COUNCIL CHAMBER - CITY HALL - LAKE FOREST, ILLINOIS A special meeting of the City Council of The City of Lake Forest, Lake County, Illinois was held on Monday, February 15, 1988 at 7:00 P.M. in the Council Chamber of City Hall of The City of Lake Forest pursuant to call and notice of call each of which is attached hereto: I. CALL TO ORDER: The Honorable Marshall C. Strenger, Mayor, was present and called the meeting to order. There were six people in the audience. II. ROLL CALL: The Deputy City Clerk called the roll of City Council members. The following aldermen were present: Johnson, Davies, Fassnacht, Galloway, Paige, Morrison and Gallagher. The following aldermen were absent: Elting. Quorum present. John F. Fischbach, City Manager; Charles E. Crook, Director of Planning and Development; Steve Lutz and Rosemary Hack, Assistants to the City Manager; Robert D. Shaffer, Director of Finance; and Char Kreuz, Director of Communications and Public Information, were also present. III. COMMENTS BY COUNCIL MEMBERS: The Mayor announced the appointment of former Alderman Donald Brenner to the Audit Committee. Alderman Paige moved to approve the appointment. The motion was seconded by Alderman Johnson and carried unanimously. IV. CONSIDERATION OF PROPOSED CHANGES IN CERTAIN FEES AND CHARGES FOR FY1989: Alderman Davies reviewed the proposed changes in fees and charges for FY1989, a copy of which is attached hereto. Alderman Davies moved to approve the changes. The motion was seconded by Alderman Fassnacht and carried unanimously. V. ORDINANCE 1751 - AN ORDINANCE AMENDING CHAPTER 6, "ANIMALS" OF THE CITY CODE OF LAKE FOREST, 1971, AS AMENDED BY INCREASING PENALTY FOR VIOLATING SECTION 6-23: The City Manager introduced an ordinance entitled, "An Ordinance Amending Chapter 6, "Animals" of the City Code of Lake Forest, 1971, As Amended, by Increasing Penalty for Violating Section 6-23". Alderman Davies moved to accept and acknowledge the first reading of the ordinance, and that the ordinance be held on file by the City Clerk for second reading and action thereupon. The motion was seconded by Alderman Paige and carried unanimously. Proceedings of the City Council Special Meeting -- Monday, February 1.5, 1988 15 VI. CONSENT AGENDA A. M B. Proclamation Naming the Month of March. 1988 as "Safe Homes" Month. Alderman Johnson moved to accept the Consent Agenda as presented. Alderman Fassnacht seconded the motion. Upon a roll call vote, the following aldermen voted "yea": Johnson Davies, Fassnacht, Galloway, Paige, Morrison and Gallagher. The following aldermen voted "nay": None. Alderman Elting was absent. The Consent Agenda was approved. VII. ORDINANCE 1750 - AN ORDINANCE AMENDING CHAPTER 9, BUILDINGS TO ADD NEW SECTIONS WITH REGARD TO MAILBOX CONSTRUCTION AND LOCATION: The City Manager reviewed an ordinance entitled, An Ordinance Amending Chapter 9, Buildings, to Add New Sections With Regard to Mailbox Construction and Location", which was introduced and read by title at the February 1, 1988 meeting. A motion was made by Alderman Morrison that the ordinance be passed. The motion was seconded by Alderman Paige. Upon a roll call vote, the following aldermen voted "yea': Johnson, Davies, Fassnacht, Galloway, Paige, Morrison and Gallagher. The following aldermen voted "nay": None. Alderman Elting was absent. The ordinance was declared passed. VIII. REPORT AND RECOMMENDATION FROM THE ZONING BOARD OF APPEALS REGARDING A FRONT YARD SETBACK VARIATION FOR THE PROPERTY LOCATED AT 242 NOBLE AVENUE (BECKER VARIATION): Charles E. Crook, Director of Planning and Development, reviewed the report and recommendation from the Zoning Board of Appeals. Alderman Johnson made a motion to accept the report and recommendation. The motion was seconded by Alderman Paige and carried unanimously. ORDINANCE 1752 - AN ORDINANCE GRANTING A VARIATION FROM THE LAKE FOREST ZONING CODE: An ordinance entitled, "An Ordinance Granting a Variation from Section 46-40-(E) of the Lake Forest Zoning Code With Respect to Property Located at 242 Noble Avenue", was introduced and read by title. Alderman Johnson moved that the first reading of the ordinance be accepted and acknowledged, and that the ordinance be held on file by the City Clerk for second reading and action thereupon. The motion was seconded by Alderman Paige and carried unanimously. IX. REPORT AND RECOMMENDATION FROM THE ZONING BOARD OF APPEALS REGARDING AN INTERIOR SIDE YARD SETBACK VARIATION FOR THE PROPERTY LOCATED AT 18 EAST LAUREL AVENUE (CAYCE VARIATION): Charles E. Crook, Director of Planning and Development, reviewed the report and recommendation from the Zoning Board of Appeals. Alderman Johnson made a motion to accept the report and recommendation. The motion was seconded by Alderman Davies and carried unanimously. Proceedings of the City Council Special Meeting -- Monday, February 15, 1988 ORDINANCE 1753 - AN ORDINANCE GRANTING A VARIATION FROM THE LAKE FOREST ZONING CODE: An ordinance entitled, "An Ordinance Granting a Variation from Section 46-36-(D)-(1) of the Lake Forest Zoning Code With Respect to Property Located at 18 East Laurel Avenue", was introduced and read by title. A motion was made by Alderman Johnson that the first reading of the ordinance be accepted and acknowledged, and that the ordinance be held on file by the City Clerk for second reading and action thereupon. Alderman Davies seconded the motion and it carried unanimously. X. REPORT AND RECOMMENDATION FROM THE ZONING BOARD OF APPEALS REGARDING A MINIMUM LOT SIZE REQUIREMENT VARIATION FOR THE PROPERTY LOCATED AT 500 NORTH WAUKEGAN ROAD (MOORE VARIATION): Charles E. Crook, Director of Planning and Development, reviewed the report and recommendation from the Zoning Board of Appeals. A motion was made by Alderman Johnson to accept the report and recommendation. The motion was seconded by Alderman Paige and carried unanimously. Crook, Director of Planning and Development, reviewed the report and recommendation from the Plan Commission. Alderman Johnson moved to accept the report and recommendation. The motion was seconded by Alderman Davies and carried unanimously. ORDINANCE 1755 - AN ORDINANCE GRANTING A SPECIAL USE PERMIT FOR PROPERTY LOCATED AT 500 N. WAUKEGAN ROAD: An ordinance entitled "An Ordinance Granting a Special Use Permit in Accordance with the Provisions of Section 46-23-(L)-(7) of the Lake Forest Zoning Code With Respect to Property Located at 500 N. Waukegan Road", was introduced and read by title. Alderman Johnson moved to accept and acknowledge the first reading of the ordinance, and that the ordinance be held on file by the City Clerk for second reading and action thereupon.
