APPROVAL OF MINUTES
Recommended Action: Approval of the minutes of the April 5,1999 Council meeting attached beginning on page 3.
ORDINANCES
1. Consideration of a Report and Recommendation from the Zoning Board of Appeals Regarding a Request for a Variation from Lot-in-Depth Setbacks for Property Located at 1363 N. Elm Tree
Road. (Chaney Variation) (First Reading and Final Approval)

On October 26, 1998 the Zoning Board of Appeals held a public hearing to consider a request for a variance from the required lot-in-depth setbacks to allow the construction of a garage.
A setback variance for a garage, at another location on this property, was previously granted by the City Council on May 4, 1998. The previously approved garage was never constructed.
Since that approval, the ownership of the property has changed.
After carefully considering the site, the new property owners determined that locating the garage at the east end of the property, rather than on the west side of the coach house, preserved
a number of mature trees on the site and would better relate to the historic coach house. The garage currently proposed is smaller than the previous garage approved by the City Council.
In the case of both the previously approved garage and the current proposal, the garages encroach into the setback area to within a few feet of the property line.
The Zoning Board of Appeals and the Building Review Board commended the revised plan as a better solution to the dilemma of how to provide a garage on this very restricted site. The
Zoning Board of Appeals unanimously recommended approval of the variance subject to conditions to provide for landscape screening along the property lines as appropriate. The Board
recommended that if the City Council approves the requested variance, the ordinance granting the previous variance for a garage at the west edge of the property be repealed.
The Zoning Board voted 6-0 to recommend approval of the requested variance to the City Council.

Recommended Action: Waive first reading and grant final approval of an ordinance for a variance from lot-in-depth setbacks to allow the construction of a garage at 1363 N. Elm Tree
Road.
NEW BUSINESS
1. Consideration of Motion to Approve Cemetery Subdivision Plat
PRESENTED BY ROBERT SHAFFER, DIRECTOR OF FINANCE (615-4222)
The Cemetery Commission periodically opens additional grave space to sell as the inventory of certain types of gravesites become limited. The Cemetery Commission in July of 1998 determined
the need for additional gravesites in the “monument allowed” sections of the Cemetery. Therefore, the Commission contracted with an Engineer to survey, subdivide and plat the final
area available for grave space in Section F of the Cemetery.
This area abuts the new columbarium/memorial garden project which will add to the marketability of these premium gravesites. The subdivision will add Block 4, 5 and 6 to Section F and
provide an additional 90 gravesites to the Cemetery inventory.
The Cemetery Commission reviewed the final plat of subdivision at their meeting on March 23 and recommends that the City Council give final approval to the plat of subdivision so it
can be recorded at Lake County. A map of the Lake Forest Cemetery and the Plat of Subdivision are attached beginning on page 31 for your review.
Recommended Action: Approve plat of subdivision.
