CITY COUNCIL 2014/03/03 MinutesThe City of Lake Forest CITY COUNCIL Proceedings of the March 3, 2014 Regular Meeting 7:30 p.m. – Council Chambers CALL TO ORDER AND ROLL CALL: Mayor Schoenheider called the meeting to order at 7:30 pm, and Deputy City Clerk Margaret Boyer called the roll of Council members. Present: Honorable Mayor Schoenheider, Alderman Waldeck, Alderman Novit, Alderman Moore, Alderman Pandaleon, Alderman Reisenberg, and Alderman Adelman. Absent: Alderman Palmer, Alderman Tack. Also present were: Robert Kiely, City Manager; Vic Filippini, City Attorney; Andrew Fiske, City Attorney; Carina Walters, Assistant City Manager; Catherine Czerniak, Director of Community Development; Susan Banks, Communications Manager, Michael Thomas, Director of Public Works, Dan Martin, Superintendent of Public Works, and Anne Whipple. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited by all in attendance. There were approximately 20 present in the audience. REPORTS OF CITY OFFICERS COMMENTS BY MAYOR Mayor Schoenheider remarked that Boy Scout Troop # 46 was in the audience working on their Eagle Merit and Citizenship in the Community Badge by attending the City Council Meeting. The Mayor encouraged the Scouts to keep up the good work. A. Appointment by Mayor Gorton Community Center Board COUNCIL ACTION: Approve appointments recommended by Mayor Schoenheider Alderman Novit made a motion to approve the appointment recommended by Mayor Schoenheider, seconded by Alderman Reisenberg. The motion carried unanimously by voice vote. Mayor Schoenheider congratulated Sarah Lamphere on her appointment and thanked her for volunteering. NAME OF MEMBER APPOINT/REAPPOINT WARD Sarah Lamphere Appoint 1 Proceedings of the March 3, 2014 Regular City Council Meeting B. Arbor Day Proclamation Mayor Schoenheider read the Proclamation, naming April 25, 2014 as Arbor Day in the City of Lake Forest, where a celebration and planting of a tree will take place at Lake Forest High School. COMMENTS BY CITY MANAGER A. Community Spotlight – Ravine Education and Outreach Program Curt Volkmann, Chairman Lake Forest Collaborative for Environmental Leadership City Manager Robert Kiely reported that Mr. Volkman gave his report on the work of the Collaborative at the Committee of the Whole meeting earlier this evening. He encouraged interested residents to watch the replay of the meeting. COMMENTS BY COUNCIL MEMBERS Alderman Pandaleon offered residents a correction of an article published about the water rates increasing by 50%. He stated that, for the record, the overall average rate increase would be approximately 7.2%. Alderman Waldeck invited residents to join her and Alderman Novit for the Resident First Ward meeting on Thursday, March 13 from 7-8:30 p.m. at Gorton Center. OPPORTUNITY FOR CITIZENS TO ADDRESS THE CITY COUNCIL ON NON-AGENDA ITEMS Resident Robert Pasquesi of 172 Washington Road offered his opinion on the topics of retail, garbage and parking. Resident Romy Lopat of 410 E Woodland Road invited the City Council and residents to the Lake Forest Preservation Foundation’s Free Educational Event at the Library on Sunday, March 9 from 2-3:00 p.m. ITEMS FOR OMNIBUS VOTE CONSIDERATION 1. Approval of the February 18, 2014 City Council minutes 2. Re-Ratify the Approval of the January 21, 2014 minutes of the City Council 3. Check Register 4. Approval of a Sales Contract to Purchase Wedgewood Lot #23 Property 5. Approval of a Resolution Authorizing Application to the 2014 ComEd Green Region Program 6. Request Approval of the Forest Park Demonstration Project Plans Proceedings of the March 3, 2014 Regular City Council Meeting 7. Award of Bid for the Public Safety Vertical Platform Lift Project Item #7 was further clarified by Alderman Novit who explained this item relates to ADA (Americans with Disabilities Act) compliance. COUNCIL ACTION: Approve the seven (7) Omnibus items as presented Alderman Novit made a motion to approve by Omnibus vote designation items as noted, seconded by Alderman Pandaleon. The following voted “Yea”: Aldermen Novit, Waldeck, Moore, Pandaleon, Reisenberg and Adelman. The following voted “Nay”: None. 6 Yeas, 0 Nays, motion carried. Information such as Purpose and Action Requested, Background/Discussion, Budget/Fiscal Impact, Recommended Action and a Staff Contact as it relates to the Omnibus items can be found on the agenda. ORDINANCES None NEW BUSINESS 1. Approval of an Elawa Farm Operating Agreement between The City of Lake Forest and Elawa Farm Foundation Mayor Schoenheider informed the City Council that this item would be removed from this agenda and will be returning in the future. ADDITIONAL ITEMS FOR COUNCIL DISCUSSION None ADJOURNMENT There being no further business.
