Consideration of minutes. 3. Public Hearing and Action: Consideration of an Amendment to Section 46-24, Special Uses, relating to Medical Cannabis Dispensaries and Cultivation Centers in response to recent State legislation. The proposed amendment would establish these types of facilities as Special Uses and establish review criteria. Presented by: City staff 4. Public Hearing and Action: Consideration of an Amendment to Section 46-38 of the Code, R-4, Single Family Residence District, relating to the use of accessory structures as secondary living units and establishing conditions and limitations on this use. Presented by: City staff 5. Public Testimony on non-agenda items. 6. Additional information from staff. In the spirit of fairness to all parties, any of these procedures may be modified for a particular item at the discretion of the Chairman. 1. Introduction of the item by the Chairman 2. Declaration of conflicts of interest or ex parte contacts by members of the Commission. 3. Presentation by the Petitioner - not to exceed 20 minutes. 4. Identification of Issues by Staff - not to exceed 5 minutes. 5. Questions or requests for clarification from Commission to Petitioner or Staff. 6. Public Testimony - not to exceed 5 minutes per speaker. 7. Opportunity for cross examination. 8. Staff response to public testimony - not to exceed 5 minutes. 9. Petitioner rebuttal - not to exceed 10 minutes. 10. Final questions from Commission to Petitioner or Staff. 11. Commission discussion and comment 12. Commission Action Mandatory Adjournment time - 11:00 p.m. The mandatory adjournment time can be extended by a vote of the Commission or at the discretion of the Chairman.
