SPECIAL MEETING - SATURDAY, NOVEMBER 19, 1988 AT 8:30 A.M.
COUNCIL CHAMBER - CITY HALL - LAKE FOREST, ILLINOIS
A special meeting of the City Council of The City of Lake Forest, Lake
County, Illinois was held on Saturday, November 19, 1988 at 8:30 a.m. in the
Council Chamber of City Hall of The City of Lake Forest, pursuant to call and
notice of call, each of which is attached hereto.
I. CALL TO ORDER: The Honorable Marshall C. Strenger, Mayor, was present
and called the meeting to order. There were 14 people present in the
audience.
II. ROLL CALL: The City Clerk called the roll of City Council members.
The following aldermen were present. Johnson, Davies, Fassnacht,
Morrison, Woloson, and Gallagher. The following aldermen were absent:
Galloway and Elting. Quorum present.
John F. Fischbach, City Manager; Murray R. Conzelman; City Attorney;
John J. Fisher, Personnel Director; John Kalmar, Assistant City
Planner; Steve Lutz, DeSha Brandt, and Rosemary Haack, Assistants to
the City Manager; Char Kreuz, Director of Communications and Public
Information, and Sue Janzen, Executive Assistant to the City Manager
were also present.
III. PUBLIC HEARING ON THE PROPOSED ANNEXATION OF CONWAY FARMS NORTH: The
Mayor opened the public hearing regarding the proposed annexation of
the property commonly known as Conway Farms North. There was no one
in the audience who wished to speak on the issue.
A motion was made by Alderman Johnson that the public hearing be
closed. The motion was seconded by Alderman Fassnacht and carried
unanimously.
ORDINANCE 1809 - AN ORDINANCE OF ANNEXATION FOR THE AREA COMMONLY
KNOWN AS CONWAY FARMS NORTH: Alderman Johnson made a motion that the
first reading of an ordinance entitled, "An Ordinance Annexing
Approximately 266 Acres of Territory Generally Located North of
Illinois Route 60, East of the Illinois State Toll Highway and West of
the Lake Forest Academy Property Plus the 33-Acre Parcel Located at
the Southeast Corner of State Route 60 and the Illinois State Toll
Highway", be accepted and acknowledged, and that the ordinance should
be held on file by the City Clerk for second reading and action
thereupon. The motion was seconded by Alderman Davies and carried
unanimously.
IV. COMMENTS BY COUNCIL MEMBERS: None.
V. COMMENTS BY CITY MANAGER: John F. Fischbach, City Manager, reviewed
the acquisition of 800 acres in the Middlefork Savanna just west of
Lake Forest and Lake Bluff by the Lake County Forest Preserve
District.

VI. APPROVAL OF MINUTES: Alderman Woloson moved to approved the November
7, 1988 City Council minutes as presented. The motion was seconded by
Alderman Johnson and carried unanimously.
VII. ORDINANCE 1798 - AN ORDINANCE AUTHORIZING THE ACQUISITION OF CERTAIN
REAL ESTATE, COMMONLY KNOWN AS THE HALLIGAN PROPERTY: Alderman
Johnson made a motion that an ordinance entitled, "An Ordinance
Authorizing the Acquisition of Certain Real Estate, Commonly Known as
the Halligan Property", which was introduced and read by title at the
meeting of November 7, 1988, be passed. The motion was seconded by
Alderman Gallagher. Upon a roll call vote, the following aldermen
voted "yea': Johnson, Davies, Fassnacht, Morrison, Woloson and
Gallagher. The following aldermen voted "nay": None. Aldermen
Galloway and Elting were absent. The ordinance was declared passed.
VIII. ORDINANCE 1799 - AN ORDINANCE AMENDING SECTION 40-2-1200 OF CHAPTER
40, TRAFFIC, OF THE CITY CODE OF LAKE FOREST, 1971, AS AMENDED,
REVISING SCHEDULES I, II, AND VII: Alderman Johnson made a motion
that an ordinance entitled, "An Ordinance Amending Section 40-2-1200
of Chapter 40, Traffic, of the City Code of Lake Forest, 1971, As
Amended, Revising Schedules I, II and VII", which was introduced and
read by title at the meeting of November 7, 1988, be passed. The
motion was seconded by Alderman Fassnacht. Upon a roll call vote, the
following aldermen voted "yea': Johnson, Davies, Fassnacht, Morrison,
Woloson and Gallagher. The following aldermen voted "nay': None.
Aldermen Galloway and Elting were absent. The ordinance was declared
passed.

