PUBLIC WORKS COMMITTEE 2022/08/22 Minutes 1 PUBLIC WORKS COMMITTEE MEETING MONDAY, AUGUST 22 – 4:00 P.M. FOREST PARK – UPPER SOUTH PARKING LOT MINUTES I. ROLL CALL/CALL TO ORDER Chairman Preschlack called the meeting to order at 4:02 P.M. Aldermen Ted Notz and Nancy Novit were in attendance. Staff attending the meeting included Michael Thomas, Director of Public Works; Dan Martin, Superintendent of Public Works; Byron Kutz, Superintendent of Engineering; Chuck Myers, Superintendent of Parks and Forestry and Jim Lockefeer, Assistant to the Director of Public Works. Also in attendance was Dave Kraft, Principal Civil Engineer, of Hey and Associates, Inc. II. ASSET, INFRASTRUCTURE, & SERVICE HIGHLIGHTS – FOREST PARK BLUFF STABILIZATION PROJECT UPDATE Director Thomas and Hey and Associates, Inc. Principal Engineer, Dave Kraft reviewed the below summary presentation slides on the topic. 2 Following the review of these slides, the Committee and City staff toured the entire bluff project area. Dave Kraft provided a detailed overview of the project design, anticipated construction schedule, and construction logistics. The Committee and City staff discussed to-date project coordination with the Forest Park Preservation Board and the project bid process. III. NEW BUSINESS / ACTION ITEMS 1. APPROVAL OF THE JULY 21, 2022 PUBLIC WORKS COMMITTEE MEETING MINUTES Alderman Novit moved to approve the July 21, 2022 Public Works Committee meeting minutes. Alderman Notz seconded the motion, which carried unanimously. 2. REVIEW AND RECOMMEND APPROVAL TO CITY COUNCIL AWARD OF THE SAND NOURISHMENT PROJECT BID Superintendent Myers reviewed the below summary presentation slide on the topic. 3 The Committee and City staff discussed and reviewed sand samples, the project permitting process, project construction schedule, construction traffic impacts, and the project’s contingency request. Alderman Novit moved to recommend approval to City Council approve the Beach Cell #1 Sand Restoration Project to John Keno & Co, in the amount of $258,363 plus 4% contingency in the amount of $10,000, for a total of $268,363. Alderman Notz seconded the motion, which carried unanimously. 3. REVIEW AND RECOMMEND APPROVAL TO CITY COUNCIL AWARD OF THE ELAWA AND CITY HALL TUCK POINTING PROJECT BID Assistant to the Director Lockefeer reviewed the below summary presentation slides on the topic. 4 Alderman Notz moved to recommend approval to City Council award of bid to Bruce Brugioni Construction Co. for the Elawa Tuck Pointing & Garden Wall Repair Project in the amount of $115,279 to include a 10% contingency in the amount of $11,600 for a grand total of $126,879. Alderman Novit seconded the motion, which carried unanimously. 4. REVIEW AND RECOMMEND APPROVAL TO CITY COUNCIL THE PURCHASE OF MOBIL DIESEL EFFICIENT FUEL Superintendent of Public Works Martin reviewed the below summary presentation slides on the topic. 5 The Committee and City staff discussed the fuel purchasing process and the benefits of utilizing Mobil diesel efficient fuel. Alderman Notz moved to recommend approval to City Council award of contract for bulk purchase of Mobil Diesel Efficient Fuel to the Suburban Purchasing Cooperative’s low bidder, Al Warren Oil Co., Inc. Alderman Novit seconded the motion, which carried unanimously. IV. FY ’23 PROJECT ROADMAP STATUS CHART The Committee and City staff reviewed the below prestation slides. 6 The Committee and City staff discussed the IDOT Pump Station Project, the ComEd Bridge Replacement Project, the resurfacing of Deerpath Road, and the Woodland and Illinois Bridge Replacement Project. V. BUDGET / HIRING / INNOVATION UPDATES There were no Budget / Hiring / Innovation Updates. VI. PUBLIC COMMENT There was no public comment. VII. NEXT MEETING Director Thomas explained that he would follow up with the Committee via email to schedule the next Public Works Committee meeting. VIII. ADJOURNMENT 7 Alderman Novit moved to adjourn the meeting of the Public Works Committee at 5:28 P.M. Chairman Preschlack seconded the motion, which carried unanimously.
