MONDAY, November 28, 2022 – 5:00 P.M.
CITY HALL – COUNCIL CHAMBER CONFERENCE ROOM
MINUTES
I. ROLL CALL/CALL TO ORDER
Chairman Preschlack called the meeting to order at 5:00 P.M. Alderman Nancy
Novit was in attendance. Alderman Ted Notz was in attendance remotely.
Staff attending the meeting included Michael Thomas, Director of Public Works;
Dan Martin, Superintendent of Public Works; Byron Kutz, Superintendent of
Engineering; Pete Siebert, Fire Chief; Ron Gramer, Fleet Supervisor and Jim
Lockefeer, Assistant to the Director of Public Works.
II. ASSET, INFRASTRUCTURE, & SERVICE HIGHLIGHTS – SNOW OPERATIONS PROGRAM
Director Thomas reviewed the below summary presentation slides on the topic.

The Committee and City staff discussed the City’s agreement with the State for
Route 60 and 43 snow removal services and City staff communication efforts with
residents on snow events and removal efforts.
III. NEW BUSINESS / ACTION ITEMS
1. APPROVAL OF THE AUGUST 22, 2022 PUBLIC WORKS COMMITTEE MEETING MINUTES
Alderman Novit moved to approve the August 22, 2022 Public Works Committee
meeting minutes. Alderman Notz seconded the motion, which carried
unanimously.
2. REVIEW AND RECOMMEND APPROVAL TO CITY COUNCIL AWARD OF THE SAND
NOURISHMENT PROJECT BID
Assistant to the Director Lockefeer reviewed the below summary presentation
slide on the topic.
The Committee and City staff discussed the generators that are serviced through
the contract.
Alderman Notz moved to recommend approval to City Council award of
proposal to Midwest Power Industries, Inc. for a three-year generator
maintenance contract in the amount of $77,975. Alderman Novit seconded the
motion, which carried unanimously.
3. REVIEW AND RECOMMEND APPROVAL TO CITY COUNCIL AWARD OF ADDITIONAL
PHASE I DESIGN ENGINEERING SERVICES FOR THE ROUTE 60 BIKE PATH PROJECT
Assistant to the Director Lockefeer reviewed the below summary presentation
slides on the topic.

The Committee and City staff discussed the location of the bike path and the
project timeline.
Alderman Novit moved to recommend approval to City Council award of
additional phase I design engineering services for the Route 60 Bike Path Project
to Gewalt Hamilton & Associates in the amount of $33,700. Alderman Notz
seconded the motion, which carried unanimously.
4. REVIEW AND RECOMMEND APPROVAL TO CITY COUNCIL THE PROPOSED FY’24
CAPITAL EQUIPMENT
Superintendent of Public Works Martin reviewed the below summary
presentation slides on the topic.

The Committee and City staff reviewed the process staff undertakes to develop
the proposed FY24 Capital Equipment Replacement Schedule, supply chain
issues, ordering delays, electric vehicle research when making replacement
purchase recommendations, and timing in bringing forward equipment bids to
City Council.

Alderman Novit moved to recommend approval to City Council approval of the
purchase of two replacement rear-load refuse trucks included in the FY2024
Capital Equipment budget, to the Sourcewell low bidders, Truck Center
Companies (chassis) in the amount of $400,372 and McNeilus Truck
Manufacturing (body) in the amount of $269,628. Alderman Notz seconded the
motion, which carried unanimously.
Alderman Notz moved to recommend approval to City Council approval of the
purchase of three replacement Police vehicles included in the FY2024 Capital
Equipment budget to Morrow Brothers Ford, in the amount of $126,000. Alderman
Novit seconded the motion, which carried unanimously.
Alderman Novit moved to recommend approval to City Council approval of the
purchase of the ambulance, load system, and cot in the grand total amount of
$370,000. Alderman Notz seconded the motion, which carried unanimously.
Alderman Novit moved to recommend approval to City Council approval of the
FY2024 Capital Equipment Program. Alderman Notz seconded the motion, which
carried unanimously.
IV. FY ’23 PROJECT ROADMAP STATUS CHART
The Committee and City staff reviewed the below prestation slides.

