Gardner, Jr., former member and Chairman of the Zoning Board of Appeals, passed away on Tuesday, September 12, 2000. A copy of a resolution of sympathy to be presented to his family is attached in the packet on page 4. Recommended Action: Adopt the resolution as presented. B. Appointment to the Plan Commission Mayor Kerr will recommend with Council consent William Avery to fill the present vacancy on the Plan Commission. Mr. Avery, Chairman of the Zoning Board, will serve as liaison between the two Boards. 2. Comments by City Manager A. Report on Historical Society Polo Match by Georgia West 3. Comments by Council Members OPPORTUNITY FOR PUBLIC TO ADDRESS THE CITY COUNCIL CONSENT AGENDA 1. Approval of Minutes from the September 21, 2000 Meeting A copy is attached beginning on page 5. Recommended Action: Approval of the Consent Agenda items as presented ORDINANCES 1. Consideration of an Ordinance Amending Schedule III (Yield Signs), Chapter 40, “Traffic”, of the City Code of Lake Forest, 1971, as Amended (First Reading and Final Approval) PRESENTED BY ASSISTANT TO THE CITY MANAGER CHRIS MARTIN (615-4281) Staff was contacted by Tim Christie, 100 Field Drive, requesting the installation of a stop sign on Tallgrass Lane at Conway Farms Drive. This request was reviewed by the Traffic Safety Coordinating Committee (TSCC) to ascertain whether the warrant criteria contained in the Manual on Uniform Traffic Control Devices (MUTCD) were met. Based upon this review the Committee and City Manager found that the warrant criteria were not met for the installation of a stop sign. However, the Committee and the City Manager agreed that a yield sign should be installed on the westbound lane of Tallgrass Lane at the intersection with Conway Farms Drive due to the rather unique configuration of the intersection. An ordinance, location map, correspondence, and TSCC report are provided beginning on page 8. Recommended Action: Waive first reading and grant final approval to an ordinance amending Schedule III of Chapter 40 “Traffic”, of the City Code allowing for the installation of a yield sign on Tallgrass Lane at Conway Farms Drive. NEW BUSINESS 1. Award of Contract to Gewalt Hamilton Associates, Inc. for a Citywide Traffic Study PRESENTED BY ASSISTANT TO THE CITY MANAGER CHRIS MARTIN (615-4281) On February 17, 2000 the City Council appointed the Transportation Committee. The principal charge of the Committee is to develop a “comprehensive study of the transportation needs of the citizens of the City now and over the next 10 to 25 years.” To this end, the Committee has spent the last several months investigating and examining the various public transit options available to Lake Forest. The Committee will now embark on a comprehensive review of vehicular traffic in Lake Forest. The Committee and City Engineer have met with Gewalt Hamilton Associates, a traffic engineering firm, to outline a citywide traffic study that will: 1) incorporate data currently on-hand such as the CBD and Route 60 studies, and 2) provide comprehensive supplemental data, including traffic volume analysis at 50 locations and 18 intersections. This data, along with public input gathered at a Town Meeting on October 24th, will allow the Committee to formulate educated recommendations pertaining to city-wide traffic issues and specific traffic problems. The data gathered will also have ancillary benifits as it will be shared with other City departments such as Community Development, Engineering, Geographical Information Systems (GIS), and others. The Committee unanimously recommended at its meeting on September 26th that the City Council authorize an award of contract to Gewalt Hamilton Associates to complete a citywide traffic study as outlined in their memo dated 8/21/00 and 9/26/200. Additional traffic studies may be necessary depending on comments received at the Town Meeting. Any additional study phases will be brought before the Council. It is the intention of the Committee to complete the City of Lake Forest Transportation Plan by the spring of 2001. Recommended Action: Award of Contract to Gewalt Hamilton Associates, Inc. for a Citywide Traffic Study, in the amount not to exceed $32,000. 2. Discussion on Broadcasting City Board and Commission Meetings PRESENTED BY ALDERMAN MARY ANN PEKAREK APPROVAL OF AUTHORIZED INVOICES AND PAYROLLS During the month of September, the following amounts were disbursed from the Cashier’s Account: GENERAL FUND, IMRF, & CAPITAL IMPROVE.
