1. Consideration of a Recommendation from the Historic Preservation Commission to designate the property at 1203 Griffith Road as a Local Historic Landmark and amend the Historic Preservation

In September, the Historic Preservation Commission held a public hearing on a request for designation of a Local Historic Landmark for the property at 1203 Griffith Road. Recognizing
that their residence is a Sears Honor Bilt home constructed in 1918, the Tacetta’s requested local designation to ensure its preservation.
Sears homes, such as this one, were ordered through a catalogue, all of the materials shipped to the owner, and the home was constructed by the owner. Although not a rarity in other
parts of the State, catalogue homes were not the norm in Lake Forest, which is known for its high level of architectural integrity and homes designed by well known architects of the
day.
The homes in this part of the City are typically smaller homes constructed in the 1910s and 1920s presumably by employees of the neighboring estates. The Rose Terrace subdivision was
platted of similar sized lots along tree-lined streets. Although this is typical of the time period, this is one of the earlier subdivisions with this type of uniformity on the east
side of Lake Forest.
The Historic Preservation Commission voted unanimously to recommend approval of 1203 Griffith Road as a Local Historic Landmark. The ordinance amending the Historic Preservation Ordinance
designating this property as a Local Historic Landmark, along with background information on the property, is included in the packet beginning on page 8.
Recommended Action: Waive first reading and grant final approval of an Ordinance amending the Historic Preservation Ordinance and Chapter 51 of the City Code to designate 1203 Griffith
Road as a Local Historic Landmark.
Consideration of an Ordinance Amending Schedule II (Stop Signs), Chapter 40, of the City Code of Lake Forest, 1971, as Amended (1st Reading and Final Approval). Creating Multi-way Stops
at Lawrence Avenue at Sir William Lane, and Timber Lane at Greenwood Avenue. 8:00 p.m.

The Traffic Safety Coordinating Committee (TSCC) is recommending installing stop signs to create two all-stop intersections adjacent to the Everett and Cherokee K-4th grade schools.
The first recommendation is to install stop signs on east and west bound Lawrence Avenue at Sir William Lane. This intersection is currently a one-way stop for Sir William Lane.
The second recommendation is to install stop signs on north and south bound Timber and west bound Greenwood, this would create a new three-way all-stop intersection, it is currently
uncontrolled.
The TSCC reviewed both of these intersections and found that they both meet the warrants provided for in the Manual on Uniform Traffic Control Devices for multi-way stops. The intersections
have very similar characteristics, mainly; 1) both are adjacent to K-4 elementary schools and have a high amount of school-age pedestrian traffic and vehicle conflict, 2) both see high
peak-time traffic resulting from parents picking up students, buses, and employee traffic, and 3) both have sight line problems with Timber rising from the south and curving from the
north, and Lawrence curving from both east and west. Therefore, both intersections meet the multi-way stop warrants for pedestrian/vehicle conflict and operational characteristics (sight
lines).
TSCC members observed both intersections during school hours and have spoken with the Principals at both schools and numerous parents and children on-site. The Principals both noted
increased enrollments of several hundred students in supporting the stop signs. In conjunction with the stop signs, the TSCC requested zebra striping for both crosswalks and some weed
trimming at Greenwood and Timber. The TSCC will review other school intersections to ensure consistency in signage and other traffic controls. The ordinance and location aerials are
provided beginning on page 14.
Recommended action: Waive first reading of the ordinance and grant final approval to an ordinance amending Schedule II of Chapter 40 allowing for the installation of Stop Signs on Lawrence
Avenue, Timber Lane, and Greenwood Avenue.
NEW BUSINESS
Award of Bid to Refurbish Aerial 231, a 1991 Pierce Fire Truck 8:15 p.m.

In 1991 Lake Forest purchased aerial 231, a 100 foot ladder/platform truck from Pierce Manufacturing of Appleton, Wis. At that time the vehicle cost $490,000, today it would cost approximately
$650,000. Two engines, #214 and #215, and a manpower squad were also purchased at the same time as aerial 231, for a grand total of approximately one million dollars. In FY00 we refurbished
the two engines for $30,000. Both of the engines were refurbished at about the half-way point of their service lives.
Aerial 231 is eleven years old and it is time for it to be refurbished to maintain the quality and reliability of the vehicle. The refurbishing includes some emergency lighting up grades,
power washing, descaling and applying epoxy to the underside of the chassis, up-grading the rear view mirrors, reconfiguring the attack hose bed to allow for better hose removal, touch
up paint work on the body and ladder, front leaf spring work and various small maintenance items that need to be addressed while it is in the shop.
On August 29th the department advertised for public bid and sent bid packages to two companies, Pierce Manufacturing and Wirfs Industries. Pierce is the original manufacturer of 231
and Wirfs is the northern Illinois service rep for Pierce. Wirfs did the refurbishment work on 214 and 215.
A bid opening took place on October 3, 2002 with two bids received. Wirfs bid was $32,000 and Pierces bid was $23,742. Pierce’s bid also included a 3% discount for payment received
within 15 days of delivery, amounting to an additional $712 savings. The City has budgeted $35,000 for this work.
Recommended Action: Award the bid to refurbish aerial 231 to Pierce Manufacturing based on their low bid of $23,742.
