Recommended Action: Approval of the minutes of the June 2, 1997 Council meeting attached beginning on page 54.
ORDINANCES
1. Vacation of Drainage Easement - Academy Woods

The owners of Lot 28 in Academy Woods Subdivision built a patio that encroached into a five foot drainage easement that was located along the rear of their property. Normally easements
of this type are for transverse drainage from upland sources, however in this case the five foot easement was for additional maintenance access to a pond located in a common area west
of Academy Woods Drive and south of Princeton Court. This loss in maintenance access was mitigated by making a slight reconfiguration in the shape of the pond. Therefore, their is
no need for this drainage easement at this location.
Recommended Action: It is recommended that the five foot drainage easement located in the rear of Lot 28 in the Academy Woods Subdivision be vacated.
2. Consideration of a Report and Recommendation from the Zoning Board of Appeals Regarding a Request for a Side Yard Setback Variation for Property Located at 661 Greenview Place (Skaleski
Variation) (First Reading and Final Approval)

Mr. Skaleski appeared before the Zoning Board of Appeals at its regular meeting on May 29, 1997, to request approval of a variation from side yard setback requirements to construct a
replacement garage located at 661 Greenview Place.
The Zoning Board of Appeals reviewed the matter and based on the testimony presented, voted unanimously to recommend approval of the variation.
Recommended Action: Grant first reading and final approval to an ordinance granting requested variation.
3. Consideration of a Report and Recommendation from the Zoning Board of Appeals Regarding a Request for a Side Yard Setback Variation for Property Located at 255 Maple Court (Blumenstein
Variation) (First Reading and Final Approval)

Mr. Douglass, the architect for the project appeared before the Zoning Board of Appeals at its regular meeting on May 29, 1997, to request approval of a variation from setback requirements
to allow for a family room addition for property located at 255 Maple Court.
The Zoning Board of Appeals reviewed the matter and based on the testimony presented, voted unanimously to recommend approval of the variation.
Recommended Action: Grant first reading and final approval to an ordinance granting the requested variation.
4. Consideration of a Report and Recommendation from the Zoning Board of Appeals Regarding a Request for a Side Yard and Front Yard Setback Variations for Property Located at 577 E.
Spruce Avenue (Shea Variation) (First Reading and Final Approval)

Mr. Douglass, the architect for the project appeared before the Zoning Board of Appeals at its regular meeting on May 29, 1997, to request approval of a variation from side yard and
front yard setback requirements to allow for an addition that would include a porch, breakfast room, family room, study and master bedroom for property located at 577 E. Spruce Avenue.
The Zoning Board of Appeals reviewed the matter and based on the testimony presented, voted unanimously to recommend approval of the variation.
Recommended Action: Grant first reading and final approval to an ordinance granting the requested variation.

NEW BUSINESS
1. Consideration of Appeal from Dr. James A. Threatte Regarding the Vacation of Melody Road
At its June 2, 1997 meeting, the City Council approved an ordinance permitting the vacation of Melody Road if the adjoining property owners placed a conservation easement on said property
and could not use the property in any future bulk or building calculations. The City Council’s action reversed an ordinance approved in June, 1994 that would also have allowed adjoining
properties to purchase the property for $45,000 if they desired to include the right-of-way property in any future bulk calculations in addition to the conservation easement option.
At the June 2 meeting, the City Council felt that it was inappropriate for the City to encourage the construction of a larger and potentially more out-of-scale home in this area, as
the proposed home is approximately 20 to 40% greater than the homes currently in the Dieu Foret Subdivision. (See survey established on page 101).
Dr. James Threatte, 443 S. Douglas Drive, purchased the property in October, 1994 and has designed a home accounting for the permitted allowable bulk from the Melody Road vacation in
accordance with the June, 1998 ordinance. The proposed residence currently on file with the Building Department is 11,066 square feet, which is slightly more than 1,000 square feet
than the allowable bulk of the adjacent lot 8 (10,024 square feet).
Dr. Threatte is requesting the City Council to reconsider their June 2 decision and allow him the opportunity to construct the home currently on file with the Building Department.
2. Consideration for Approval of Agreements with the County of Lake for the Enforcement of the County’s Use Ordinance and the Maintenance of the Skokie Valley Bikeway

PUBLIC WORKS KEN LEONE (615-4300)
In 1994 the Lake County Division of Transportation and The City of Lake Forest received a grant from the Illinois Department of Conservation (now the Department of Natural Resources)
for the construction of a new bicycle path. The bikeway is to be constructed in the Commonwealth Edison right-of-way adjacent to Route 41. This corridor was formerly the site of the
Chicago, North Shore and Milwaukee Railroad’s Skokie Valley Line.
The first phase of construction runs between Old Elm Road and the Laurel Avenue right-of-way at the northern boundary of Deer Path Golf Course. In the second phase of the project,
the trail will continue south from Old Elm Road to West Park Avenue in Highland Park, where it will connect with an existing bike path that goes to Lake Cook Road. Third phase construction
will run north from Laurel Avenue to Route 176 in Lake Bluff, to connect with the County’s North Shore Path (one branch goes north to Winthrop Harbor, the other runs west to Mundelein).
The bid opening for the 3.4 mile section of trail in Lake Forest is scheduled for July 23. Construction will be completed this fall. Funding for the trail will be provided by the
County Division of Transportation and the Illinois Department of Natural Resources.
The City is responsible for the construction of 2 short connecting trails. One is on the Laurel Avenue right-of-way. The other is on the vacant lot on the southwest corner of Ahwahnee
Lane and Deerpath. We intend to negotiate a contract with the same contractor chosen by the County. By tying in to the larger project, we hope to obtain the same unit prices the County
will pay. Working with a single contractor will also make it possible to complete the entire improvement this calendar year.
Attached beginning on page 102 are the agreements with the County on enforcement and maintenance of the Skokie Valley Bikeway and a map showing the location of the new trail. The enforcement
agreement allows the Lake Forest Police Department to enforce use restrictions on the trail. The maintenance agreement transfers maintenance responsibility for the completed trail from
the County to the City, as approved by City Council in 1994 at the time the original grant application was approved.
Recommended Action: Approval of agreements with the County of Lake for the enforcement of the County’s Use Ordinance and Maintenance of the Skokie Valley Bikeway.
