3 Approval of an Agreement for Professional Services with Stand Associates,
Inc. to Conduct a Comprehensive Performance Study of the Water
Treatment Plant.
STAFF CONTACT: DAN MARTIN, SUPERINTENDENT OF PUBLIC WORKS (810-3561)
PURPOSE AND ACTION REQUESTED: Staff is requesting City Council approval to enter into
an agreement with Strand Associates to perform a Comprehensive Performance Study of
the Water Treatment Plant (WTP hereafter). The study is to be substantially completed by
September, 2014 to incorporate capital requests into the F.Y. 2016 Capital Improvement
Budget.
In September, 2012, City staff followed the Request for Qualifications process to hire a
Consulting Engineer. Staff reviewed five responses to the RFQ and interviewed three of
the responding Engineering firms. Strand Associates was selected as a result of that
process and has since supported the Water Plant with studies on the membrane skid
valves, chlorine feed system upgrades, pre-filtering evaluations, and preliminary capacity
evaluations. Because Strand Associates’ past experience and involvement with these
past studies at the WTP, along with their working knowledge of the WTP, staff is
recommending the firm be hired to perform this study.
BACKGROUND/DISCUSSION: The WTP ultrafiltration membrane system went on line
approximately ten years ago and was the first ultrafiltration systems to operate in Illinois.
That being said, staff over the course of ten years had to nearly start from scratch
learning firsthand how to operate a new ultrafiltration facility. Things like fiber breaks, air
entrainment in the system, lake temperatures, clogged pre-filters, permeability and
turbidity, took on a whole new meaning and brought on new challenges from operating
the traditional system. Over time, improvements and adjustments to the operating
processes and procedures have been made with support from consulting engineers,
system manufacturers, and programmers.
Moving forward, staff is recommending that a comprehensive engineering review of the
WTP be completed in 2014. Doing so will better address the challenges facing the WTP
over the next ten years, similar to what the Storm Water Study completed in 2013 did to
identify citywide Stormwater concerns. The key outcomes of the study include:
Reviewing existing WTP conditions, operational issues and water system demands,
conducting a performance test protocol to assist in establishing WTP production
capacity, and to provide a prioritized listing of short- and long-term capital project
recommendations to improve overall WTF operations and capacity efficiencies.
BUDGET/FISCAL IMPACT: The Performance Study was included in the proposed F.Y. 2015
Capital Plan presented at the December 12, 2013 budget meeting; $100,000 is allocated
in next fiscal year’s budget to perform this study. Since the findings from the study will
guide staff in prioritizing WTP improvements in the F.Y. 2016 capital budget, the evaluation
process will need to commence immediately. Generally Accepted Accounting
Principles (GAAP) require that all work completed by April 30, 2014 must be paid with
current fiscal year funds. Strand Associates has estimated their expenses to be $20,000 of
the $94,900 for the period of February 24 thru April 30, 2014. Savings realized in this year’s

capital improvement fund will pay for the expense through the end of the fiscal year. The
remaining $74,900 will be paid from the F.Y. 2015 Capital Improvement Fund.

1. Consideration of an Ordinance approving a Fee Schedule for The City of
Lake Forest (Final Approval)

PURPOSE AND ACTION REQUESTED: Staff requests final approval of an Ordinance
approving a modified fee schedule for The City of Lake Forest.
BACKGROUND/DISCUSSION: At various City Council Committee meetings over the past
several months, the subject of the City’s water rate structure has been discussed. The
matter was first presented at an October 2013 long term financial planning discussion
with the Finance Committee. Two issues of concern were noted in regards to the Water
system. First was the issue of water conservation and how to incentivize consumers to
reduce water use during peak demand periods in the summer to minimize the need to
impose water restrictions, recognizing that increasing the capacity of the water plant at
a significant capital cost for a few days out of the year was likely not economically
feasible. Second was the increased capital needs of the water system forecast in the
Capital Improvement Program (CIP) which would require additional funding over the

