I. PRESENT: Andrew Semmelman, Chairman; Commissioners Peter Bensinger and John Smith; Fire

IL ORDER OF BUSINESS:
A. Review of Rules and Regulations and Hiring Guidelines
Page 2 of the Rules and Regulations, under the definition of "Service" the word "Lake" needs to
be inserted before "Forest".
The State has passed a law that allows Commissions to make the position Deputy Chief as a
ranked position. This possibility was discussed, and it was determined that it should be left as an
appointed position, with the highest promotional ranks being Police Sergeant and Fire
Lieutenant.
The question of whether or not firefighter applicants can be required to be U.S. citizens was
discussed. Attorney Filippini advised that there is an argument for continuing to require the
citizenship. The Board decided not to make a change at this time.
The Education Preference Points are required to given per the State Legislature. The appropriate
language has been added to the Guidelines, and the points will be given with the current police
eligibility list.
Motion by Commissioner Bensinger, second by Commissioner Smith, to approve the Rules and
Regulations of the Commission and the Hiring Guidelines with the recommended changes.
Motion carried.
B. Discussion of the Use of Candidate Reimbursement Agreements
Samples of Candidate Reimbursement Agreements for Police and Fire were distributed to the
Commission for discussion. Chief Hosking discussed his reason for wanting to utilize such an
agreement based on the fact that we've begun to lose newly trained officers to larger

communities. Chief Beatty agreed with their use for Fire, as well, even though the Fire
Department is not currently having this problem.
Attorney Filippini is very familiar with the use of these agreements and recommended some
safeguards for the City to use when implementing these agreements. He will review the sample
agreements and provide us with the appropriate release forms.
Motion by Commissioner Smith, second by Commissioner Bensinger, to approve the use of
Candidate Reimbursement Agreements subject to attorney review. Motion carried.
C. Develobment of Hearing Standards
DeSha Kalmar reported that following the last meeting of the Board, the NFPA hearing standards
were sent to Lake Forest Hospital Occupational Health Services and are now being used in all
Fire Department physicals.
D. Review of Hearing Process and Discussion of Drua and Alcohol Ch
A brief discussion was held on the hearing process and how it had worked in our recent
disciplinary case. The chiefs both discussed morale in their departments and the impact of the
recent positive drug screen and resulting discipline.
DeSha reported that the Hospital has revised their release form that employees sign as part of the
testing process. Following our case and the difficulties in receiving the test information, they felt
a change was necessary. Dr. Chin will provide a copy of the new release to DeSha once it has
been finalized, but he feels it will eliminate any similar issues in the future.
E. Other Items
1. Chief Hosking told the Commission he would like their permission to further investigate the
use of part-time officers for the Police Department. His thought is that they would be sworn
and fully trained through other communities, perhaps retirees, to pick up some of the slack
when we are down officers or for special events such as Lake Forest Day and Fourth of July.
The Board agreed that he should investigate this matter further and bring it to the Board once
he had done that. Attorney Filippini offered some advice and assistance on this issue.
