Authorization for the City Manager to enter into a Professional Services Agreement with Craig Bergmann Landscape Design, Inc. and Mariani Landscape for Professional Landscape Architectural Services for a period of three years STAFF CONTACT: Chuck Myers, Superintendent of Parks & Forestry (810-3565) PURPOSE AND ACTION REQUESTED: Staff is requesting City Council authorization and direction to enter into a professional services agreement with Craig Bergmann Landscape Design, Inc. and Mariani Landscape for professional landscape architectural services. BACKGROUND/DISCUSSION: The City of Lake Forest regularly contracts with outside service providers to perform architectural landscape services and manage landscape project site planning and design for various projects. In an effort to improve efficiency and provide consistency on City projects, staff is seeking to establish a contract that will provide a professional landscape architect on retainer. Landscape architectural services will include, but are not limited to, architecture, site analysis, site planning, site design, sustainable design, construction specification and insuring that all plans meet the current building codes and local and federal ordinances. Additionally, the 5 Monday, May 20, 2019 City Council Agenda SECOND SESSION firm will be expected to collaborate with City staff; which may include, but is not limited to, the Parks and Recreation Department, Engineering Department, Community Development Department and Public Works Department. The firm may also be required to present project plans to City Boards and Commissions which may include, but is not limited to, City Council and the Civic Beautification Committee. In an effort to improve efficiency and provide consistency on City projects, staff is seeking to establish an agreement that will designate two landscape architectural firms, Craig Bergmann Landscape Design, Inc. will continue to act as the primary and Mariani Landscape will act as secondary for landscape architectural services. The addition of a secondary firm will provide the City with more flexibility in contracting for landscape design services, based on the types of projects and the current work loads of the firms. BUDGET/FISCAL IMPACT: On March 20, 2019 a Request for Proposals (RFP) was released by the City, published in the Lake County News Sun, and posted on the City’s website. On April 9, 2019, five submittals were received and a selection committee, comprised of City staff from three departments was formed to review and evaluate the written responses. Interviews were also conducted to further evaluate the firm’s qualifications and their ability to successfully provide these services for the City. After careful consideration, Craig Bergmann Landscape Design, Inc. and Mariani Landscape were selected by the selection committee as the successful candidates. The basis for the selection was as follows: • Both firms met, and surpassed all qualifications outlined in the RFP. • Both firms have extensive experience with local and municipal landscape projects and an outstanding reputation in the community. • Both firms have presented reasonable fee schedules associated with their proposed project teams. Authorization to Dispose of City Property STAFF CONTACT: Michael Thomas, Director of Public Works (810-3540) PURPOSE AND ACTION REQUESTED: Staff is requesting City Council authorization to dispose of surplus City equipment. Per Administrative Directive 3-2, any item staff believes has a current value of $4,000 or more, requires City Council approval to sell. The item is sold via a public bidding process, and in this case, via multiple on-line and industry publications. BACKGROUND/DISCUSSION: The 1994 Pierce Saber Pumper was taken out of service in April of 2019. The Vehicle was a front line apparatus until fall of 2017. The vehicle has played an important role for our department for 25 years. It was set up to be our primary extrication vehicle until 2007. It ran as our Westside engine until 2017, when it was replace by our 1991 engine. With the acquisition of the Knollwood engine, which was put into service April 2018, engine 216 has become expendable to the fire department. The sale of this engine will allow us to continue on our fleet replacement plan. Department staff advertised with GovDeals, which is the online auction that the Fire Department has used to sell the last couple of fire apparatuses. The engine was advertised on GovDeals.com. GovDeals provides a platform to various government agencies that allow them to sell surplus and confiscated items via the internet. The highest bid received for the auction period did not meet our reserve price of $12,000.00. The high bidder was $6,000.00. Reviewing the current market and dollars received for similar units, staff believes the bid is a fair price and recommends approving the sale of the unit to the highest bidder. Upon approval by City Council, staff will notify GovDeals that the sale was approved and the transaction will proceed. Payment will be via wire transfer to The City of Lake Forest. BUDGET/FISCAL IMPACT: Per Section 3.10 of administrative Directive 3-2, all revenues received from the sale of the ambulance will be credited to the appropriate fund from which the item was purchased or carried in inventory; in this case, the Capital Fund. COUNCIL ACTION: If determined to be appropriate by the City Council, staff requests authorization to dispose of City property to the highest bidder via GovDeals as noted above. " The Lake Forest City Council, with the advice and recommendations of its appointed advisory Boards and Commissions, Lake Forest Citizens, and City Staff, is responsible for policy formulation and approval. The City of Lake Forest 's Decision-Making Parameters shall be reviewed by the City Council on an annual basis and shall be included on all agendas of the City Council and Boards and Commissions. 9 ^ot.l^0. ff NAtURAi'BT ^ ^' SciE^lAEAN.a9-'^ ^ >-) 'I]^ *!l ^^^^ sj RESOLUTION OF APPRECIATION JACK REISENBERG - THIRD WARD ALDERMAN May 2013 to May 2019 WHEREAS, during his term of office, Jack Reisenberg served as a member of the City Council as Alderman for the Third Ward, a member of the Finance Committee, a member of the Personnel, Compensation and Administration Committee, and as liaison to the Lake Forest Collaborative for Environmental Leadership; and WHEREAS, Jack served as Chairman of the Property and Public Lands Committee and under his leadership, the City's former 10- acre Municipal Services site was remediated, sold to a developer and approved for development with a mix of housing options close to stores and restaurants in the Central Business District and today, that development is well on its way to becoming part of the fabric of Lake Forest; and WHEREAS, Jack was a member of the Plan Commission for six years, serving three of those years as Chairman and under his leadership, the Commission carefully vetted the proposal for a new hospital over the course of many, long meeting and as a result of those efforts, the community today has a new, first-class hospital with over 100 acres of the campus preserved as open space; and WHEREAS, Jack was instrumental in bringing the BMW Golf Championship to Conway Farms Golf Club in 2013, 2015 and 2017 elevating the prestige of the Club and shining a National spotlight on our community; and WHEREAS, Jack played a pivotal role in bringing many issues to resolution always with an eye focused on the best solutions for the overall community, for the long term; and WHEREAS, Jack was responsive to residents, businesses and local community institutions, listening to concerns and encouraging, and sometimes pushing for, communication and cooperation among various parties, seeking middle ground where appropriate; and WHEREAS, Jack will be remembered for running efficient meetings, keeping discussions on topic and moving deliberations to a close; and WHEREAS, Jack has devoted extraordinary time, energy and personal attention, and then some, in fulfilling his duties as an elected official and member of the City Council; and, WHEREAS, Jack on behalf of the residents of the third Ward and of the all citizens of Lake Forest, continually and competently performed his duties and fulfilled his responsibilities with purpose and dedication; and WHEREAS, the members of this City Council along with all of the citizens of the City of Lake Forest recognize, applaud and are deeply appreciative of Jack Reisenberg's service and the long lasting contributions he has made to preserve, protect and enhance the quality of life in our community which is treasured by all.
