PARKS & RECREATION BOARD 2015/09/15 Minutes The City of Lake Forest Parks and Recreation Board Meeting Minutes September 15, 2015 I. Call to Order The Parks and Recreation Board Meeting was called to order by Chairman Charlie Kohlmeyer at 6:30p.m. The following were present: Board Members: Mr. Charlie Kohlmeyer, Chairman Ms. Sandra Douglass Mr. Scott Herman Ms. Shannon Maguire Mr. Steve Reimer Mr. Skoo Walker Mr. Colton England, Student Member Staff: Mr. Joe Mobile, Interim Superintendent of Recreation Mr. Chuck Myers, Superintendent of Parks, Forestry & Cemetery Mr. Zach Bulich, Supervisor/Animal Keeper, WDC Ms. Tricia Schwall, Administrative Assistant Special Guest: Mr. Rick Walrath, General Manager, Kemper Sports Management II. Approval of Minutes The meeting minutes of the August 18, 2015 Park & Recreation Board meeting were presented. Board Member Herman moved for approval of the minutes and Board Member Walker seconded. The Board meeting minutes of the May 19, 2015 and June 16, 2015 meeting were then unanimously approved. III. Opportunities for the Public to Address the Board on Items not listed on the Agenda No Public Comment. IV. Croctoberfest Mr. Bulich from the Wildlife Discover Center gave the board an overview of the Annual Croctoberfest that will be October 25 from 10 – 4 pm. He explained what Croctoberfest is, last year’s profits and this year’s promotions. V. Deerpath Golf Course Update Mr. Walrath discussed with the board the year-to-date fiscal and operations performance of Deerpath Golf Course through August 31, 2015. He explained that this calendar year the course has had increased rounds, revenues and participation. He shared the YTD rounds, total un-audited revenue and the FY year-end forecast for the course. Board Member Reimer asked about the revenues being up. Mr. Walrath explained the changes in the revenue being up. Board Member Maguire asked about the sustainability of the golf course. Mr. Walrath responded that the golf course has achieved a Level 1 in KemperSports environmental program. Board Member Herman asked about school outreach programs. Mr. Walrath explained the situation and how it stands now. Board Member Walker congratulated Mr. Walrath on a great job for the first year of managing the course. Board Member Walker then asked if any changes that will have to place at the course would come to the board prior to them happening. Director Swarthout responded yes. VI. Grove Campus/Northcroft Park Master Plan Director Swarthout gave an overview of the master plan for Grove Campus and Northcroft Park Master Plan. She shared the timeline of the project, stakeholders, the board roles and responsibilities, current uses at the park, and the plan recommendations for the future. Board Member Walker asked for clarification that the board was just approving the plan and not approving any changes to the park at this time. Direct Swarthout responded yes. Requested Action: Approval of the Northcroft Park portion of the Grove Campus/Northcroft Park Master Plan and the recommendation to move the plan forward to City Council. A motion was made by Board Member Douglass to approve the Northcroft Park portion of the Grove Campus/Northcroft Park Master Plan and the recommendation to move the plan forward to City Council. The motion was seconded by Board Member Herman. The motion passed. VII. Comments by Director Director Swarthout gave an update for the upcoming activities. A. Lake Forest Library Book Sale at the Rec Center – 9/17–9/20 B. Wildlife Discover Center – Beach Campout – 9/26–9/27 C. Dodgeball Tournament for boys and girls in grades 1-8 – 10/12 D. Lake Forest Dance Academy Workshop – 10/18 E. Halloween Tricks or Treat at the Rec Center – 10/30 F. Staff Update i. Interviewing to fill several vacant positions ii. Hope to have everyone in place at the November board meeting G. Special Board meeting – 10/6 @ 6:30 pm VIII. Comments by Board Members No comments. IX.
