MINUTES
I. Present: Mayor Jack Preschlack, Aldermen Mike Rummel and Timm Reynolds, City Manager
Bob Kiely, Police Chief Mike Hosking, Human Resources Director DeSha Kalmar and Consultant

II. Order of Business
(a) Approval of minutes of 5/6/04 meeting
Motion by Mayor Preschlack, second by Alderman Reynolds, to approve the minutes from
the 5/6/04 meeting. Motion carried unanimously.
(b) Proposed Police Union Contract
DeSha Kalmar reported that the City administration had reached agreement with the Police
Officers' union (MAP), and the contract had been ratified by the rank and file. It now needs
to go before the City Council for approval. Highlights of the changes are attached.
Significantly, the contract provides for a 3% wage adjustment retroactive to May 1, 2004, and
then whatever percentage increase is granted to the firefighters in the two remaining years of
the three-year agreement. Motion by Mayor Preschlack, second by Alderman Rummel, to
recommend approval of the Police Contract to the City Council. Motion carried
unanimously.
(c) Proposed Changes to Sick Leave Program
Peter Wright presented proposed changes to the City's sick leave program based on work
done by the Employee Benefit Committee. A lengthy discussion followed, with the
Committee giving the following guidance to take back to the Benefit Committee:
■ Develop a reasonable policy
■ Cap the liability
■ Defer payment as long as possible
We also briefly discussed the vacation policy, which is proposed to change with all new hires
beginning January 1, 2005. The only exception to this change will be the police officers
because of the way their contract is written.
