FINANCE COMMITTEE
Proceedings of the June 17, 2013 Meeting
6:30 p. m. – City Hall Council Chambers
I. Call to Order and Roll Call
Chairman Pandaleon called the meeting to order at 6:30 p.m. Present: Chairman Pandaleon,
Mayor Schoenheider, Aldermen Novit, Waldeck, Palmer and Adelman. Absent: Aldermen
Moore, Reisenberg and Tack. Quorum present. There were approximately 10 present in the
audience.
Staff present: Robert Kiely, Jr., City Manager; Elizabeth Holleb, Finance Director; Diane Hall,
Assistant Finance Director; Cathy Czerniak, Director of Community Development; Victor
Filippini, City Attorney; Chuck Myers, Superintendent Parks and Forestry; Phil Alderks, Cemetery
Sexton.
Other: Colin Silvester, Cemetery Commission Chair
II. Consideration of Minutes from the Finance Committee Meeting Held on April 15, 2013.
Alderman Novit made a motion to approve the minutes from the Finance Committee meeting
held on April 15, 2013. The motion was seconded by Alderman Waldeck. The motion carried
unanimously by voice vote.
III. Annual Cemetery Commission Report
Mr. Colin Silvester, Cemetery Commission Chair stated per the bylaws of the Commission an
annual report is required to be presented to the Finance Committee on the state of the
Cemetery investment portfolio. He stated the current investment policy was approved by the
City Council in August 2008. He reviewed a number of slides depicting the financial growth of
the investments from 2008 to present. He stated after a five year term with the current
investment manager William Blair, a review would be conducted in August of 2013 to ensure
performance measurements are met and are adhering to the investment policy. The
Commission will also decide if they should move from active management to passive
management.
The Committee discussed the investment allocation and rate of return compared to the S&P.
Mr. Silvester stated the outstanding debt issue will be paid in full in FY15. He stated the
Commission has conducted a study of the Ravines to gather information for the total cost and
project necessary to maintain and improve the ravines at the cemetery. The total estimate for
the north ravine is $750,000. He stated the additional cash flow from the expiration of the
bond issue could be used to fund a portion of the project. The Commission is also seeking
outside assistance to fund the project.
IV. Other Business
The Committee discussed the state has caught up an additional month of income tax and is
now only two months behind. The strong increase of real estate sales continues and the
revenue stays the same.
Susan Banks, Communications Manager reviewed the new City website for the Committee.
She stated City staff has been working on the new site for over a year. She stated the new site
can be used as a marketing tool as well as being useful to the real estate community to
showcase Lake Forest.

There being no further business, Alderman Palmer moved, seconded by Alderman Waldeck to
adjourn the meeting at 7:03 p.m. The motion carried unanimously by voice vote.
