Proceedings of the May 24, 2017 Meeting
A regular meeting of the Lake Forest Historic Preservation Commission was held on
Wednesday, May 24, 2017, at 6:30 p.m., at the City of Lake Forest City Hall, 220 E.
Deerpath, Lake Forest, Illinois.
Historic Preservation Commissioners present: Chairman Grieve and Commissioners
Wells Wheeler, Elizabeth Sperry, Robert Alfe and Jan Gibson
Commissioners absent: Commissioners Bill Redfield and Carol Gayle
City staff present: Catherine Czerniak, Director of Community Development and Kate
McManus, Assistant Planner
1. Introduction of Commissioners and staff, overview of meeting procedures.
Chairman Grieve reviewed the meeting procedures followed by the Commission and
asked the members of the Commission and staff to introduce themselves.
2. Consideration of the minutes from the April 26, 2017 meeting.
The minutes of the April 26, 2017 meeting were approved as submitted.
3. Lake Forest Preservation Foundation Presentation -- 2017 Preservation Awards
and recognition of the property owners and architects associated with the
projects.
Jim Obsitnik, President of the Lake Forest Foundation, reviewed the awards
recently presented by the Foundation to property owners and architects. He
noted that the award categories included preservation, rehabilitation,
restoration, reconstruction and new construction.

4. Opportunity for the public to address the Historic Preservation Commission on non-
agenda items.
There was no public testimony presented to the Commission on non-agenda items.

5. Additional information from staff.
Ms. Czerniak stated that as part of the budget recently adopted by the City Council,
funding for televising Board and Commission meetings was reduced. As a result, she
noted that the Historic Preservation Commission meetings will no longer be regularly
televised. She added that an effort to create a less formal atmosphere also factored
into the decision to reduce the number of meetings that will be televised. She noted
however that all of the Commission’s meetings will continue to be held in the Council
Chambers until further notice and will be open to the public. She stated that the
proposed changes are not meant to discourage public input. She state that the
meeting minutes will be available on the City’s website after adoption by the
Commission. She stated that the meeting location, date and time will not change.
6. Work Session – Commission Meeting Procedures
The Commission adjourned into a work session format to discuss the recently
completed evaluation of the City’s development related processes and how the
findings relate to the processes followed by the Commission.
The Commission discussed the updated application and checklist presented by
staff and directed that the specific submittal requirements should be considered
on a petition by petition basis. The Commission suggested that consideration be
given to arranging a joint tour for the Commission and the Building Review Board
to promote discussion about past projects. The Commission discussed various
aspects of the study of the development process. Staff informed the
Commission members that a day-long workshop led by the National Alliance of
Preservation Commissions is being planned for the fall.
The meeting was adjourned at 8:15 p.m.
