PERSONNEL COMPENSATION ADMINISTRATION COMMITTEE 2006/08/02 MinutesPCA Committee Meeting Wednesday, August 2, 2006 7:30 a.m. City Hall Conference Room MINUTES I. Present: Mayor Mike Rummel, Aldermen Timm Reynolds and John Looby; Staff: City Manager Bob Kiely and Human Resources Director DeSha Kalmar II. Order of Business • Approval of Executive Session Minutes from May 23, 2006 Meeting Motion by Alderman Reynolds, seconded by Alderman Looby, to approve the minutes of the May 23, 2006 meeting. Motion carried unanimously. • Proposed Process for Police and Fire Chief Replacements DeSha Kalmar provided a proposed timetable and process for the replacement of the police and fire chiefs. The Committee felt that there are two quality in-house candidates for the police chief position, so an internal assessment center and the outlined process were approved. Alderman Reynolds suggested having a resident participate in the assessment centers for both police and fire. Suggested possible participants were Andy Semmelman and Peter Bensinger. DeSha will follow up with them. Regarding the fire chief search, the Committee felt that we may want to conduct a national search for this position. Bob Kiely explained that because of the approach we have been taking at the Fire Department, he would recommend that we go through our internal process and then do a national search if the Committee felt it was necessary. This will be discussed again by the Committee as we get closer to Chief Hosking's retirement. • Status Reports o IRS Fringe Benefit Policies DeSha Kalmar reported on recent changes by the IRS in fringe benefits and their taxability. The City is currently working on a policy to ensure compliance with these changes. The largest area of impact will be in the area of cell phones. o Vacation/Sick Leave Savings DeSha Kalmar provided a report on the savings realized with the recent changes to our sick leave policy and the removal of excess vacation time from the books (attached). Mayor Rummel commented that he would like the Employee Benefit Committee to pursue possible changes to the vacation policy.
