A. Report on Route 60 Land Acquisition Efforts (ADDED AGENDA ITEM)
Mayor Kerr will report on the City’s efforts to acquire property for future open space and public use along the Route 60 corridor between I-94 and the railroad tracks. Last summer the
City engaged Arthur Hill and Company, Realty Services, LLC to provide real estate advisory services to the City for the purpose of achieving the land acquisition goals from the visioning
session and recent changes to the City’s Comprehensive Plan.
2. Comments by City Manager
A. Resolutions of Appreciation to Retiring City Employees
On January 31, 2002, two City employees will be the first to retire under the early retirement program. Copies of their resolutions of appreciation are attached beginning on page 1.
Recommended Action: Adoption of the resolutions.

ORDINANCES
1. Consideration of a Report and Recommendation from the Zoning Board of Appeals for a Variance from Lot-in-Depth Setbacks to Allow Construction of a Replacement Single Family Residence
located at 55 Stonegate Road. Filed by Jack and Jennifer Dempsey. (First Reading and Final Approval) 8:20 PM

On December 27, 2001, the Zoning Board of Appeals (ZBA) held a public hearing to consider a request for a variance from the lot-in-depth setback requirements. The petitioner appeared
before the Historic Preservation Commission (HPC) in September and November 2001 requesting approval to demolish a single-family residence and replace the structure. The originally
proposed replacement residence conformed to the required setbacks for this property but was positioned in a manner not compatible with the historic character of the area. The petitioner
re-sited the home to be oriented to the west, not the south as originally proposed. Although this siting requires a variance, it is more in keeping with the character of the neighboring
historic homes. The replacement home will not encroach into the steep slope setback as the existing home currently does, and the new home will conform to the required front and rear
yard setbacks. The HPC unanimously approved the revised plans.
The ZBA voted unanimously to recommend the proposed project to the City Council and recommended approval of a variance to allow encroachment into the required 50’ setbacks along the
north and south property lines a maximum of 16 feet. As a condition of approval a landscape plan will be required to ensure proper screening from the neighboring properties to the north
and south. The ordinance, with the site plan and findings, is included in this packet beginning on page 10.
Recommended Action: Waive first reading and grant final approval of an ordinance for a variance of up to 16 feet allowing construction of a replacement single family residence within
the lot-in-depth setback as reflected on the site plan.
2. Consideration of an Amendment to The City of Lake Forest Municipal Code Chapter 40 to Prohibit Truck Traffic on Deerpath. (Second Reading and Final Approval) 8:50 PM

The City Council on September 20 and November 5, 2001 affirmed Transportation Committee Objective DPS-1 pertaining to prohibiting truck traffic on Deerpath. Staff and the City Attorney
subsequently discussed several options for regulating trucks on Deerpath including: 1) a ban on all Class “C” truck traffic 24 hours a day, 2) a targeted ban for peak hours, and 3)
a 12-hour daytime ban. The City Council on December 3, 2001 approved first reading of a 24-hour prohibition of trucks on Deerpath. Following that action, staff has received numerous
complaints and letters regarding the movement of the additional traffic onto Westleigh Road and Western Avenue.
Upon reviewing the correspondence, and after further discussion with the Transportation Committee and Police Department, staff recommends the following course of action:
That Council motion to amend the proposed ordinance to prohibit all Class C vehicles between the hours of 7:00a.m. and 7:00p.m. for the length of Deerpath (amendment noted in the attached
ordinance). Staff feels that this period ban offers a compromise of reducing the negative impacts on Western and Westleigh while still keeping largely intact the goal of reducing traffic
on Deerpath. This will also accommodate the bridge reconstruction on Deerpath, scheduled for June 2002.
That Council direct staff to monitor the prohibition from its effective date of March 1, 2002 to February 28, 2003.
That Council direct staff to report to the City Council on the impacts of the prohibition in April 2003. One possible modification at that time could include a reduction to a peak time
ban.
A number of residents living along Western and Westleigh have raised questions about speed limits and signage. If the City Council approves an ordinance regulating truck traffic on
Deerpath, the Traffic Safety Coordinating Committee, in accordance with City Policy, will review these requests.
To date the Council has received the initial Transportation Study for Deerpath and an addendum detailing specific hourly traffic information dated December 17, 2001. A copy of the correspondence
received by the City, as well as, the proposed ordinance is attached, starting on page 20.
Recommended Action: Motion to amend the Ordinance amending The City of Lake Forest Municipal Code Chapter 40 prohibiting Class “C” Truck Traffic on Deerpath during the period of 7:00a.m
7:00p.m., and grant final approval of the amended ordinance – effective March 1, 2002. (Second Reading)
NEW BUSINESS
1. Consideration of a Report and Recommendation from the Plan Commission for Tentative Approval of a 5-Lot Planned Preservation Subdivision for Property Located on the Southwest Corner
of Green Bay Road and Westleigh Road (Tentative Approval) 9:50 PM

