Comments by Mayor A) Proclamation of June 1997 as “Friends of Gorton” month Mayor Waud will proclaim June 1997 as “Friends of Gorton” month. Attached as page 8 is a copy of the proclamation recognizing the Friends of Gorton as being responsible for raising one-third of the community center’s operating budget including “A Small Dance for a Big Cause” as the largest single fundraiser for the center. B) Proclamation of April 20 - 26, 1997 as National Youth Recognition Week Mayor Waud will proclaim April 20 - 26 as National Youth Recognition Week. Attached on page 9 is a copy of a proclamation recognizing Lake Forest youth as an integral part of our present and future community and thanking them for their contributions. C) Resolutions of Appreciation for Russel Sprague and Russell Robinson On February 28, 1997, Russel Sprague retired from the Sanitation Section. He served over 35 years performing this service for Lake Forest residents, a truly remarkable feat in a physically demanding position. Russell Robinson will be retiring on May 1, 1997, from our Water and Sewer Section where he has also served for over 35 years. With these two retirements, the City is loosing over 70 years of service and expertise. We wish both Russes the very best in their retirements. ORDINANCES 1. Consideration of a Report and Recommendation from 8:20 p.m. the Plan Commission Regarding a Two-Lot Subdivision of Property Located at 1015 Arcady Drive (Neri Azzurri) (Tentative and Final Approval) PRESENTED BY DIR. OF COMMUNITY DEVELOPMENT CHUCK CROOK (615-4208) Mr. Guido Neri, architect representing the petitioner, The Northern Trust Company (Trustee of The Elizabeth Teter Lunn Trust), appeared before the Plan Commission at its regular meeting on March 12, 1997, to request tentative and final approval of a 2-lot subdivision of property located at 1015 Arcady Drive. The Plan Commission reviewed the matter and voted unanimously to recommend tentative and final approval of the subdivision, subject to certain conditions which are outlined in the hearing report attached. Attached beginning on page 17 is the report and recommendation from the Plan Commission. Recommended Action: Grant tentative and final approval to the 2-lot subdivision. 2. Consideration of a Report and Recommendation from 8:45 p.m. the Zoning Board of Appeals Regarding a Request for a Variation for Addition of Living Space and Carport for Property Located at 255 N. Washington Road (McMurrin Variation) (First Reading and Final Approval) PRESENTED BY DIR. OF COMMUNITY DEVELOPMENT CHUCK CROOK (615-4208) Mrs. Eleanor McMurrin, owner, and Sheldon Hill, her architect, appeared before the Zoning Board of Appeals at its regular meeting on March 24, 1997, to request approval of a variation from setback requirements to allow the construction of an addition to the existing house which would include a family room and carport for property located at 255 N. Washington Road. Testimony indicated that the proposed additions would not adversely impact the neighborhood and the essential character of the area would be similar to the housing to the north. The Zoning Board of Appeals reviewed the matter and based on the testimony presented, voted unanimously to recommend approval of the variation. Attached beginning on page 27 is the report and recommendation from the Zoning Board of Appeals. Recommended Action: Grant first reading and final approval to the requested variation. 3) Change in Liquor License for Violina Restaurant The City has received a request from Mr. Joseph Trygar, proprietor of the Violina restaurant at 272 E. Deerpath. Mr. Trygar presently has a B1 liquor license which allows the serving of beer and wine. He would like a Class D1 license which would also allow the sale of mixed drinks. The ordinance attached as page 39 is required because the current Class B1 license must be eliminated and the Class D1 license must be created. Recommended Action: Waive first reading of the ordinance and grant final approval to an ordinance eliminating a Class B1 license and creating another Class D1 license. UNFINISHED BUSINESS NEW BUSINESS 1. Award of Contract for the 1997 Pavement Resurfacing Program 9:00 p.m. PRESENTED BY CITY ENGINEER KENNETH MAGNUS (615-4329) On March 18, 1997, bids were received and opened on the 1997 Pavement Resurfacing Program. A summary of the bids is as follows (see Bid Tab attached beginning as page 41). Contractor Amount of Bid 1. Skokie Valley Asphalt Grayslake, Illinois $763,903.15 2. Peter Baker & Son, Company Lake Bluff, Illinois $777,671.24 3. Curran Contracting Crystal Lake, Illinois $875,000.41 4. Johnson Paving Co. Arlington Heights, Illinois $969,695.94 The low bidder, Skokie Valley Asphalt, has experience working in Lake Forest, where their work has been acceptable. This bid is under the Engineer’s Estimated amount of $885,000.00. Recommended Action: Award the Contract for the 1997 Street Resurfacing Program to Skokie Valley Asphalt Company in the amount of $763,903.15. 