PERSONNEL COMPENSATION ADMINISTRATION COMMITTEE 2006/03/13 Minutes (2)PCA Committee Meeting Executive Session Monday, March 13, 2006 7:30 a.m., City Hall Conference Room MINUTES I. Present: Mayor Mike Rummel, Aldermen Michael Burns and Timm Reynolds, City Manager Bob Kiely, Human Resources Director DeSha Kalmar, Public Safety Director Mike Hosking, and Deputy Fire Chief Jeff Howell The meeting was held in executive session to discuss various personnel matters. II. Order of Business (a) General Wage Adjustments for FY2007 Bob Kiely presented the City's recommendation that salary ranges be adjusted by 3.75% with an additional .5% to adjust positions that have slipped in comparison with other communities. Discussion followed. The Committee agreed to recommend to the full City Council a general range adjustment of 3.75%, with an additional .5% to make certain adjustments. Another issue discussed as part of this recommendation was how evaluations are conducted, strengthening that process, and the idea of putting each department on a forced distribution for pay raises wherein 5% would get no increase and 5% would get more than the standard amount. (b) Proposed New Positions Bob Kiely noted the new positions being requested as part of the FY2007 budget. He also informed the Committee of the resignation of Mark Mlinar, CATV Coordinator. Alderman Reynolds suggested, and the others agreed, that the City might consider forming a partnership with the Lake Forest High School television person and using this position a learning tool for students. (c) Police and Fire Department Update Chief Hosking and Deputy Chief Howell joined the meeting at this point to present an idea for staffing the Fire Prevention/Public Education Bureau with off -duty firefighters. After a discussion, the Committee agreed with the proposal. The Chiefs then left the meeting. The Committee instructed the City Manager to pursue a 50-50 cost share with the school districts to cover the cost of crossing guards. (d) Adjournment Respectfully submitted, DeSha D.
