REMOTE ACCESS MEETING AGENDA Please be advised that all of the Environmental Sustainability Committee members will be remotely attending this Committee meeting by electronic means, in compliance with Governor’s Executive Order 2020-39, issued on May 29, 2020, that extended the suspension of certain Open Meetings Act provisions relating to in-person attendance by members of a public body. Specifically, the Governor’s Order: (1) suspends the requirement in Section 2.01 that “members of a public body must be physically present;” and (2) suspends the limitations in Section 7 on when remote participation is allowed. This Executive Order is effective the duration of the current Gubernatorial Disaster Proclamation. The City will be providing members of the public with various opportunities to watch or attend this meeting, as well as provide public comment at the meeting. ADJOURNMENT ENVIRONMENTAL SUSTAINABILITY COMMITTEE MEETING 1 Wednesday, August 19, 2020 – 6:30 P.M. 2 REMOTE ACCESS MEETING 3 4 DRAFT MINUTES 5 6 ROLL CALL/CALL TO ORDER 7 8 Chairman Melanie Rummel called the meeting to order at 6:30 P.M. Aldermen 9 Jed Morris and Jim Preschlack were present. 10 11 Staff in attendance included Mike Strong, Assistant City Manager; Robert Ells, 12 Superintendent of Engineering; Joe Gabanski, Assistant Director of Innovation 13 and Technology and Michael Thomas, Director of Public Works. 14 15 Also in attendance was Mike Stopka, Consultant and Crystal Egelkamp, 16 Consultant. 17 18 There were approximately 8 members of the public that attended the meeting 19 remotely. 20 21 Chairman Rummel made the following statement as required by the Open 22 Meetings Act. In accordance with state statute, Chairman Rummel has made a 23 determination that it was not practical or prudent to schedule an in-person 24 Committee meeting because of the COVID-19 pandemic, which is why this 25 August 19, 2020 Environmental Sustainability Committee meeting is being held 26 remotely. 27 28 ACTION ITEMS 29 30 I. REVIEW AND APPROVAL OF JULY 7, 2020 MEETING MINUTES 31 32 Alderman Preschlack moved to approve the July 7, 2020 33 Environmental Sustainability Committee meeting minutes. Alderman 34 Morris seconded the motion. The following voted “Aye”: Chairman 35 Rummel, Alderman Morris and Preschlack. The following voted “Nay”: 36 None. 3-Ayes, 0 Nays, motion carried. 37 38 DISCUSSION ITEMS 39 40 I. SUSTAINABILITY VALUES & DECISION MAKING PRESENTATION – 41 MIKE STOPKA 42 43 Chairman Rummel introduced Mike Stopka to present on the second 44 phase of the work they have conducted to improve environmental 45 sustainability in the community. Mike Stopka briefly explained the 46 differences between phase one and phase two and how the second 47 phase will help build on the best practices for the City. He continued 48 DRAFT - Environmental Sustainability Committee Minutes August, 19 2020 to explain how the committee can move forward when 49 recommending initiatives to the appropriate channels, such as the City 50 Council. He stated that the first step was working with the committee 51 by developing a survey to gauge the prioritization of projects n the 52 resources the City has. They were able to see how the different 53 stakeholders viewed these different initiatives. They asked the people 54 taking the survey to rank eleven different items on the scale from what 55 was most important to least important and the reasons why they saw 56 these as important. Mr. Stopka briefly summarized the results from each 57 group of stakeholders, stating that the majority of the groups 58 overlapped in the prioritization process. He continued to explain what 59 MIST does with the survey results so the committee can understand 60 what specific questions should be asked when evaluating projects and 61 recommending new policies. Mr. Stopka discussed the 62 recommendation from MIST on the questions that the committee 63 needs to ask themselves and the weight for the committee to 64 evaluate. 65 66 Chairman Rummel asked if there were any questions on this agenda 67 item. 68 69 The Committee had discussion on the survey results presented by MIST 70 as well as adjusting the weight and prioritization of specific 71 sustainability initiatives. 72 73 Chairman Rummel asked if there were any additional comments from 74 the Committee, seeing none she asked if there were any questions or 75 comments from the public. 76 77 Seeing none, Chairman Rummel moved to the next agenda item. 78 79 Chairman Rummel asked Mike Stopka to briefly summarize the next 80 steps for the Committee. 81 82 Mike Stopka explained two examples to the Committee, displaying the 83 questions that the Committee would be asking themselves and the 84 community, and how it would improve the overall objective of 85 environmental sustainability in Lake Forest. 86 87 Joy Guscott-Mueller offered her comments to the Committee in 88 regard to the purpose and goals of the Sustainability Committee. 89 90 REVIEW OF FUTURE AGENDA TOPICS 91 92 Chairman Rummel asked if any members of the Committee had any suggestions 93 on items they wanted to discuss at future meetings. 94 95 PUBLIC COMMENT 96 DRAFT - Environmental Sustainability Committee Minutes August, 19 2020 97 Chairman Rummel asked if there were any public comments on any non-98 agenda items. 99 100 Yu Schaback-Kopple offered her comments to the Committee on behalf of 101 Green Minds Lake Forest Lake Bluff. She briefly described the environmental 102 issues on their agenda that they discuss at their monthly meetings, and initiatives 103 they have taken to be environmentally friendly. 104 105 Chairman Rummel thanked Yu for her comments as well as the collaboration 106 and initiatives Green Minds has conducted. 107 108 Chairman Rummel asked if there were any comments of questions from the 109 Committee 110 111 The Committee had discussion on the role of the residents and organizations that 112 impact environmental sustainability in the community. 113 114 Chairman Rummel asked if there were any additional public comments on any 115 non-agenda items. 116 117 Seeing none, Chairman Rummel moved to the next agenda item. 118 119 NEXT MEETING DATE(S) – SEPTEMBER AND OCTOBER 120 121 There was concurrence among the Committee members to meet the second 122 week of September. Assistant City Manager, Mike Strong, stated that he would 123 send out a poll to gauge the availability of the Committee members prior to 124 setting the next meeting date. 125 126 ADJOURNMENT 127 128 Alderman Morris moved to adjourn the meeting of the Environmental 129 Sustainability Committee at 7:49 P.M. seconded by Alderman Preschlack.
