PRESENT: Andrew Semmelman, Chairman; Peter Bensinger; John Smith; Fire Chief Mike Beatty; Acting Police Chief Mike Hosking IL ORDER OF BUSINESS: A. Update on Union Contract and Upcoming Testing DeSha Kalmar reported that the Police union contract was ratified on March 1 by the City Council and that everyone is now learning to operate within the guidelines of the contract. She also reported that all of the various testing is moving along as previously reported to the Board through a memorandum. The Police Sergeant promotional written exam is scheduled in April, the Fire Lieutenant written exam is scheduled in June, and the Police entry-level written exam is scheduled for May 1. The Commissioners will be needed for the orals for the entry-level process sometime in mid -May. They will also be needed about the same time for the oral portion of the Sergeant exam. The oral portion of the Lieutenant exam will be conducted by the Illinois Fire Chiefs Association, as has been done in the past. B. Review of Rules and Regulations and Hiring Guidelines The City Attorney has reviewed both the Rules and Regulations of the Commission and the Hiring Guidelines. The recommended changes, which insure compliance with all federal and state laws, were previously distributed. In addition to those changes, the Board requested that definitions of "exempt" and "non-exempt" be added to Chapter V of the Rules and Regulations and that the City Attorney review the language in Chapter V, Section S.E. - Continuance. In the Hiring Guidelines, the Board recommended that language be added to the Examination chapter, Section B.L., to reflect our policy of conducting pre -employment drug tests as part of the medical exam. Board of Fire and Police Commissioners Minutes of Meeting — March 10, 1999 Page 2 Motion by Commissioner Bensinger, second by Commissioner Smith, to approve the Rules and Regulations of the Commission and the Hiring Guidelines with the recommended changes and the additional changes as noted. Motion carried. C. Other Items -- Commissioner Smith questioned whether or not we conduct audiology exams. Following a brief discussion, it was concluded that an audiology exam will be included in the pre -employment physical exam, as well as the SCBA exams given to Fire Department personnel. Staff will also look into developing some hearing standards. DeSha Kalmar brought the Board up to date on the search process for Police Chief. III. MEETING ADJOURNED Respectfully submitted, DeSha D.
