MINUTES
I. Present: Mayor Mike Rummel, Aldermen Timm Reynolds and John Looby, City Manager Bob
Kiely, Human Resources Director DeSha Kalmar
The meeting was held in executive session to discuss various personnel matters.
II. Order of Business
(a) City Manager's Compensation for FY2007
Mayor Rummel reported that he had received evaluation forms on City Manager Bob Kiely
from 6 of the 9 Council members. He was rated as Outstanding or the next category down
from that in all areas. One of the aldermen had provided a written comment that he would
give Mr. Kiely an A-, and the Mayor agreed with this comments. Mayor Rummel
commented that, based on Mr. Kiely's hesitancy about receiving a larger adjustment than
other employees, he was recommending a 3.77% increase in base salary. He also commented
that last year they had wanted to increase Mr. Kiely's deferred compensation contribution
from 10 to 15%, but felt that was too much to do in one year. Last year it was increased to
13.5% of base salary, and the Mayor recommended increasing it to 15% this year. Everyone
was in agreement with these two issues.
Mayor Rummel suggested adding a performance bonus based on the fact that in FY2006 the
City Manager dealt effectively with the Costco issue, the real estate transfer tax referendum
and many other controversial issues. All were in agreement with the idea of a performance
bonus, with Alderman Reynolds suggesting it be tied to quantifiable goals. After some
discussion, it was determined that Mr. Kiely will receive a performance bonus of $8,500.
There was also some discussion about other benefits, such as a golf membership for Mr.
Kiely's family. The Employee Benefit Committee will be directed to research the possibility
of employees being allowed to purchase limited memberships at a reduced rate to encourage
employee participation and connection to the community.
(b) Upcoming Retirements
Bob Kiely reported that he has received a letter from Public Safety Director Mike Hosking of
his intent to retire from the Police Department on September 6, 2006, but remain as a civilian
chief in the Fire Department until May 6, 2007, at which point he'll retire from that. The
Committee discussed the status of the succession planning in these two departments. Mayor
Rummel asked that Mr. Kiely see if Chief Hosking would be willing to push his police
retirement off until November, after the construction season ends. Mr. Kiely will talk with
the Chief regarding this issue.

Mr. Kiely also reported that he will be meeting with Parks and Recreation Director Fred
Jackson shortly after the first of June to discuss potential retirement dates for Mr. Jackson.
For this position, there is no in-house successor, so we will have to conduct on outside search.
