BOARD OF POLICE AND FIRE COMMISSIONERS 2004/05/24 MinutesMINUTES Board of Fire and Police Commissioners May 24, 2004, 7:30 a.m. Deerpath Inn I. Members Present: Chairman Jack Smith, Commissioners Mike Havey and Bob Brown, Police Chief Mike Hosking, Fire Chief Mike Beatty, Human Resources Director DeSha Kalmar II. Order of Business a. Fire Chief Replacement Chief Beatty announced that he is retiring on September 20, 2004. After considerable deliberation, City Manager Bob Kiely recommended to the City Council that Police Chief Mike Hosking be appointed Director of Public Safety on September 21 for a 2- to 3-year period. During that time, members of the Fire Department will hopefully prepare themselves for advancement within the department. All members of the Department will also look at a proper command structure to take them into the future. Chief Beatty also reported that Deputy Fire Chief Rod Goosman recently retired to become a Fire Chief in Colorado. On June 1, Fire Captains Bob Grum and Ray Fontana will be appointed Deputy Fire Chiefs. This is all part of the structure being put in place in anticipate of the Public Safety Director position being implemented. b. Review of Rules and Regulations of the Commission DeSha Kalmar reported that she has asked the City Attorney to review the Commission's Rules and Regulations. They have not been reviewed for about 4 years, so this will bring them inline with any updated laws. They will also take a look at how the Firefighters Promotion Act might affect the rules. At this point, the Act doesn't apply to Lake Forest because our firefighters are not unionized. However, the Commission may want to look at the potential impact for the future. The review will also include the possibility of adding language on how to handle layoffs for the Fire Department should they become necessary in the future. Another meeting will be called to review the attorney's suggestions once they are received. C. Police Department Entry -Level Oral Interviews DeSha Kalmar will email various dates to the Commissioners to begin scheduling the entry- level police oral interviews. There are 89 candidates to be interviewed. The Commissioner should get back to her immediately with their availability so that these can be completed in June. III.