The Committee and City staff discussed the Forest Park Bluff Stabilization Project,
IDOT Pump Station Project, and the ComEd Bridge Replacement Project, and
the McLennon-Reed Bridge Design.
V. BUDGET / HIRING / INNOVATION UPDATES
There were no Budget / Hiring / Innovation Updates.
VI. PUBLIC COMMENT
There was no public comment.
VII. NEXT MEETING
Director Thomas explained that he would follow up with the Committee via email
to schedule the next Public Works Committee meeting.

Alderman Novit moved to adjourn the meeting of the Public Works Committee
at 6:16 P.M. Chairman Preschlack seconded the motion, which carried
unanimously.

THE BEACH CRANES REPLACEMENT
PROJECT
BEACH CRANES REPLACEMENT PROJECT
•South end of Forest Park Beach features two harbor cranes that are utilized by boaters and sailing program
•Both cranes are 35 years old and are at the end of their estimated useful life; cranes are inspected and maintained by a contractual firm on an annual basis
•North crane is no longer operable; south crane developed maintenance issues at the end of the last boating season
•City engaged engineering firm to oversee the design and replacement of the two cranes
•Project Budget -$439,150
•Base -$338,150
•Park & Public Land Fund -$65,000
•Special Recreation Fund -$36,000
•City obtained two bids:
•Scandroli Construction has completed numerous municipal projects; positive references
•If approved, construction to begin as soon as possible to have cranes installed prior to the beach opening; City Council requested action will include the
request to advance FY24 project funding to current fiscal year
•If necessary, to cover the potential budget overage, a supplemental appropriation ordinance will be submitted for City Council approval at the end of the
fiscal year
•Action Requested: PW Committee recommends City Council award of bid to Scandroli Construction in the amount of $427,604, to
include a 5% contingency in the amount of $21,380, for the grand total amount of $448,984

REPLACEMENT OF FORESTRY’S BUCKET TRUCK
•Award of bid for replacement of Forestry’s Bucket Truck
•Government joint purchasing bid obtained from Sourcewell
•Capital Equipment Budget: $370,609 (FY24 = $150,000 / FY25 = $220,609)
•Current unit is 20 years old and at end of useful life
•Issues include fuel system pressure and leak issues, frame corrosion, worn out suspension, and the fiberglass
boom needs significant overhaul to remain certified
•Terex orders for new equipment are currently two years out; purchase order needed to secure a manufacturers
build date for tentative delivery date of February 2025
•Due to unprecedent supply chain constraints manufacturers continue to experience large percentage range
increases of raw materials, commodities, freight and labor rates; based on this, prices are subject to change until
shipment
•Supply chain constraints have change how municipalities purchase equipment. Purchase orders are required to
secure manufactures build dates, however, do not guarantee “locking” in pricing
•In the last year, price quote has increased $40,609
•Once Terex receives a Purchase Order a build date will, they make every effort to not raise the price
•Action Requested: PW Committee recommends City Council award of bid for the replacement of
Forestry’s Bucket Truck #672, included in the FY2024 and FY2025 Capital Equipment Budgets, to the
Sourcewell Purchasing Cooperative’s low bidder, Terex Utilities Inc, in the amount of $370,609

REPLACEMENT OF FORESTRY’S CHIPPER TRUCK –COST INCREASE
•Sourcewell bid for replacing Forestry’s Chipper Truck was previously awarded by City Council to Vermeer Midwest
in the amount of $183,978 on November 15, 2021
•Original delivery date was June,2022; now expected May,2023
•Due to unprecedent supply chain constraints manufacturers continue to experience large percentage range
increases of raw materials, commodities, freight and labor rates; increases are passed along to the customers
•Supply chain constraints have change how municipalities purchase equipment; purchase orders are required to
secure manufactures build dates, however, do not guarantee “locking” in pricing
•Vermeer Midwest has informed the City that Chipper price has increased an additional $30,200 bring the total
purchase to $214,178
•The City’s current Chipper will be traded into Vermeer Midwest for $23,000; amount has been applied to the
revised purchase cost of the Vermeer Chipper
•City staff recommends additional cost increase be funded from Capital Fund reserves; a supplemental appropriation
will be presented for City Council approval at the end of the fiscal year, if needed
•Action Requested: PW Committee recommends City Council award Vermeer Midwest the additional
$30,200 to complete the bid purchase for the replacement of Forestry’s Chipper Truck #642, for the
grand total amount of $214,178
