existing gravity sewer services into Overhead Sewer systems that Sewer Improvement Committee recommended that the city adopt a program that would offer financial
assistance would be 50% of the total cost of the conversion up to a maximum amount of $2,500. The Sewer Improvement Committee also recommended that this program initially be offered
to those residents who reside in flood prone areas as designated by the City. A copy of the proposed ordinance is attached beginning on page 11.
Recommended Action: Grant first reading of an ordinance establishing a program to support Overhead Plumbing Conversions in flood prone areas.

Approval of the Minutes of the February 20, 2003 Regular City Council Meeting
The minutes are attached beginning on page 16.
Approval of Captain Robert Grum to Serve as the City’s Emergency Services and Disaster Agency (ESDA) Coordinator
Attached as page 20 is a Notice of Appointment that would appoint Captain Robert Grum as the City’s liaison to Emergency Services and Disaster Agency. City Council approval allowing
Captain Grum to participate in this program is recommended.
Approval of a Resolution for Construction on State Highway
Attached as page 28 is a standard two year Resolution with IDOT allowing the City to do work in IDOT right-of-way in lieu of a surety bond.
Recommended Action: Approval of the Consent Agenda items as presented.
ORDINANCES
1. Consideration of a Recommendation from the Plan Commission to adopt the annual update of the City of Lake Forest Official Zoning District Map. (First Reading and Final Approval) 8:40
p.m.

The State Statues require that the City adopt the official Lake Forest Zoning District Map on an annual basis. The last official City Zoning Map was approved on November 11, 2001.
Since then, the following zone changes have been approved by the City Council based on the recommendation of the Plan Commission:
January 2002 - Rezoning of the Central Business District to B2, B3, and B4 Districts.
December 2002 - Rezoning of the 70 acre Conway Farms parcel from OR – Office Research, to ROS – Single Family Residence and Open Space.
February 3, 2003 – Rezoning of various parcels from Residential zoning to the OA - Open Area zoning classification.
The updated Zoning Map reflects these changes and the current zoning throughout the City. The adoption of the updated map documents all the rezonings that have occurred over the past
year on the official map. No additional zone changes are proposed as part of this update.
At its February 12, 2003 Plan Commission meeting, the Commission unanimously recommended approval of the updated map. A copy of the recommended Zoning District Map is attached as a
separate item to the packet. The ordinance approving the new map is included in the packet beginning on page 21.
Recommended Action: Waive first reading and grant final approval of an ordinance approving an updated Zoning District Map.
2. Consideration of an Ordinance Amending Chapter 39 of the City Code relating to the Collection of a Municipal Retailers, Service, and Use Tax (First Reading and Final Approval) 8:45
p.m.
PRESENTED BY CITY ATTORNEY VICTOR FILIPPINI
The Illinois Department of Revenue recently notified the City that an amendment was required to clarify that the Department will collect the Non-Home Rule Municipal Retailers’ Occupation
Tax and the Non-Home Rule Municipal Service Occupation Tax and that the City will collect the Non-Home Rule Municipal Use Tax. The City required to submit an amended ordinance on or
before March 31, 2003 for the Department of Revenue to collect, administer, and enforce said taxes effective July 1, 2003, in accordance with the provisions of the Non Home Rule tax
statutes. A copy of the proposed ordinance is attached beginning on page 22.
Recommended Action: Waive first reading and grant final approval to an ordinance amending Chapter 39 of the City Code.
