CITY COUNCIL 1988/06/06 Minutes64 Proceedings of the City Council of THE CITY OF LAKE FOREST REGULAR MEETING - MONDAY, JUNE 6, 1988 AT 7:30 P.M. COUNCIL CHAMBERS - CITY HALL - LAKE FOREST, ILLINOIS I. CALL TO ORDER AND ROLL A. Call to Order: The Honorable Marshall C. Strenger, Mayor, was present and called the meeting to order. There were 18 people present in the audience. B. Roll Call: The City Clerk called the roll of City Council members. The following aldermen were present: Johnson, Davies, Fassnacht, Galloway, Morrison, Woloson, Elting and Gallagher. The following aldermen were absent: None. All present. John F. Fischbach, City Manager; Murray R. Conzelman, City Attorney; Charles E. Crook, Director of Planning and Development; Steve Lutz, Rosemary Haack, DeSha Brandt, Assistants to the City Manager; Robert D. Shaffer, Director of Finance; Char Kreuz, Director of Communications and Public Information, were also present. II. REPORTS OF CITY OFFICERS, COUNCIL COMMITTEES, CONSENT AGENDA, ORDINANCES AND RESOLUTIONS A. Reports of City Officers: 1. Comments by Council Members: a) Alderman Gallagher requested the City Manager define the policy on the use of portable toilets on construction sites. The City Manager advised that he would brief the Council at a later date. 2. Appoints to Various Boards and Commissions: The Mayor made the following appointments to the various boards and commissions. Zonipg_Board of Appeals: Michael. Duncan to the position of Chairman. Library Board: Mrs. Eugene Hotchkiss III, Mr. John B. Ward, Mr. Roland J. Brunner. School District No. 67: Mrs. Nelson Levy. Senior Citizen Commission: Mr. Alfred LaRose, Mr. Lewis Redmond. Proceedings of the City Council Regular Meeting -- June 6, 1988 b) Appoint of City Clerk: Alderman Johnson made a motion to appoint Barbara S. Douglas as the new City Clerk. The motion was seconded by Alderman Fassnacht and carried unanimously. 3. Comments by the City Manager: a) Update on the Beach Usage. b) A Status Report on Cable Television Franchise Negotiations. c) Status Report on the Water System Improvements. B. Consent Agenda: 1. Approval of the Minutes of the Special Meeting of the City Council Held on May 14�1988. 2. RESOLUTION 1983 - Approving of Easement Agreement to Construct and Maintain Sanitary_Sewe_r_ in Commonwealth Edison Right -of -Way. 3. RESOLUTION 1984 - Authorizing a License Agreement to Construct and Maintain the Sanitary Sewer Under the Tracks of the Chicago and North Western Transportation Company. 4. Approval of Plat for Sanitary Sewer Easement for Ridgeland Subdivision. Alderman Johnson made a motion that the Consent Agenda be approved as presented. The motion was seconded by Alderman Fassnacht. Upon a roll call vote, the following aldermen voted t,yea": Johnson, Davies, Fassnacht, Galloway, Morrison, Woloson, Elting and Gallagher. The following aldermen voted "nay": None. The Consent Agenda was approved. Ordinances: Fence Ordinance Amendments to be Tabled and Study on Permit Requests to be Lifted: John F. Fischbach, City Manager, requested the Council make a motion that the fence ordinance amendments be tabled and that the study on permit requests be lifted. Alderman Johnson made a motion that the fence ordinance amendments be tabled and the study on permit requests be lifted. The motion was seconded by Alderman Davies and carried unanimously. 2. ORDINANCE 1768 - AMENDING CHAPTER 4, ALCOHOLIC BEVERAGES, TO DECREASE THE NUMBER OF CLASS D D1 LIQUOR LICENSES BY ONE: Alderman Galloway made a motion that an ordinance entitled "An Ordinance Amending Chapter 4, Alcoholic Beverages, of the City Code of Lake Forest, 1971, As Amended", which was X Proceedings of the City Council Regular Meeting -- June 6, 1988 62 first introduced and read at the May 14, 1988 meeting, be passed. The motion was seconded by Alderman Morrison. Upon a roll call vote, the following aldermen voted "yea`: Johnson, Davies, Fassnacht, Galloway, Morrison, Woloson, Elting and Gallagher. The following aldermen voted "nay": None. The ordinance was declared passed. 3. ORDINANCE 1769 - GRANTING A VARIATION FROM THE SIDE YARD SETBACK REQUIREMENTS FOR PROPERTY LOCATED AT 425 AHWAHNEE ROAD: Alderman Gallagher made a motion that an ordinance entitled "An Ordinance Granting a Variation from Section 46-35-D of the Lake Forest Zoning Code With Respect to Property Located at 425 Ahwahnee Road", which was first introduced and read at the meeting of May 14, 1988, be passed. The motion was seconded by Alderman Fassnacht. Upon a roll call vote, the following aldermen voted "yea": Johnson, Davies, Fassnacht, Galloway, Morrison, Woloson, Elting and Gallagher. The following aldermen voted "nay": None. The ordinance was declared passed. 