1. Consideration of a Report and Recommendation from the Zoning Board of Appeals Regarding a Request for a Special Use Permit for Building Expansion and Site Alterations at Everett Elementary
School at 1111 Everett School Road (First Reading and Final Approval)

On December 21, 1998 the Zoning Board of Appeals held a public hearing to consider a request for a Special Use Permit to allow for expansion of the school building and site alterations
at Everett Elementary School. A building addition to the east side of the school is proposed and has been approved by the Building Review Board. The proposed addition will bridge the
existing gap between the north and south building wings creating a courtyard.
To increase safety on the site and to help alleviate congestion, a bus pull out lane is proposed on the east side of the school, off of Telegraph Road. The lane, as proposed, will allow
up to six buses to stack in the lane thereby avoiding buses stopping and standing on Telegraph Road. The configuration of the bus pull out lane has been reviewed and approved by the
City Engineer and by Public Safety and achieves the District's overall goal of separating bus and car traffic at the schools.
After discussion, the Zoning Board of Appeals voted unanimously to approve the Special Use Permit subject to conditions. No public testimony on the petition was presented to the Board.
The Board’s report is attached beginning on page 14.
The ordinance with findings and conditions is attached beginning on page 10.
Recommended Action: Waive first reading and grant final approval of an ordinance granting a Special Use Permit to allow expansion and site alterations at Everett Elementary School.

Zoning Board of Appeals Regarding a Request for a Special
Use Permit for Building Expansion and Site Alterations at the
Deerpath Campus at 155 W. Deerpath Road (First Reading and
Final Approval)

On December 21, 1998 the Zoning Board of Appeals held a public hearing to consider a request for a Special Use Permit to allow for expansion of the school building and site alterations
at the Deerpath Campus. Three building additions are proposed for the south side of the existing school building. The south side additions have all been approved by the Building Review
Board. A fourth addition is proposed on the north side of the building. Building Review Board consideration of the north side addition is continuing to ensure that the new structure
fits into the prominent Deerpath location appropriately.
As part of the site reconfiguration, the second phase of a master plan for traffic circulation improvements along Deerpath are planned. The driveway in front of the school will be extended
to the east to intersect with Hastings Road. The existing easternmost exit from the school driveway on to Deerpath will be eliminated. These changes are consistent with a traffic study
jointly commissioned by the City and the School District several years ago. The City completed the first phase of the project with the installation of the traffic signal at Golf Lane.
A future traffic signal at the Deerpath and Hastings Road intersection is also part of this project and City funds have been budgeted this year for preliminary engineering.

NEW BUSINESS 8:25 p.m.
1. Consideration of an Appeal of a Decision of the Historic Preservation Commission Regarding a Proposal for a New Single Family Residence Located at 580 Woodland Road within the Historic
District. Appeal filed by Laura Vanderaa Luce.

On December 16, 1998, the Historic Preservation Commission conducted a public hearing on a petition for a new single family residence on recently subdivided property located at 580 Woodland
Road. On behalf of the property owner, Liz Moffit, Richard Swanson, architect, presented plans for the new residence to the Commission. The Commission heard public testimony from four
members of the audience. During discussion of the petition, the Commission noted that based strictly on the size of the parcel, a significantly larger home than that proposed could
be constructed on the site. In addition, the Commission discussed the need for landscaping, a reduction in the amount of paving on the site, tree preservation and modifications to the
exterior building materials.
After discussion, the Commission voted unanimously to recommend approval of the petition subject to several conditions to address the issues identified by the Commission, staff and members
of the public. The conditions are detailed in the Council packet on page 48.
On December 31, 1998, an appeal of the Commission's decision was submitted to the Community Development Department. The appeal was filed by Laura Vanderaa Luce, the owner and resident
of property located across the ravine from the Moffit property. The letter of appeal and attachments submitted by Ms. Luce are included in the Council packet beginning on page 51.
Recommended Action: Uphold the decision of the Historic Preservation Commission to approve the proposal for a new single family residence at 580 Woodland Road subject to the conditions
as put forth by the Historic Preservation Commission.
