Present: Mayor Jack Preschlack, Aldermen Mike Rummel and Timm Reynolds, City Manager Bob Kiely, Fire Chief Mike Beatty, Police Chief Mike Hosking and Human Resources Director DeSha Kalmar II. Order of Business a. Approval of minutes of 1/15/04 meeting Motion by Alderman Rummel, second by Alderman Reynolds, to approve the minutes from the 1 / 15/04 meeting. Motion carried unanimously. b. Motion to adjourn into Executive Session Motion by Alderman Rummel, second by Alderman Reynolds, to adjourn into executive session to discuss personnel matters. Motion carried unanimously. After discussion of executive session business, a motion was made by Alderman Rummel, second by Alderman Reynolds, to return to regular session. Motion carried unanimously. c. Personnel Policies Human Resources Director DeSha Kalmar noted that the primary changes to the Personnel Policies for FY2005 revolve mainly around clarifying the issue of when an employee must return to work following aduty-related injury versus anon -duty -related injury. Present: Mayor Jack Preschlack, Aldermen Mike Rummel and Timm Reynolds, City Manager Bob Kiely, Fire Chief Mike Beatty, Police Chief Mike Hosking and Human Resources Director DeSha Kalmar II. Order of Business a. Fire Chief Replacement City Manager Kiely listed the various options for replacement of this position: 1) do an ouside, national search; 2) promote someone from within; and 3) appoint a Director of Public Safety for a period of 2-3 years. After receiving input from various parties, he is recommending that on September 21, 2004, Mike Hosking is appointed as Director of Public Safety. He recommends that there be two deputy chiefs in both the Fire and Police Departments. On June 1, two Fire Captains will be appointed to deputy chief. During the 2-3 -year period, employees will have an opportunity to prepare themselves for future promotion. In the meantime, this appointment will enable us to maintain our response times with no dilution of service. A motion was made by Alderman Rummel, second by Alderman Reynolds, to recommend the appointment of a Director of Public Safety to the full City Council at the May 20, 2004 meeting. Motion carried unanimously. b. Public Works union update Human Resources Director Kalmar informed the Committee that the Public Works and Parks/Golf Course maintenance employees have filed with the State to form their own local union. Their petition has been accepted by the State and an election will be held within the next month. The City feels this is an acceptable solution to the recent changes in State laws regarding union organization. c. Department head salaries for FY2005 With the exception of the newer department heads, City Manager Kiely reported that salaries will be increasing 3%, just like the rest of the work force. Those who are newer in their positions will see slightly higher increases since they are moving through the plan. d. Return to regular session Respectfully submitted, DeSha D.
