II. PUBLIC HEARING ON ESTABLISHMENT OF PROPOSED SPECIAL SERVICE AREA
#5 LOCATED ON NORTH WAUKEGAN ROAD 7:35 P.M.
The Mayor and City Council must hold a public hearing to consider the establishment of Special Service Area #5 for seven properties located in the 700 North Waukegan Road area which
are not connected to the City’s sanitary sewer system. These properties are served by septic systems, and the failure of these systems is evident in the quality of the effluent being
discharged. Recent tests have shown that the effluent is unacceptable for discharge into the public drainage facilities according to Environmental Protection Agency regulations.
As mandated by law, the City must require the installation of sanitary sewers to serve these seven properties. The property owners have been advised of the City’s intent to establish
a special service district in order to finance this project. With a special service district, the payments are based on the assessed value of each property and may be deductible for
income tax purposes under current tax law.
At this time, the City Council must hold a public hearing on the establishment of Special Service #5. The 60-day protest period begins following the adjournment of the public hearing.
If objections are not received in this period, an ordinance will be passed creating Special Service Area #5.
Attached beginning on page 6 is a copy of the ordinance passed by the City Council on May 16 proposing the creation of Special Service Area #5 and setting forth the public hearing date
and related information.

which are not connected to the City’s sanitary sewer system. These properties are served by septic systems, and the failure of these systems is evident in the quality of the effluent
being discharged. Recent tests have shown that the effluent is unacceptable for discharge into the public drainage facilities according to Environmental Protection Agency regulations.

PUBLIC HEARING FOR THE ANNEXATION OF STATE-OWNED PROPERTY
ADJACENT TO THE KNOLLWOOD CLUB ALONG STATE ROUTE 176 7:55 P.M.
The Mayor and City Council must hold a public hearing to consider the annexation of a
strip of land owned by the State of Illinois and used by the Illinois Department of Transportation immediately north of the Knollwood Club on the south side of Illinois Route 176.
This annexation has been approved by the State of Illinois, and a diagram indicating the location of
the parcel is attached as page 15. The required ordinance annexing the property is included under
the “Ordinances” section of this agenda.

4. Ordinances
a. Consideration of an Ordinance Annexing Certain Real Estate (First Reading and
Final Approval) 8:35 P.M.

In 1995 when City staff was working with representatives of the Knollwood Club on the Green Oaks annexation and subdivision of property located northeast of the Club, it was determined
that a strip of Illinois Department of Transportation land south of Route 176 was not within the City’s corporate limits. The ordinance attached beginning on page 31 would annex the
strip of land north of the Knollwood Club, south of Route 176 and west of Waukegan Road to the territory recently annexed by the Village of Green Oaks. The State of Illinois has approved
the proposed annexation.
Recommended Action: Waive first reading and grant final approval of an ordinance annexing certain real estate.

b. Consideration of an Ordinance Amending Chapter 40, “Traffic” of the City Code Regarding Curb Loading Zones (First Reading and Final Approval) 8:45 P.M.

There has been considerable discussion over the last several years regarding truck unloading on Laurel Avenue associated with the delivery of vehicles to Knauz Motors. The primary issue
with the unloading was the necessity for the car haulers to make U-turns on Laurel Avenue, in order to conform to the proper truck route on Western Avenue. The trucks posed an inconvenience
to passing motorists and caused continual parkway damage adjacent to the Municipal Services driveway, as this was a favored spot at which to make the U-turn.
Recently, Mayor Waud met with Bill Knauz to resolve this issue. It was agreed by both parties that truck loading and unloading should be conducted on the west side of Western Avenue,
north of Laurel Avenue. Knauz Motors had enlarged their entrance off of Western Avenue on the north side of the property to permit trucks to have sufficient room to turn around and park
on Western Avenue south bound. When the operation is complete, the trucks may then proceed south on Western Avenue to exit the area.
A copy of the proposed ordinance is attached as page 38.
Recommended Action: Waive first reading and grant final approval of an ordinance designating a curb loading zone on Western Avenue where posted.

1. Award of Contract for the 1996 Dutch Elm Disease Tree Removal Program 9:05 P.M.

Elm tree removal bids were solicited from 17 contractors. On May 7, 1996, one bid was received. Many contractors do not bid on this work because of the strictness of the City ordinance
that requires prompt removal of diseased elms. The thirty day time frame for removal forces contractors to schedule five to seven visits to Lake Forest to complete the work of the contract.
For FY1997, $28,000 is budgeted for tree removal. The actual cost will be determined by the number and size of diseased trees that must be removed. In FY1996, 124 trees were removed
under a contractual arrangement at a total cost of $25,813. There are currently 1,193 publicly owned elm trees of ten inches or larger diameter.
Sunrise Tree Service, last year’s tree removal contractor, submitted bids for one, two and three years of removal work. The FY1997 bid by tree size classification ranges from no increase
to 2.6% higher than in FY1996. Annual increases for years two and three range from 0.31% to 2.2%, with four categories increasing less than 1% per year.

Recommended Action: In order to lock in these rates, it is recommended that a three year tree removal contract be awarded to Sunrise Tree Service, of Long Grove, Illinois. The amount
of the contract will not exceed the FY1997 budgeted amount of $28,000 for this year’s work and will not exceed budgeted amounts for removals in FY1998 or FY1999. Should the City determine
tree removal is not necessary in any year of the proposed contract, there will be no cost to the City for that year.
