Recommended Action: Approval of the minutes of the January 8, 1996 Council meeting attached beginning on page 11.
3. Consent Agenda
a. Consideration of an Ordinance Amending Chapter 40, “Traffic”, of the City
Code (Second Reading)
An ordinance is required to implement the Ad Hoc Parking Committee
recommendation to add four-month parking stickers to be sold to Lake Forest
residents or persons employed in Lake Forest. The four-month sticker will cost
$55 for a regular decal ($150 annual charge) and $20 for a remote area decal
($55 annual charge).
A copy of the proposed ordinance which received first reading approval on January 8,
1996 is attached beginning on page __.
Recommended Action: Final approval of an ordinance amending Chapter 40 by adding
four-month and remote parking sticker designations.

b. Consideration of an Ordinance Amending Chapter 40 “Traffic”, of the City Code (Second Reading)
An ordinance is also required to implement the Ad Hoc Parking Committee recommendation to increase the fine/penalty for parking violations. The Parking Committee recommends
that the fine for illegal parking remain at $10 for the first three violations and increase to $50 for violations 4 through 9 and escalate to $100 starting with the 10th violation
in any twelve month period.
A copy of the proposed ordinance which received first reading approval on January 8, 1996 is attached beginning on page 12.
Recommended Action: Final approval of an ordinance amending Chapter 40 by adding four-month and remote parking sticker designations.

c. Consideration of an Ordinance Amending Chapter 40, “Traffic”, of the City
Code (Second Reading)
The final component of the Ad Hoc Parking Committee recommendation is to change all on-street parking from one hour and two hour to 90 minutes and all off-street parking to three hour.
The proposed ordinance beginning on page 15 modifies the City Code to accomplish this final recommendation and received first reading approval on January 8, 1996.
Recommended Action: Final approval of an ordinance amending Chapter 40 by modifying all on-street parking to 90 minutes and all off-street parking to three hour.

d. Approval of a Resolution Regarding the Closure of Sheridan Road for the Lake
County Marathon
On Sunday, April 28, 1996 the Sixteenth Annual Lake County Races will pass through
Lake Forest. Proceeds from the race are donated to the Northeastern Illinois Special Olympics Program and Glenkirk.
The route of travel for this annual event requires the temporary partial closure of
Sheridan Road at the northern City limits and at the intersection of Illinois and Sheridan
Roads. Traffic would be temporarily limited to one lane only at these intersections to
ensure the safety of the runners. Community Service Officers or day shift police officers are used for traffic control at minimal cost to the City ($120-150). As this is a countywide
effort, the City has historically absorbed this cost.
Because the Illinois Department of Transportation requires the City assume all responsibility and liability in closing Sheridan Road (State Route 42), the resolution attached as page
18 is recommended for approval.
Recommended Action: Approval of a resolution closing a portion of Sheridan Road for
the Lake County Races.
4. Resolutions
a. Approval of a Resolution Adopting a Rate Order Reducing Certain Cable Television Rates and Charges
PRESENTED BY CABLE COORDINATOR STEVE LAURILA
In 1992 Congress passed a Cable Television Consumer Protection and Competition Act which allowed franchise authorities to regulate certain cable television rates and charges. Following
certification with the Federal Communication Commission (FCC) rates for the basic service tier (channels 2-22), remote controls, converter boxes, additional outlets and installations
are subject to review by franchise authorities who must determine if the rates are reasonable under FCC rules. In October 1993 the City Council directed staff to file for certification
with the FCC and adopted a resolution in sharing compliance with FCC rules.
Following certification, the City was instrumental in creating an advisory consortium of jurisdictions that franchise with US Cable. The consortium, consisting of elected officials,
managers and staff representatives of 13 jurisdictions and representing 90% of US Cable’s subscribers, was established to conserve staff time and resources during the rate review process.
An analysis of the Lake Forest basic service tier rate indicated that the rate of $11.93 is justified. The consortium’s review of customer equipment charges indicated that labor hours
had not been consistently determined in the hourly service charge calculation and pricing of subscriber charges. A staff report regarding the cable rate evaluation is attached beginning
on page 19.
In a compromise, US Cable agreed to reduce the hourly service charge from $40 to $29.29; to withdraw a request seeking an increase in equipment and installation rates; to decrease equipment
and installation rates; and to keep those lower rates frozen until July 1997.
The initial review of basic cable rates and customer equipment charges will result in a savings to Lake Forest subscribers of more than $14,000 in the next 12 months and a county-wide
savings to subscribers in jurisdictions represented by the consortium of more than $200,000 in the next 12 months. In addition, basic service rates are capped at the current level subject
to annual cost of living increases and changes in programming or external costs. All requests for increases in the basic service tier rate and customer equipment charges are subject
to review by the City.

Recommended Action: Approval of a resolution reducing certain cable television rates and charges.
