CEMETERY COMMISSION MEETING MINUTES LAKE FOREST CEMETERY GATEHOUSE WEDNESDAY, SEPTEMBER 18, 2017, 5:00 P.M. I. CALL TO ORDER, ROLL CALL: Chairman O’Brien called the meeting to order at 5:03 pm COMMISSIONERS PRESENT Dennis O’Brien, Chairman John Dick David Hooke Patrick Looby Daniel Kelly, MD COMMISSIONERS ABSENT None STAFF PRESENT Robert R. Kiely, Jr., Secretary Treasurer, City Manager Chuck Myers, Super. of Parks, Forestry & Cemetery Phil Alderks, Cemetery Sexton Cheryl Diebold, Cemetery Assistant II. APPROVAL OF APRIL 19, 2017 MINUTES: Chairman O’Brien presented the minutes to the Commissioners for approval. Motion by Commissioner Kelly, seconded by Commissioner Hooke, to approve the Minutes from April 19, 2017 with one correction to Item III., second paragraph, the word Deficient was corrected to read, deficit. Being no further discussion the vote was called by Chairman O’Brien and passed by unanimous voice vote. III. SECOND QUARTER INVESTMENT REPORT FROM WM BLAIR AND CO.: Chairman, Dennis O’ Brien reviewed the second quarter investment report in lieu of Tony Hoban’s absence, stating that it was a good quarter and the portfolio was exceeding the indexes with the exception International investments ng. Hoban said that we are still overweight in equities, but due to the current state of the bond market, this is the position to be in right now. Hoban reviewed the Investment Report. Commissioner Kelly asked if in the position level appraisal section if the time period and purchase date could be included in the chart. Mr. Hoban stated he will look into those additions. Commissioner Hooke asked if there has been any volatility due to the current global unrest. Mr. Hoban said that there was some volatility before, but lately that hasn’t affected the markets. With the current French elections coming up and the possibility of France leaving the European Union, Hoban said that could be a big deal and cause some volatility. Motion by Chairman O’Brien directing Tony Hoban to continue with current investment strategy regarding Lake Forest Cemetery investment with William Blair & Co. Second by Commissioner Hooke. Motion carried unanimously. IV. REVENUE/EXPENSE REPORT: Chairman O’Brien reviewed the Revenue and Expense Report for the quarter. O’Brien reiterated that revenues have been good this year and that expenditures are lower than projected. O’Brien said that currently we are at almost 1.2 million in revenue for the year and expenses have trended lower than estimated. Chairman O’Brien inquired if there were any further questions or comments. The other Commissioners had no questions or comments about the report. V. CEMETERY UPDATES A. Ravine Restoration Superintendent Myers reported our consultant was informed by the Army Corp of Engineers that they are in the final days of reviewing our permit. Myers also said that we have secured an extension from the IEPA for the project as the grant period ended in May of 2017. B. Private Planting Rule – Tabled at this time. C. Memorial Garden Phase II Probable Costs – No updates at this time. VI. APPROVAL OF GLOMBOWSKI FAMILY MONUMENT: Sexton Alderks shared with the Cemetery Commission the Application for Monument by the Glombowski family. Alderks stated that Mr. Glombowski had passed away, and his wife, Gladys, was working on a monument for the family lot. Alderks said that the Glombowski’s did not have any children, but did have a black Labrador which to them was their child. Mrs. Glombowski would like to have the head of the black lab engraved on the monument. Alderks passed Commissions have not allowed ‘pictures’ or statues of domesticated animals on memorials in the Cemetery. The thought being that they did not want people to think that there were ‘dogs’ or ‘cats’ buried in the Cemetery. Following discussion by the Commission it was suggested that the family be allowed to engrave a likeness of the dogs head on a horizontal surface of the monument. This can be on top of the base or if they chose to use flush markers to mark each individual grave, on top of the flush marker. Motion by Chairman O’Brien, seconded by Commissioner Kelly, to allow the engraving of the dogs head on a horizontal surface of the monument and not a vertical face. For example, the top of the base or on the top of a flush marker. The motion carried unanimously. VII. MCCLELLAN FAMILY BUYBACK OF UNUSED GRAVES: Sexton Alderks informed the Commissioners that he had been contacted by a family interested in selling 30 unused gravesites back to the Cemetery. Cemetery Rules and Regulations state that the Cemetery Commission will purchase any unused gravesite for the original purchase price of the lot or $2,000 per grave, whichever is greater. He said that since these graves were purchased a long time ago so the $2,000 per grave price would apply for a total of $60,000 to buyback the graves. Alderks said that while this is a substantial sum, the potential return for those graves would be in excess of $170,000 and they are in a very desirable location. Alderks said that the family has yet to decide what they want to do, but he thought he would bring this before the Commission for approval because they were meeting in case this is the route the family chooses to go. Motion by Commissioner Kelly, seconded by Chairman O’Brien, to approve the buyback of 30 graves from the McClennan family if they choose to sell back their unused graves, motion carried unanimously. VIII. RECOGNITION OF JANET KILKELLY’S SERVICE TO THE CEMETERY: Chairman O’Brien informed the Commission that our office manager, Janet Kilkelly will be leaving the Cemetery. He explained that she had been elected to a public office in Waukegan and her last day will be May 1. O’Brien thanked her for her 2 years of service to the Cemetery and wished her the best in her new endeavor. IX. OTHER MATTERS: None X.