4. ORDINANCE 1770 - GRANTING A VARIATION FROM THE SIDE YARD SETBACK REQUIREMENTS FOR PROPERTY LOCATED AT 91 WASHINGTON CIRCLE: Alderman Galloway made a motion that an ordinance entitled "An Ordinance Granting a Variation from Section 46-40-E of the Lake Forest Zoning Code With Respect to Property Located at 91 Washington Circle", which was first introduced and read at the meeting of May 14, 1.988, be passed. The motion was seconded by Alderman Gallagher. Upon a roll call vote, the following aldermen voted "yea': Johnson, Davies, Fassnacht, Galloway, Morrison, Woloson, Elting and Gallagher. The following aldermen voted "nay': None. The ordinance was declared passed. 5. ORDINANCE 1771 - GRANTING A VARIATION FOR PROPERTY LOCATED AT 1776 SOUTH TELEGRAPH ROAD: Alderman Gallagher made a motion that an ordinance entitled "An Ordinance Granting a Variation from Section 46-35-D of the Lake Forest Zoning Code With Respect to Property Located at 1776 S. Telegraph Road", which was first introduced and read at the meeting of May 14, 1988, be passed. The motion was seconded by Alderman Morrison. Upon a roll call vote, the following aldermen voted "yea': Johnson, Davies, Fassnacht, Galloway, Morrison, Woloson, Elting and Gallagher. The following aldermen voted "nay": None. ORDINANCE 1772 - ANNEXING A PORTION OF EVERETT ROAD: John F. Fischbach, City Manager, introduced an ordinance entitled "An Ordinance Annexing a Portion of Everett Road to The City of Lake Forest, Illinois. Alderman Fassnacht made a motion that the first reading of the ordinance be accepted and acknowledged, and that the ordinance be held on file by the City Clerk for second reading and action thereupon. The motion was seconded by Alderman Johnson and carried unanimously. B. Bids for a Sweeper Scrubber to be Used _for Beach Maintenance: Steve Lutz, Assistant to the City Manager, reviewed the only bid that was received which met the specifications. Bidder Bid AM-LIN Products, Inc. $26,656.60 Alderman Morrison made a motion to accept the bid of AM-LIN Products, Inc. of Franklin Park on their bid of $26,656.60. The motion was seconded by Alderman Davies. Upon a roll call vote, the following aldermen voted "yea": Johnson, Davies, Fassnacht, Galloway, Morrison, Woloson, Elting and Gallagher. The following aldermen voted "nay": None. The award was approved. C. Bids for the Fiscal Year 1989 Sidewalk_.and Curb Replacement Program: Steve Lutz, Assistant to the City Manager, reviewed the following bids: Bidder Bid Schroeder & Schroeder $120,946.21 Triggi Construction, Inc. $122,192.68 Alderman Davies made a motion to award the bid to Schroeder & Schroeder on their bid of $120,946.21. The motion was seconded by Alderman Fassnacht. Upon a roll call vote, the following aldermen voted "yea': Johnson, Davies, Fassnacht, Galloway, Morrison, Woloson, Elting and Gallagher. The following aldermen voted "nay": None. The award was approved. V. VERBAL REQUEST AND COMMUNICATIONS A. Opportunity for the Public to Address the _City Council: Al Glover of Park Avenue requested clarification as to the problems sewer crews were having at the north end of town in the video survey of the underground sewer system. APPROVAL OF AUTHORIZED INVOICES AND PAYROLLS A motion was made by Alderman Davies that the audited invoices and payrolls for the month of May 1988 presented to the City Council for consideration be approved. The motion was seconded by Alderman Galloway and carried unanimously. Gen., IMRF & Cap. Impr. AUTHORIZATION OF TREASURER'S WARRANTS TO MEET EXPENSES OF JUNE, 1988: Alderman Davies made a motion that the Mayor and City Clerk be authorized to sign such warrants as may be necessary to meet the expenses of June 1988. The motion was seconded by Alderman Fassnacht and carried unanimously. VIII. CONVENE INTO EXECUTIVE SESSION: Alderman Johnson made a motion to convene into Executive Session to discuss pending litigation and land acquisition as authorized by Section 42, Chapter 101 of the Illinois Revised Statutes. The motion was seconded by Alderman Fassnacht and carried unanimously. IX. RECONVENE: The Honorable Marshall C. Strenger, Mayor, was present and called the meeting to order. There was no one present in the audience. X. ROLL CALL: The City Clerk called the roll of City Council members at 9:40 P.M. The following aldermen were present: Johnson, Davies, Fassnacht, Galloway, Morrison, Woloson, Elting and Gallagher. All present. XI. ADJOURNMENT: A motion was made by Alderman Johnson to adjourn.
