Comments by Mayor a) Introduction of Representatives from L.E.A.D. Mayor Waud will introduce representatives from L.E.A.D. of Lake Bluff/Lake Forest who will make a presentation on their efforts to raise community awareness and fund programs to educate youth to “say no to drugs.” b) Proclamation of Red Ribbon Week The Mayor will proclaim October 21-27, 1996 as “Red Ribbon Drug Awareness Week.” This is a national celebration and awareness raising campaign for legal and responsible use of alcohol and drugs. Recommended Action: Approval of the Red Ribbon Week proclamation attached as page ___. c) Introduction of Harlan Dam, ComEd Director of Public Affairs Under the franchise ordinance, ComEd is required to report on current and future activities to be undertaken by ComEd in Lake Forest and to answer questions the Council may have regarding their performance under the ordinance. Mr. Harlan Dam, Director of Public Affairs, will provide a report and comment on the letter attached as page ___. Included separately with this agenda is a copy of the Annual Summary of Activities for Lake Forest. 2. Comments by the City Manager 3. Comments by Council Members PUBLIC COMMENTS ON NON-AGENDA ITEMS ORDINANCES Consideration of an Ordinance Vacating Part of the Western Avenue Right-of-Way in the Whispering Oaks Subdivision (First Reading and Final Approval) PRESENTED BY ASST. TO THE CITY MANAGER MAX SLANKARD (615-4281) When Whispering Oaks was platted approximately 37 years ago, an 80 foot right-of-way was dedicated to the City to provide for the future extension of Western Avenue. In 1988, the City Council began vacating portions of this right-of-way in return for adjacent property owners executing open space covenants. To date, approximately 50% of the right-of-way has been vacated. Currently, four more property owners have executed open space covenants. Consequently, attached as page ___ is an ordinance vacating those portions of the right-of-way and a map showing the location of the four parcels. Recommended Action: Waive first reading and grant final approval of an ordinance vacating portions of the Western Avenue right-of-way. UNFINISHED BUSINESS Consideration of a Report and Recommendation from the Plan Commission Regarding a Six- lot Planned Preservation Subdivision and Special Use Permit of Property Located at 100 N. Sheridan Road (Brown/Lake Forest College) (Final Approval) PRESENTED BY CITY MANAGER ROBERT KIELY (615-4271) Mr. Tom Hayward, attorney representing the petitioner, the Lake Forest Wilemal Fund (Brown family), appeared before the City Council at its regular meeting on August 5, 1996, to request tentative approval of a 6-lot planned preservation subdivision, and necessary special use permit, of property located at 100 N. Sheridan Road. The City Council reviewed the matter and voted unanimously to recommend tentative approval of the subdivision and special use permit, subject to several conditions. Attached beginning on page 102 is the report and recommendation from the Plan Commission to the City Council outlining the conditions of approval. Recommended Action: a) Grant final approval to the subdivision subject to the following: approval of engineering plans and specifications by the City Engineer, approval of final plat of subdivision by the City Engineer, execution of a subdivision agreement between the City and the developer, submission and approval of all fees and financial guarantees associated with the development, and agreement that no building permits will be issued on behalf of the developer until required improvements are installed as outlined in the Subdivision Agreement. AND b) final approval of an ordinance granting the necessary special use permit. NEW BUSINESS Authorization to Enter into an Agreement with Williams Associates Architects, Ltd. for Expansion of the Lake Forest Recreation Center PRESENTED BY CITY MANAGER ROBERT KIELY (615-4271) Approximately two years ago the Recreation Board began to explore the expansion of the Recreation Center. A facility analysis was undertaken which indicated a number of maintenance items were needed, and those improvements will be substantially completed this Fall. With assurance that the existing building would be improved to acceptable standards, the Recreation Board commissioned Williams Asociates Architects, Ltd. of Wheaton, IL to prepare conceptual plans for expansion of the Recreation Center. The plans were presented to the City Council at its June 20, 1996 meeting at which the Recreation staff was directed to explore other options as well and report back to the City Council. At the October 7 meeting of the Finance Committee, Recreation staff presented additional cost options prepared by the architect and reviewed by the Recreation Board in August. The Finance Committee then requested that the architect submit a proposal for the development of detail plans as outlined in Option A for $2.2 million. A copy of the proposal will be available for Council consideration at the October 17 meeting. Recommended Action: Authorization to enter into an agreement with Williams Associates Architects, Ltd. for the purpose of providing architectural plans and construction documents for the expansion of the Lake Forest Recreation Center.