On December 12, 2001, the Plan Commission held a public hearing to consider a request for tentative approval of a five lot planned preservation subdivision of 10 acres of property owned
by Barbara L. Davies. This property is located within the Historic Residential and Open Space Preservation District which requires the preservation of natural and historic resources
as part of approval of a subdivision.
The subdivision will create three, new buildable lots. Each lot exceeds the 1-1/2 acre minimum lot size in the R-4 zoning district. The two existing main residences on the property
will be located on the other two lots. The overall character and relationship of the two residences to each other, and to the streetscape, is preserved as part of the subdivision.
The subdivision also includes two outlots. One of the outlots will preserve the wetland located in the low-lying area in the northwest corner of the property, the other outlot will
be the location of the retention pond for the subdivision. A six lot subdivision was originally proposed for this property, but was found to be unworkable due to the stormwater retention
requirements and the wetland.
The Plan Commission voted unanimously to recommend tentative approval of the subdivision subject to conditions of approval. In particular, the Plan Commission noted that the final engineering
plans must demonstrate that the stormwater drainage issues are addressed in a manner that will not adversely impact neighboring homes, streets or Waveland Park. Materials pertaining
to this subdivision are included in this packet beginning on page 62.
Recommended Action: Approve a motion granting tentative approval of the Davies Subdivision and direct the Plan Commission to give final consideration to the subdivision only after all
of the conditions of tentative approval have been satisfied.
Approval of an Intergovernmental Agreement For Maintenance
And Improvement Of Roadways 10:15 PM

The City of Lake Forest and Highland Park have operated under a roadway maintenance agreement for a number of years. This agreement has covered the maintenance and snow plowing of certain
roads that are partially within each community. These roads include Old Elm, Old Mill, and Buena Roads.
The staff recently updated the agreement to include the repair of the Old Elm Bridge and maintenance of the Sheridan/Old Elm traffic signal. The proposed agreement also references the
installation of a three-way stop sign at Old Elm and Green Bay Roads. Attached beginning on page 79 is a copy of the proposed Intergovernmental Agreement.
Recommended Action: Approve the proposed Intergovernmental Agreement for Maintenance and Improvement of Roadways.
A. An Ordinance Amending Section 40-2-1200 Of Chapter 40, “Traffic” Of The City Code Of Lake Forest, 1971, Revising Schedule II – Stop Signs - Old Elm Road At Green Bay Road (First Reading
and Final Approval)
Upon approval of the Intergovernmental Agreement, staff recommends the approval of an ordinance amending Chapter 40 of the City Code to allow for the installation of stop signs at Old
Elm and Green Bay Roads, as proposed in the agreement. A copy of the ordinance is attached on page 83.
Recommended Action: Waive first reading and grant final approval of an ordinance amending Chapter 40 “Traffic” of the City Code , revising Schedule II, to allow for the installation
of stop signs at Old Elm and Green Bay Road.