coming years. A third issue that has now arisen over the course of the discussions is the
structure of the water rate - the proportion of the utility’s costs that are appropriately
covered by the fixed portion of the water rate versus the variable rate (consumption
charge). In December, the Finance Committee deferred the matter to the Public Works
Committee to vet the numerous scenarios developed by staff and to develop a
recommendation for consideration.
At its February 3, 2014 meeting, the City Council considered a January 13, 2014,
recommendation by the Public Works Committee to revise the City’s water rates
effective May 1, 2014. After considerable discussion, the City Council granted first
reading approval of an Ordinance amending water rates as follows:

The proposed rate increase would ensure proper funding of the FY15 Water Fund
operating budget and the Water Fund Capital Improvement Program (CIP), while also
beginning to incentivize conservation for residential consumers whose increased
consumption during summer months poses a challenge to the Public Works’
Department’s ability to produce sufficient water to meet peak demand periods within
the Water Treatment Plant’s capacity. This peak demand results in the need to impose
water restrictions and in extreme cases, sprinkling bans, to ensure sufficient water to meet
non-recreational needs.
The Public Works Committee also recommended that the City explore alternative
conservation measures, such as public education and incentive programs to entice
owners of sprinkling systems to replace or upgrade controllers.
The attached survey on page 14 demonstrates that the City of Lake Forest’s water rate
continues to be competitive with surrounding communities.
BUDGET/FISCAL IMPACT: The proposed rate increase is projected to generate $416,039 in
additional revenue for Fiscal Year 2015, based on consumption for the 12-month period
ended September 2013.
The projected increase in cost for typical consumers annually is as follows:
• Single resident with minimal summer landscape water consumption - $42/year
• Family with summer landscape water consumption - $57/year
COUNCIL ACTION: Grant final approval of the Ordinance (page 15) approving a fee
schedule for The City of Lake Forest.

CALL TO ORDER AND ROLL CALL: Mayor Schoenheider called the meeting to order at 7:30 pm,
and Deputy City Clerk Margaret Boyer called the roll of Council members.

Comments by Mayor
Mayor Schoenheider once again commended Michael Thomas and the snow removal teams on all
their hard work this season.
A. Police Commendation Awards
Officer Mark Senger and Dan Markus- Life Saving Award
Officer Mike Hughes- Department Commendation
Police Chief James Held introduced Officers Mark Senger and Dan Markus, Officers Mark Senger
and Dan Markus were returning from court in Waukegan when they came upon a traffic crash on
Route 120 at Route 41 on July 28, 2013. They quickly checked for injuries and located one driver, a
young woman, unconscious and not breathing. They removed the victim from the car, summoned
an ambulance and began CPR. They continued CPR until the ambulance arrived. By that time, the
woman was breathing was turned over to the ambulance for transport to a hospital and, by the
time the ambulance departed, the victim was conscious.
Chief Held stated that the efforts of Officers Markus and Senger directly contributed to saving the
life of the victim and for their quick thinking and effective action, they are presented being a with
the Department Life Saving Award.

Regular City Council Meeting
Police Chief Held also introduced Officer Michael Hughes who was patrolling the Middlefork Farms
subdivision on September 8, 2013 at 2am due to recent car burglaries in that area. He found and
discretely followed a pickup truck driving suspiciously in the area. The pickup was pulling into
driveways with its lights off and then left the subdivision at a high rate of speed. Officer Hughes
stopped the vehicle and located four Indiana teens, two of whom were hiding in the bed of the
truck. A search of the vehicle uncovered drugs and numerous items of property stolen in several
recent Lake Forest car burglaries. The suspects eventually confessed to several offenses and were
charged with numerous felonies.
Chief Held stated that without Officers Hughes’s vigilance, this case would not have been solved.
Officer Michael Hughes was presented with a Commendation Award.