2. Award of Contract for 1997 Asphalt Pavement Sealing Program 9:15 p.m. PRESENTED BY CITY ENGINEER KENNETH MAGNUS (615-4329) Beginning in 1993, The City of Lake Forest began a program which involves undertaking preventative maintenance measures on the pavement of City streets. This program involves applying asphalt sealer to the streets that were resurfaced one (1) to two (2) years prior to the proposed sealant application. This program was undertaken in order to inhibit the aging process of the pavement, while lengthening the serviceability. The following is a list of streets that are scheduled to be sealed this year: 1. Holland Court 2. Ahwahnee Ln. 3. Ahwahnee Rd. 4. Onwentsia Rd. - Ahwahnee Road to Green Bay Rd. 5. Laurel Ave. - Green Bay Rd. to west end 6. King Muir Rd. - south of Deerpath 7. High Holborn 8. Sussex Ln. 9. Warwick Rd. 10. Mellody Rd. - Kennington Terr. to Waukegan Rd. 11. Edgecote Ln. 12. Suffolk Ln. 13. Tisbury Ln. 14. Wallace Rd. 15. Reilly Ln. 16. Holden Ct. 17. Tanglewood Ct. 18. Oak Knoll Dr. - Bowling Green to north end of new pavement 19. Conway Rd. - Foxtrail Ct. to Stablewood Ln. 20. Westleigh Rd. - Ridge Rd. to Waukegan Rd. 21. Ridge Rd. - Westleigh Rd. to Jacqulyn Ln. 22. Ringwood Rd. The contractor proposing to undertake this work is Boecker Road Maintenance (Naperville, Illinois), who is the contractor that undertook this work in 1993, 1994, 1995 and 1996. This is a unique process that has been used successfully by several municipalities throughout DuPage County, and is beginning to gain popularity in Lake County (County of Lake, Lake Zurich). Boecker Road Maintenance has submitted a proposal to undertake this work at a price of $0.42 per square yard. This cost is a decrease of $0.03 per square yard from last year’s cost, because of the greater number of streets to be sealed this year. This would result in a contract price of $39,879.84 to seal the proposed seven and a half (7.5) miles of streets which is under Engineer’s estimated amount of $40,000. If awarded, the work would be undertaken during the second week in August. Recommended Action: Award the contract for the 1997 Asphalt Rejuvenating Treatment Program to Boecker Road Maintenance in the amount of $39,879.84. 3. Award of Contract for the Sheridan Road Watermain 9:30 p.m. Replacement Project PRESENTED BY CITY ENGINEER KENNETH MAGNUS (615-4329) On March 18, 1997, bids were received and opened for the Sheridan Road Watermain Replacement Project. This project involves the removal and replacement of defective watermain along Sheridan Road between Rosemary Road and Deerpath. This watermain replacement work is being undertaken prior to the resurfacing/reconstruction of Sheridan Road by the Illinois Department of Transportation (IDOT) scheduled for 1999. Eric Bolander Construction Libertyville, Illinois $251,230.00 The low bidder, DiMeo Brothers Inc., has experience working in Lake Forest on watermain installation projects where their work has been acceptable. Their low bid of $169,370.00 is $27,280.00 under the Engineer’s Estimated amount of $196,650.00. Recommended Action: Award the contract for the Sheridan Road Watermain Replacement Project to DiMeo Brothers Inc. in the amount of $169,370.00. 4. Award of Contract for the Wildwood Storm Sewer Improvement Project 9:45 p.m. PRESENTED BY CITY ENGINEER KENNETH MAGNUS (615-4329) On March 25, 1997, bids were received and opened for the Wildwood Storm Sewer Improvement Project. This project involves the removal of a collapsed 8” public storm sewer and replacement with an 18” storm sewer. Overland drainage along Wildwood Road is collected and conveyed through this storm sewer to the existing storm sewer located on Washington Road. The existing collapsed 8” storm sewer is being upgraded to an 18” storm sewer to meet the 10-year storm design standard. Their low bid of $94,239.00 is $6,302.50 under the Engineer’s Estimated amount of $100,541.50. Recommended Action: Award the contract for the Wildwood Storm Sewer Improvement Project to Lenny Hoffman Excavating in the amount of $94,239.00. 5. Award of Contract for the Waukegan Road Bikepath Resurfacing Project 10:05 p.m. PRESENTED BY CITY ENGINEER KENNETH MAGNUS (615-4329) On March 18, 1997, bids were received and opened for the Waukegan Road Bikepath Resurfacing Project. This project involves the resurfacing of 2.3 miles of existing bikepath located between Deerpath and Rockland Road ( Route 176 ). A summary of the bids is as follows ( see bid tab attached beginning as page 61). Contractor Amount of Bid 1. Chicagoland Paving Carpentersville, IL $51,276.40 2. Atlas Paving Waukegan, IL $82,226.58 3. Peter Baker & Son Co. Lake Bluff, IL $91,588.25 The low bidder, Chicagoland Paving has not recently worked in the City; however, references provided by the Wheeling Park District and the Village of Schaumburg were acceptable. Their low bid of $51,276.40 is $4,503.40 higher than the Engineer’s Estimate amount of $46,773.00. Recommended Action: It is recommended to award the contract for the Waukegan Road Bikepath Resurfacing Project to Chicagoland Paving in the amount of $51,276.40. 6. Award of Bid for the Replacement of the Public Safety Chiller 10:20 p.m. PRESENTED BY THE BUILDING MAINTENANCE SUPERVISOR DAN MARTIN (615-4217) For Fiscal Year 1998, the Building Maintenance Section is recommending that the Water Cooled Water Chiller (Air Conditioner) at the Public Safety Building be replaced. The overall condition of this 28 year old Chiller is poor. It has at least one bad compressor and one bad condenser bundle, which are major components of the system. Last February, the Building Maintenance Section hired Lehman Design Consultants Inc., a mechanical engineer, to inspect and review the existing chiller. The Consulting Engineer agreed with the Building Maintenance Supervisor’s research. Considering the age and the high cost to repair the failed components, the most prudent, long term solution would be to replace the chiller. At that time the same independent consulting engineer was retained to design a new system and prepare bid documents. These bid documents consist of two options for the replacement of the chiller, which include: a water cooled unit to match the existing chiller; and an air cooled package that would be located outside. Recommended Action: Due to the warm weather coming soon and the 6 week lead time for a new unit, staff is requesting that the bidding process be waived. Proposals will be received on Tuesday, April 15, 10:00 A.M., and staff will present a recommendation at the April 17 Council Meeting.
