rather than a spontaneous show of support by the citizens. Alderman
Gallagher spoke in defense of the City Manager, the Council and City
staff who had worked so long and so hard on a project they genuinely
believed to be beneficial to the City. Alderman Johnson stated that
the Council members were also residents of the community and would
never support a project they felt was detrimental to the City or its
people. Alderman Woloson commented on the reported coercive manner in
which the petition opposing the annexation was circulated. Alderman
Morrison disputed the charge that the annexation proceedings had been
carried on in secrecy. He stated that his project has been dealt with
periodically for roughly twenty years and had been targeted for
annexation in the Comprehensive Plan.