Barry Rogers, Lake Forest High School Principal
Lauren Fagel, Assistant Superintendent of Curriculum, Instruction,
Technology and Assessment K-12
City Manager Robert Kiely introduced Barry Rogers, Lake Forest High School Principal and Lauren
Fagel, Assistant Superintendent of Curriculum, Instruction, Technology and Assessment. Ms. Fagel
invited all to participate in a new initiative called “Beyond the Book, a Community Conversation”
and to read the book, “The Smartest Kids in the World and How They Got That Way” by Amanda
Ripley. A thought-provoking community conversation will be held on Tuesday February 18, from 1-
3 pm or Thursday February 20 from 7-9 pm at the Lake Forest West Campus, Administration
Center Board room located at 300 S. Waukegan Road to discuss the book..
Lake Forest High School Principal Barry Rogers then spoke to the City Council about the School’s
Mission, Vision and Goals process and asked how can they create the best experience for students
in a 21st century classroom.

Additionally, the Committee also recommended that the City explore alternative conservation
measures, such as public education and incentive programs to entice owners of sprinkling systems
to replace or upgrade controllers.

The City Council had discussion surrounding the topics of water conservation and how to reduce
usage during peak demand periods in the summer to minimize the need to impose water
restrictions, recognizing that increasing the capacity of the water plant at a significant capital cost
for a few days out of the year was likely not economically feasible. The Council also debated how
the proposed rate increase would ensure proper funding of the FY15 Water Fund operating
budget and the Water Fund Capital Improvement Program (CIP), while also beginning to
encourage conservation for residential consumers whose increased consumption during summer
months poses a challenge to the Public Works Department’s ability to produce sufficient water to
meet peak demand periods. They also discussed how peak demand results in the need to impose
water restrictions and in extreme cases, sprinkling bans, to ensure sufficient water to meet non-
recreational needs. A discussion took place on the Debt Service and an increase in the base fee
which would be equal to all users in the system, along with how the responsibility of paying the
Debt Service should be shared by all Lake Forest residents. The Council talked about a potential
incremental increase for residents over five years instead of one large payment.
Finance Director Elizabeth Holleb added that the proposed rate increase would ensure proper
funding of the FY15 Water Fund operating budget and the Water Fund Capital Improvement
Program (CIP). And that along with the rate increase, we need to reduce usage or promote
conservation among residential consumers whose increased consumption during summer months
poses a challenge to the Public Works’ Department’s ability to produce sufficient water to meet
peak demand periods.
She stated projected proposed increase in cost for typical consumers annually is as follows:

AN ORDINANCE APPROVING A
FEE SCHEDULE FOR THE CITY OF LAKE FOREST
WHEREAS, The City has established various fees and charges as part of its
codes, ordinances, rules, regulations, and policies, which fees and charges are
reviewed from time-to-time; and
WHEREAS, the City Council has reviewed such fees and charges, and
hereby determines that it is necessary to adjust certain existing fees and charges,
and/or to establish formally other fees and charges; and
WHEREAS, the City Council has determined that it is in the best interests
of the City and its residents to adopt this Ordinance;
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF LAKE FOREST, COUNTY OF LAKE, STATE
OF ILLINOIS, as follows:
SECTION ONE: Recitals. The foregoing recitals are incorporated as the
findings of the City Council and are hereby incorporated into and made a part of
this Ordinance.
SECTION TWO: Approval of Fee Schedule. The City Council hereby
approves the fee schedule set forth in Exhibit A (“Fee Schedule”). To the extent
any provision of any code, ordinance, regulation, rule, or policy of the City is

contrary to the Fee Schedule, such provision is hereby deemed amended so that the
Fee Schedule shall control. Any fee or charge not otherwise listed on the Fee
Schedule shall remain unchanged and in full force and effect.
SECTION THREE: Effective Date of Fee Schedule. The fees and
charges set forth on the Fee Schedule shall take effect as of the date noted on the
Fee Schedule.
SECTION FOUR: Effective Date. This Ordinance shall be in full force
and effect upon its passage, approval, and publication in pamphlet form in the
manner provided by law.
