ORDINANCES
1. Consideration of an Ordinance Amending Chapter 23, "Licenses and Miscellaneous Permits," of the City Code of the City of Lake Forest, 1971, as Amended to Allow for Mobile Auto Service

Earlier this year, the City received an inquiry from Mr. William Seitz, of the Standard of Lake Forest, regarding the possible operation of a mobile auto service business within the
City of Lake Forest. The business would provide a convenience to customers by offering on-site basic vehicle services such as oil changes, lubes, and headlight and wiper blade replacements.
The vehicles would be serviced inside a state of the art mobile trailer designed expressly for this purpose. For instance, the owner of a mobile auto service business might obtain
permission from a particular business in Conway Park to operate in the parking lot on a specific day. Employees of that business could be notified of the availability of the service
and may choose to take advantage of the convenience.
Community Development staff and the City Attorney considered various options for providing for the operation of a mobile auto service business. It was determined that rather than attempting
to address this use through the Zoning Code, which proved to be difficult due to the mobile nature of the use, a Code provision for licensing such businesses was more appropriate. The
proposed Ordinance provides for the licensing of mobile auto services under certain conditions and establishes parameters for business operations. In summary, the proposed Ordinance
limits mobile auto services to the office zoning districts and requires that the services be conducted within the specially designed trailer on private property. Operation in public
parking lots or on public rights-of-way would not be permitted. The hours of operation and the types of services that could be provided in this manner are limited by the Ordinance,
and the mobile service must be a satellite of an already established garage business located and operating within the City.
A copy of the Ordinance is attached beginning on page 10.
Recommended Action: Grant first reading and final approval of an Ordinance allowing mobile auto service operations upon the issuance of a license by the City.