1972, AS AMENDED, TO ADD THE OR-2 (OFFICE RESEARCH-2) ZONING
CLASSIFICATION: A motion was made by Alderman Morrison that an
ordinance entitled, "An Ordinance Amending the Lake Forest Zoning Code
of 1972, As Amended, to Add the OR-2 (Office Research-2) Zoning
Classification", which was introduced and read by title at the meeting
of November 7, 1988, be passed. The motion was seconded by Alderman
Fassnacht. Upon a roll call vote, the following aldermen voted "yea":
Johnson, Davies, Fassnacht, Morrison, Woloson and Gallagher. The
following aldermen voted "nay": None. Aldermen Galloway and Elting

CLASSIFICATION: Alderman Gallagher made a motion that an ordinance
entitled, "An Ordinance Amending the Lake Forest Zoning Code of 1972,
As Amended, to Add the "ROS" (Residential Open Space) Zoning
Classification", which was introduced and read by title at the meeting
of November 7, 1988, be passed. The motion was seconded by Alderman

RESEARCH - II) (PREVIOUSLY OR -OFFICE RESEARCH COUNTY ZONING):
Alderman Fassnacht made a motion that an ordinance entitled, "An
Ordinance Amending the Lake Forest Zoning Code of 1972, As Amended, to
Amend the Zoning Map to Add "OR -II" (Office Research - II) (Previously
"OR" (Office Research County Zoning)", which was introduced and read
by title at the meeting of November 7, 1988, be passed. Alderman
Johnson seconded the motion. Upon a roll call vote, the following
aldermen voted "yea": Johnson, Davies, Fassnacht, Morrison, Woloson
and Gallagher. The following aldermen voted "nay": None. Aldermen

2, PREVIOUSLY OR, OFFICE RESEARCH COUNTY ZONING: Alderman Fassnacht
made a motion that an ordinance entitled, "An Ordinance Amending the
Lake Forest Zoning Code of 1972, As Amended, to Amend the Zoning Map
to Add OR-2, Office Research-2, Previously OR, Office Research County
Zoning", which was first read at the meeting of November 7, 1988, be
passed. Alderman Johnson seconded the motion. Upon a roll call vote,
the following aldermen voted "yea": Johnson, Davies, Fassnacht,
Morrison, Woloson and Gallagher. The following aldermen voted "nay":
None. Aldermen Galloway and Elting were absent. The ordinance was

XV. ORDINANCE 1806 - AN ORDINANCE AMENDING THE LAKE FOREST ZONING CODE OF
1972, AS AMENDED, TO AMEND THE ZONING MAP TO ADD "ROS" (RESIDENTIAL
OPEN SPACE) (PREVIOUSLY E-ESTATE COUNTY ZONING): A motion was made by
Alderman Fassnacht that an ordinance entitled, "An Ordinance Amending
the Lake Forest Zoning Code of 1972, As Amended, to Amend the Zoning
Map to Add "ROS" (Residential Open Space) (Previously E-Estate County
Zoning), which was introduced and read by title at the meeting of
November 7, 1988, be passed. The motion was seconded by Alderman
Johnson. Upon a roll call vote, the following aldermen voted "yea':

XVI. ORDINANCE 1807 - AN ORDINANCE AMENDING THE LAKE FOREST ZONING CODE OF
1972, AS AMENDED, TO AMEND THE ZONING MAP FROM R-5 TO ROS (RESIDENTIAL
OPEN SPACE): A motion was made by Alderman Davies that an ordinance
entitled, "An Ordinance Amending the Lake Forest Zoning Code of 1972,
As Amended, to Amend the Zoning Map from R-5 to ROS (Residential Open
Space)", which was introduced and read by title at the meeting of
November 7, 1988, be passed. The motion was seconded by Alderman
Johnson. Upon a roll call vote, the following aldermen voted "yea':
Johnson, Davies, Fassnacht, Morrison, Woloson and Gallagher. The
following aldermen voted "nay": None. Aldermen Galloway and Elting

