Introduction of Student Alderman for a Day Mayor Waud will introduce Chris Koralik as Alderman for a Day. A student at Lake Forest County Day School, Chris will tour City facilities, receive an aldermanic information packet, and assume his honorary appointment at the May 15 Council meeting. B. Reappointment to Cable Commission Mayor Waud will announce the reappointment of Kristie Finley of the Second Ward to the Cable Commission. C. Presentation by Lake Forest Garden Club A presentation will be made by the Lake Forest Garden Club and landscape architect Rodney Robinson on a new landscape plan for Market Square. 2. Comments by Council Members PUBLIC COMMENTS ON NON-AGENDA ITEMS APPROVAL OF MINUTES Recommended Action: Approval of the minutes of the May 5, 1997 Council meeting attached beginning on page 6. ORDINANCES 1. Consideration of a Report and Recommendation from the Zoning Board of Appeals Regarding a Request for a Front Yard Setback Variation for Property Located at 901 Summit Avenue (Athenson Variation) (First Reading and Final Approval) PRESENTED BY DIR. OF COMMUNITY DEVELOPMENT CHUCK CROOK (615-4208) The Athenson’s architect Mr. John Krasnodebski appeared and explained to the Board the Athenson’s proposed work on the site which included the addition to the back of the property which is in full compliance with the Zoning Code. In addition, the plan calls for the restoration of the front facade of the house, as well as two small bump outs on the south side of the house which would encroach into the side yard setback. The porch work on the front would encroach into the front yard setback. At the conclusion of Mr. Krasnodebski’s presentation, Mrs. Athenson spoke briefly explaining their needs. In addition Mr. and Mrs. Affourtit, 895 Summit, neighbors immediately to the south, spoke in favor of the request. The Zoning Board of Appeals reviewed the matter and based on the testimony presented, voted unanimously to recommend approval of the variation. Attached beginning on page 14 is the report and recommendation from the Zoning Board of Appeals. Recommended Action: Grant first reading and final approval to an ordinance granting requested variation. UNFINISHED BUSINESS NEW BUSINESS 1. Award of Contract for the Hickory Court Pedestrian Bridge Replacement Project PRESENTED BY CITY ENGINEER KEN MAGNUS (615-4329) On April 22, 1997 bids were received and opened for the Hickory Court Pedestrian Bridge Replacement Project. Hickory Court is a City owned right-of-way located across the Skokie River between Westleigh Road and Old Elm Road (see map attached as page 26). The existing wood pedestrian bridge has several safety deficiencies which includes a narrow deck which is undulated instead of level, approaches which have severe elevation changes, and piers that support the bridge which are exhibiting scour due to flows in the river. The existing bridge would be replaced with a “Continental” style bridge similar to the pedestrian bridge located across the Skokie River at Laurel Avenue. Maneval Construction $60,590 Grayslake, Illinois The low bid of $38,500 is $23,700 under the Engineer’s Estimated amount of $62,200. The bid from Kabayama Construction is actually less than the cost of the aforementioned Laurel Avenue pedestrian bridge that was constructed in 1986. References on the low bidder, which included the Village of Wilmette, Village of Lamont, Village of Downer’s Grove and School District 62 in Des Plaines, were contacted and they all were very positive. Recommended Action: It is recommended to award the contract for the Hickory Court Pedestrian Bridge Replacement Project to Kabayama Construction in the amount of $38,500 2. Award of Contract for Engineering Services to Perform an Inflow/Infiltration Study Last year The City of Lake Forest was contacted by the North Shore Sanitary District (NSSD) regarding the increasing number of overflows of sanitary sewerage into Lake Michigan occurring at the NSSD Pump Station (PS-7) located at the south end of Forest Park Beach. Although some of these overflows can be attributed to mechanical/electrical failures at the pump station the majority are caused by the high amount of flow coming from the City-owned sanitary sewer system during intense rainfalls. Besides being a public health and safety issue, the Illinois Environmental Protection Agency (IEPA) is pressuring the NSSD as well as The City of Lake Forest to rectify this problem. The NSSD has made efforts to rectify this problem by upgrading the operations and pumping capacity of the station. The pumping capacity of the station was increased to 16.6 MGD (million gallons per day). However, this pumping capacity still can not accommodate the flows from the City-owned sanitary sewer system during intense rainfall events (wet weather flow), such as the most recent event on February 21, 1997. The NSSD has contacted The City of Lake Forest in regard to doing its part to rectify this problem. This would involve reducing the amount of stormwater entering the sanitary sewer system through inflow (direct connections from storm sewers, drainage structures, downspouts, sump pumps, etc.) and infiltration (deficiencies in the sanitary sewer system i.e., defective sewer pipes and joints, manholes, etc.). These sources of inflow/infiltration into the sanitary sewer system need to be identified and then corrected. Techniques to locate inflow/infiltration include the following: 1. Manhole Inspection 2. Smoke Testing 3. Wet Weather and Dry Weather Flow Monitoring 4. Private Sector Source Detection 5. Injection Dyed Water Flooding 6. TV Inspection The Public Works Department has already undertaken a Private Sector Source Detection Program in this area and will have the capabilities for TV inspection this year, which is best used to detect sources of infiltration. The best source to detect inflow would be manhole inspections and smoke testing. City staff has interviewed several engineering firms in regard to undertaking the manhole inspections and smoke-testing of the entire sanitary sewer system tributary to pump station PS-7 (over 20 miles). (See map attached as page 28). Based on qualifications, City staff is recommending that The City of Lake Forest enter into an agreement with the RJN Group, Inc. The RJN Group, Inc., is an engineering firm based in Wheaton, Illinois that has performed over 500 sewer system evaluations nationwide, including over 200 in northern Illinois. City staff has defined the scope of services, which include smoke testing, manhole inspections and a report of the findings, and negotiated a maximum not-to-exceed amount of $66,200 for the services. If awarded, the RJN Group, Inc., is ready to begin this work in June and have it completed in September. Between City staff and the work of the engineering firm we believe we can identify enough major inflow/infiltration sources that a rehabilitation program can be compiled which can reduce the wet weather sanitary sewer flows to below the pumping capacity of pump station PS-7. Recommended Action: It is recommended to award a contract for the not-to-exceed amount of $66,200 to the RJN Group, Inc. to perform an inflow/infiltration study on approximately 20 miles of sanitary sewer. 3. Authorization to participate in The State of Illinois Joint Purchasing Agreement for Rock Salt for the 1997-98 Winter PRESENTED BY STREET SUPERVISOR MICHAEL SILVESTRI (615-4230) The State of Illinois requires government agencies desiring to participate in this year’s rock salt bid to complete a Joint Purchasing Requisition by May 30, 1997. This informs the State of our anticipated needs (2,000 tons) and that funding is available for this purchase ($65,000 is budgeted for FY98). Once tabulations are made, the Sate accepts competitive bids from qualified vendors. In August or September, bids will be awarded and government agencies will be informed of the successful vendor, price per ton, and the distribution point for road salt. Because of the large volume of salt bid by the State, all participating agencies are assumed the best possible pricing. The cost for road salt the past three (3) fiscal years were: FY95 $26.26 Per Ton FY96 $27.04 Per Ton FY97 $27.55 Per Ton Morton International was contacted to give a quote (outside of the State bid) on road salt for the winter of 1997-98. Their quote was $29.55 for 2,000 tons. Recommended Action: It is recommended that the City enter into The State of Illinois Joint Purchasing Agreement for road salt for the 1997-98 season.