RESEARCH): A motion was made by Alderman Fassnacht that an ordinance
entitled, "An Ordinance Amending the Lake Forest Zoning Code of 1972,
As Amended, to Amend the Zoning Map from R-5 to ROS (Residential Open
Space)", which was introduced and read by title at the meeting of
November 7, 1988, be passed. The motion was seconded by Alderman
Gallagher. Upon a roll call vote, the following aldermen voted "yea":
Johnson, Davies, Fassnacht, Morrison, Woloson and Gallagher. The
following aldermen voted "nay`: None. Aldermen Galloway and Elting
were absent. The ordinance was declared passed.
XVIII. REPORT AND RECOMMENDATION FROM THE PLAN COMMISSION REGARDING A 9-LOT
PLANNED HISTORIC PRESERVATION DEVELOPMENT SUBDIVISION LOCATED AT 765
W. WESTLEIGH ROAD (MCILVAINE MEADOWS): John Kalmar, Assistant City
Planner, reviewed the proposed subdivision, the proposed rezoning and
the proposed special use permit.
A motion was made by Alderman Woloson to accept the report and
recommendation from the Plan Commission. The motion was seconded by
Alderman Morrison and carried unanimously.
ORDINANCE 1810 - AN ORDINANCE AMENDING THE LAKE FOREST ZONING CODE: A
motion was made by Alderman Gallagher that the first reading of the
ordinance entitled, "An Ordinance Amending the Lake Forest Zoning
Code, of 1972, As Amended, to Allow for the Rezoning of Certain
Property from R-5, Single Family Residence to R-4, Single Family
Residence for Property Located at 765 W. Westleigh Road", be accepted
and acknowledged, and that the ordinance be held on file by the City
Clerk for second reading and action thereupon. The motion was
seconded by Aldermen Johnson and carried unanimously.
ORDINANCE 1811 - AN ORDINANCE GRANTING A SPECIAL USE PERMIT FOR
PROPERTY AT 765 W. WESTLEIGH ROAD: A motion was made by Alderman
Woloson that the first reading of an ordinance entitled, "An Ordinance
Granting a Special Use Permit to Allow for a Nine Lot Planned Historic
Preservation Development Subdivision for Property Located at 765 W.
Westleigh Road", be accepted and acknowledged, and that the ordinance
be held on file by the City Clerk for second reading and action
thereupon. The motion was seconded by Alderman Morrison and carried
unanimously.

Alderman Johnson moved to grant tentative approval to the plat of
subdivision to the McIlvaine Meadows Subdivision. The motion was
seconded by Alderman Woloson and carried unanimously.
XIX. BIDS FOR THE STREET LIGHT REHABILITATION PROJECT: The following bids
for this project were reviewed by Steve Lutz, Assistant to the City
Manager:

A motion was made by Alderman Davies that the contract be awarded to

Woloson and Gallagher. The following aldermen voted "nay": none.
Alderman Galloway and Elting were absent. The award of contract was
approved.

ORDINANCE 1813 - AN ORDINANCE AMENDING CHAPTER 9, BUILDINGS:
Alderman Elting introduced an ordinance entitled, An Ordinance
Amending Article XI, Building Code General Provisions of Chapter
9, Buildings of the City Code of Lake Forest, 1971, As Amended
and as Amended September 10, 1979, to Add Section 9-107.1,
Building Scale and Environment."
Following the presentation by Alderman Elting, a lengthy
discussion took place between members of the audience and Council
members. Upon conclusion of the discussion, Alderman Johnson
made a motion that the first reading of the ordinance be accepted
and acknowledged, and that the ordinance be held on file by the
City Clerk "For second reading and action thereupon. The motion
was seconded by Alderman Elting and carried, with Alderman
Woloson voting nay.

C. Report of Property and Public Safety Committee:
1. REAFFIRMATION OF RECOMMENDATION TO CONTINUE TO CONTROL
ACCESS TO THE BEACH WITH CITY VEHICLE STICKERS AND
NONRESIDENT BEACH PERMITS: Steve Lutz, Assistant to the
City Manager, reviewed the recommendation from the Property
and Public Safety Committee to continue to control access to
Forest Park Beach by means of vehicle stickers and
nonresident beach permits, rather than implementing a tag
system. A motion was made by Alderman Johnson to reaffirm
the recommendations. The motion was seconded by Alderman
Galloway and carried unanimously.
2. ORDINANCE 1812 - AN ORDINANCE AMENDING CHAPTER 12, ARTICLE
II, OF THE CITY CODE OF LAKE FOREST OF 1971, AS AMENDED,
WITH RESPECT TO THE BOUNDARIES OF WARDS: DeSha Brandt,
Assistant to the City Manager, introduced an ordinance
entitled, An Ordinance Amending Chapter 12, Article II, of
the City Code of Lake Forest, 1971, As Amended, With Respect
to the Boundaries of Wards." A motion was made by Alderman
Johnson that the first reading of the ordinance be accepted
and acknowledged, and that the ordinance be held on file by
the City Clerk for second reading and action thereupon. The
motion was seconded by Alderman Morrison and carried
unanimously.
D. Report of the Finance Committee:
1. RESOLUTION 1996 - A RESOLUTION CALLING FOR THE 9-1-1
REFERENDUM ON THE APRIL 4, 1989 BALLOT: John F. Fischbach,
City Manager, and Alderman Davies introduced a resolution to
incorporate the E 9-1-1 proposal on the April 4, 1989
election ballot. This procedure is a prerequisite for
implementing the 9-1-1 Emergency Telephone System in Lake
Forest. A motion was made by Alderman Davies to adopt the
resolution. The motion was seconded by Alderman Johnson and
carried unanimously. The resolution was adopted.
E. APPROVAL OF MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL
HELD ON NOVEMBER 19, 1988: Alderman Johnson moved to approve the
minutes of the City Council meeting of November 19, 1988. The
motion was seconded by Alderman Morrison and carried unanimously.
